This paper describes ISCN's activities to perform training needs and training providers' surveys, with the objective of facilitating needs analysis; identifying potential gaps in the provision of training; and assisting training providers to optimize their use of existing training capabilities to meet those needs. The baseline training needs and training providers' surveys conducted by the US DOE/NNSA International Nuclear Safeguards and Engagement Program (INSEP) in 2011 are described and then the follow-up surveys of 2015, performed by ISCN, and their results are succinctly explained. A new survey was conducted in 2017 (and expanded in 2018) aimed at countries with Small Quantities Protocols in their safeguards agreements. The results of these surveys and the follow-up actions mandated by the Asia Pacific Safeguards Network (APSN) are also included in this paper.

ワシントンDCでの核セキュリティサミットにおいて日本が表明したことを受け、2010年12月、日本原子力研究開発機構(JAEA)の下で、核不拡散・核セキュリティ総合支援センター(ISCN)が設立されてから6年以上が経過した。ISCNは、アジア地域を中心とした核不拡散(保障措置)と核セキュリティに関する人材育成支援に積極的に関与し、2017年1月までに全部で3,257人の参加者に120のトレーニングコースを提供している。ISCNはアジア地域における核不拡散と核セキュリティの強化に大きな役割を果たしており、これは、核セキュリティサミットのプロセスにおける大きな成果の1つと考えることができる。特に、ISCNの核セキュリティ訓練コースは、主に核物質および原子力施設の物理的保護に関する2週間のコースは、米国エネルギー省/国家原子力安全局とサンディア国立研究所と協力して独自のインストラクターを育成している。また、IAEA INFCIRC/225/Rev.5と核セキュリティ文化の普遍化に重点を置いたコースや国際的な研修コースの知識と経験を最大限に活用した日本の専門家向けの研修コースも提供している。ISCNコースに参加した日本人専門家の総数は1200名を超え、また、日本の13の原子力発電所(NPP)で計3000人に向けて核セキュリティ文化についての講演をした。これは、ISCNが日本の核セキュリティトレーニング支援組織機関として認められたことを示している。本稿では、核セキュリティトレーニングを中心とした6年間の活動を通じたISCNの良好事例について報告する。

This presentation will give diplomats, high-level government officials, and selected academics from the region an introduction to the capacity-building support activities of the ISCN as the first Center of Excellence in Asia. It will mention the challenges that the region faces in ensuring that each country has the capacity, particularly the human resources, necessary to effectively meet its international safeguards obligations and its national nuclear security objectives. It will then briefly explain the history of the ISCN and outline the three types of training courses that the Center offers: safeguards/SSAC courses, nuclear security courses, and the international nonproliferation framework course.

本発表は、核兵器不拡散条約(NPT)非加盟国について議論する。本発表では、これらの非加盟国がいかに世界的な核不拡散体制(IAEA保障措置、輸出規制、核セキュリティ、核実験禁止等)に参加しているかについて考察する。また本発表では、NPT国がNPT非加盟国といかに効果的に核不拡散に従事し得るかについて検討する。
