This study demonstrates that a decision-making process utilising "the veil of ignorance" concept, defined in process terms as beginning from a blank slate encompassing the entire country as potential sites and shortlisting candidate sites based on scientific (geological) safety, promotes public acceptance of siting a repository for the geological disposal of high-level radioactive waste and fosters procedural fairness.

One reason of not being decided a candidate site for geological disposal of high level radioactive waste is that strong opposition occurs once a name of the place where residents live even if they can understand the necessity of the facility. Therefore, we hypothesized that people would accept the decision if they consent the decision way beforehand under the condition everyone can be involved in as a potential interest party (the ignorance of veil). A hypothetical scenario survey was conducted in Japan. The results revealed that the decision way and the decision under the ignorance of veil were likely to be accepted more than the current decision way even if they became candidate site. Moreover, the decision way under the ignorance of veil was evaluated higher procedural fairness, while the current way was low procedural fairness.

The neutron instruments suite, installed at the spallation neutron source of the Materials and Life Science Experimental Facility (MLF) at the Japan Proton Accelerator Research Complex (J-PARC), is reviewed. MLF has 23 neutron beam ports and 21 instruments are in operation for user programs or are under commissioning. A unique and challenging instrumental suite in MLF has been realized via combination of a high-performance neutron source, optimized for neutron scattering, and unique instruments using cutting-edge technologies. All instruments are/will serve in world-leading investigations in a broad range of fields, from fundamental physics to industrial applications. In this review, overviews, characteristic features, and typical applications of the individual instruments are mentioned.

This report provides the data set of atmospheric discharges from Tokai reprocessing plant in Tokai-mura, Japan over the period from 1998 to 2007. Daily and weekly data are shown for Kr that is continuously monitored and for the other nuclide (Alpha emitters, Beta emitters, H, C, I, I) whose activities are evaluated based on weekly batch-samplings, respectively. The data contained in this report are expected to apply for studying the behavior of the radioactive airborne effluent in the environment.

For a single crystal diffractometer, a data processing software which extracts a HKLF list from raw data is one of the most important components. We have developed a new data processing software, named STARGazer, for a new TOF single crystal neutron diffractometer, IBARAKI Biological Crystal Diffractometer (iBIX), which is constructed at Materials and Life-science Facility (MLF) of J-PARC. We have already collected and processed neutron diffraction dataset of ammonium bitartrate, glutamic acid and some crystals of organic molecules. The obtained cell parameters agreed with the known values and positions of hydrogen atoms are reasonable. In this presentation, we will show the feature of STARGazer and also show the results of neutron structure analyses of the organic molecules by iBIX.

Materials and Life Science Experimental Facility at J-PARC started the user program in December 2008. Various neutron experiments are currently performed there in wide range of scientific researches and industrial applications. Standardization of sample environment (SE) equipments is one of the most important things at the beginning stage. Especially in our country, it often happens that each instrument carries and operates SE devices independently. This situation results in an excess of the cost and incompatibility among the instruments unless we have any guidelines. Thus the SE team has discussed the SE-protocol, in which flange size, thermometers, controllers etc. are standardized. This should bring about saving the cost and manpower and increasing compatibility. The SE team is now discussing user support system in SE, preparation of the SE area, and so on. The technical staff members started working on practical things such as cooling test of cryostats.

In large user facilities such as neutron experimental facilities, sample environment (SE) is one of the most important factors to yield high-quality output. In the Materials and Life Science Experimental Facility (MLF) in J-PARC, various neutron experiments have been performed in wide range of scientific researches and industrial applications, and the number and variety of proposals will further increase after resuming operation of J-PARC. At the beginning stage, the SE team in MLF has discussed SE standardization, to save the cost and manpower, to make compatibility among instruments, and to increase the experimental efficiency by sharing the SE devices and techniques for operation. Recently we started preparation of "SE area" in the experimental hall, where we can do maintenance of equipments, pre-cooling of cryostats and so on. The SE team is now discussing future plan including user support system.

This study demonstrates the significance of "the veil of ignorance" to promote public acceptance of siting a facility for geological disposal of high-level radioactive waste, which fosters procedural fairness. We conduct a hypothetical scenario experiment in Japan and manipulate the decision way setting two conditions; one is present Japanese way that decides by application from municipalities or offer of the Government, the other is a Switzerland way that all regions have possible to be a candidate site starting from blank. The results indicated that respondents in Switzerland way condition accepted more and regarded the process fairer than those in present Japanese way condition. The potential of adopting the idea of "the veil of ignorance" is discussed.
