The Nuclear Fuel Cycle Engineering Laboratories conducts environmental radiation monitoring around the reprocessing plant in accordance with the "Safety Regulations for Reprocessing Plant of JAEA, Part IV: Environmental Monitoring". This report summarizes the results of environmental radiation monitoring conducted during the period from April 2022 to March 2023 and the results of dose calculations for the surrounding public due to the release of radioactive materials into the atmosphere and ocean. In the results of the above environmental radiation monitoring, many items were affected by radioactive materials emitted from the accident at the Fukushima Daiichi Nuclear Power Plant of Tokyo Electric Power Company, Incorporated (changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016), which occurred in March 2011. Also included as appendices are an overview of the environmental monitoring plan, an overview of measurement methods, measurement results and their changes over time, meteorological statistics results, radioactive waste release status, and an evaluation of the data which deviated of the normal range.

Effect of decay heat on pyrochemical reprocessing of minor actinide transmutation nitride fuels

The Japan Atomic Energy Agency has chosen nitride fuel as the first candidate for the transmutation of long-lived minor actinides (MA) using accelerator-driven systems (ADS). The pyrochemical method has been considered for reprocessing spent MA nitride fuels, because their decay heat should be very large for aqueous reprocessing. This study was conducted to investigate the effect of decay heat on the pyrochemical reprocessing of MA nitride fuels. On the basis of the estimated decay heats and the temperature limits of the materials that are to be handled in pyrochemical reprocessing, quantities adequate for handling in argon gas atmosphere were evaluated. From these considerations, we proposed that an electrorefiner with a diameter of 26 cm comprising 12 cadmium (Cd) cathodes with a diameter of 4 cm is suitable. On the basis of the size of the electrorefiner, the number necessary to reprocess spent MA fuels from 1 ADS in 200 days was evaluated to be 25. Furthermore, the amount of Cd-actinides (An) alloy to produce An nitrides by the nitridation-distillation combined reaction process was proposed to be about one-quarter that of Cd-An cathode material. The evaluated sizes and required numbers of equipment support the feasibility of pyrochemical reprocessing for MA nitride fuels.

The formation of MPd$$_{3+x}$$ (M = Gd, Np) by the reaction of MN with Pd at 1323 K in Ar gas flow was observed. Cubic AuCu$$_3$$-type GdPd$$_{3.3}$$ (${it a}$ = 0.4081 $$pm$$ 0.0001 nm) and NpPd$$_3$$ (${it a}$ = 0.4081 $$pm$$ 0.0001 nm) were identified, respectively. The product obtained from the reaction of NpN with Pd contained additional phases including the hexagonal TiNi$$_3$$-type NpPd$$_3$$. Chlorination of the MPd$$_{3+x}$$ (M = Gd, Np) samples was accomplished by the solid-state reaction using cadmium chloride at 673 K in a dynamic vacuum. Pd-rich solid solution phase saturated with Cd and an intermetallic compound PdCd were obtained as by-products of MCl$$_3$$ formation.

By the nuclear disaster of Fukushima Daiichi Nuclear Power Station (FDNPS), Tokyo Electric Power Company (TEPCO), caused by the Great East Japan Earthquake and the following tsunami on March 11, 2011, a large amount of radioactive material was released from the FDNPS. After the nuclear disaster, airborne radiation monitoring using manned helicopter has been conducted around FDNPS. The results of the airborne radiation monitoring and the evaluation for temporal change of dose rate in the fiscal 2020 were summarized in this report. Analysis considering topographical effects was applied to the result of the airborne monitoring to improve the accuracy of conventional method. In addition, technique for discriminating gamma rays from the ground and those from the airborne Rn-progenies was also utilized to evaluate their effect on airborne radiation monitoring.

A large amount of radioactive material was released by the nuclear disaster of Fukushima Daiichi Nuclear Power Station (FDNPS), Tokyo Electric Power Company, caused by the Great East Japan Earthquake and the following tsunami on March 11, 2011. After the nuclear disaster, airborne radiation monitoring using manned helicopter has been utilized to grasp rapidly and widely the distribution of the radioactive materials around FDNPS. We prepare the data of background radiation dose, geomorphic characteristics and the controlled airspace around nuclear facilities of the whole country in order to make effective use of the monitoring technique as a way of emergency radiation monitoring and supply the results during accidents of the facilities. Furthermore, the airborne radiation monitoring has been conducted in Integrated Nuclear Emergency Response Drill to increase effectiveness of the monitoring. This report is summarized that the knowledge as noted above achieved by the aerial radiation monitoring around Higashidori nuclear power station, the nuclear fuel reprocessing plant in Rokkasho village and Shika nuclear power station, the full details of the aerial radiation monitoring in Integrated Nuclear Emergency Response Drill in the fiscal 2019. In addition, examination's progress aimed at introduction of airborne radiation monitoring using unmanned helicopter during nuclear disaster and the technical issues are summarized in this report.
