Evaluation of external dose exposure of workers during house demolition and dose reduction work in a difficult-to-return zone

Since the accident at the Fukushima Daiichi Nuclear Power Plant, many decontamination works have been carried out, but it is difficult to say that much data on workers' exposure has necessarily been analyzed in detail. In this paper, based on the GPS location information carried by the workers together with their personal dosimeters, the air dose rate in the work area and the characteristics of each type of work were analyzed. The results showed that more than 50% of the measured actual doses were more than twice the median planned dose calculated from the air dose rate and actual working hours. Furthermore, as a result of the analysis by work type, it was found that the exposure doses of demolition workers tended to be high, and that this was due to the fact that most of the work was carried out before the work was carried out to reduce the dose at the work site. In addition, when the conversion from air dose to effective dose was taken into account, there were many cases of underestimation where the planned values were lower than the measured values, and it is considered important for management to set appropriate working factor.

After the Fukushima Daiichi Nuclear Power Plant (FDNPP) accident, individual exposure doses to residents have been assessed by many municipalities, governments and research institutes. Various methods including measurements with personal dosimeters and simulations have been used for this evaluation depending on purposes, but the information of assessments and methods has not been systematically organized. A comprehensive review of the knowledge and experiences of individual exposure doses assessments accumulated so far and understanding the characteristics of the assessment methods will be very useful for radiation protection and risk communication, following to governmental policy planning. We reviewed the efforts made by the Japanese government and research institutes to assess radiation doses to residents after the FDNPS accident in Part1. On the other hand, each method of assessing individual exposure doses includes uncertainties and points to be considered for the appropriate assessment. These knowledge and experiences are important for the assessment implementation and applying the assessment results to the governmental policy planning, and are summarized in Part2 of this article.

The evacuation order zones established after the accident at the Tokyo Electric Power Company's Fukushima Daiichi Nuclear Power Station have been reorganized according to the decrease in ambient dose equivalent rates and the decontamination progress. It has been decided to decontaminate the difficult-to-return zones and lift the evacuation order depending on the evacuee's intention of returning to the areas over the course of the 2020s. In order to consider the future of individual exposure dose assessment for residents for lifting of the evacuation orders, the methods and characteristics of the assessment that have been conducted after the accident using personal dosimeter measurements and simulations were systematically reviewed. This report summarized the results of the review.

The evacuation orderareas established due to the accident at the Tokyo Electric Power Company Holdings' (TEPCO) Fukushima Daiichi Nuclear Power Plant (FDNPP) have been reorganized according to the decrease in ambient dose rates and the decontamination progress. The Japanese government decided to decontaminate the difficult-to-return areas and lift the evacuation order by 2030. This radiation protection strategy can be optimized by examining emergency exposure situations to date and the existing exposure after the accident. This article reviews the methods that can determine the individual radiation doses of residents who should return to their homes when the evacuation order is lifted in the specific reconstruction reproduction base area and the difficult-to-return areas outside this base area and summarizes the points to be considered when implementing these methods. In Part 1 of this article, we review the efforts made by the Japanese government and research institutes to assess radiation doses to residents after the FDNPP accident.

Validation of a model for estimating individual external dose based on ambient dose equivalent and life patterns

After the Fukushima Daiichi Nuclear Power Station (FDNPS) accident, a model was developed to estimate the external exposure doses for residents who were expected to return to their homes after evacuation orders were lifted. However, the model's accuracy and uncertainties in parameters used to estimate external doses have not been evaluated. This study validates the model's accuracy by comparing the estimated effective doses with the measured personal dose equivalents. The personal dose equivalents and life pattern data were collected for 36 adult participants who lived or worked near the FDNPS in 2019. The estimated effective doses correlated significantly with the personal dose equivalents, demonstrating the model's applicability for effective dose estimation. However, the lower value of the effective dose relative to personal dose equivalent indoors could be because the conversion factor from ambient dose equivalent to effective dose did not reflect the actual environment.

Japanese government starts to consider radiation protection in the "specific reconstruction reproduction base area" of which evacuation order will be lifted by 2023. It is essential to grab the present situations of radiation contamination and evaluate exposure dose in the area to realize the plan. Many surveys have evaluated the distributions of air dose rate and exposure dose has been estimated based on the results since the Fukushima Daiichi Nuclear Power Plant accident. Nevertheless, more detailed information on exposure is needed for the areas because its radiation level is relatively high. That is also to help make prudent evaluation plan. This study aimed to evaluate the detailed contamination situation there and estimate exposure dose with considering areal circumstances. Investigations were carried out for (1) airborne survey of air dose rate using an unmanned helicopter (2) evaluation of airborne radiocesium and (3) estimation of external/internal effective doses for typical activity patterns assumed.

Development of laser system for laser stripping injection

The charge-exchange multi-turn injection by using a carbon stripper foil is adopted in high-intensity proton ring accelerators worldwide. It is a beneficial method to compress the pulsed proton beam with high intensity but there are serious issues for high intensity. First issue is a short lifetime of the foil by deformation or breaking itself. Another issue is high radiation dose corresponding to the scattered particles on the foil. Therefore, a non-destructive stripping injection method is required for higher intensity proton beam. We newly propose a non-destructive method of H$$^{-}$$ stripping by using only laser. The new method is called "laser stripping injection". To establish our method, we are preparing for a POP (Proof-of-Principle) experiment of 400 MeV H- stripping to proton at J-PARC. In our presentation we will present the current status of laser system development for laser stripping injection at J-PARC.

A new HCl-free chromatographic separation procedure has been developed for sequential separation of Zr and Mo from concrete matrices. Accordingly, $$^{93}$$Zr and $$^{93}$$Mo could be sensitively and selectively measured by ICP-MS/MS using ammonia reaction gas. The recoveries of greater than 90% for Zr and Mo from concretes could be achieved. The measurement condition was optimized for complete suppression of interferences from $$^{93}$$Nb and peak tailing from abundant isotopes of Zr and Mo in concrete matrices. The removal of interferences was verified by measurement of radio-contamination-free concretes used as a sample matrix blank. Method detection limits of 1.7 mBq g$$^{-1}$$ and 0.2 Bq g$$^{-1}$$ were achieved for $$^{93}$$Zr and $$^{93}$$Mo, respectively, in the concrete matrices. The interference removal factor for Nb (equivalent to the decontamination factor in radiochemical separation) was of the order of 10$$^{5}$$, and the abundance sensitivity was of the order of 10$$^{-8}$$, indicating that the developed method is reliable for verifying the presence of ultralow concentrations of $$^{93}$$Zr and $$^{93}$$Mo. The present method is suitable for the rapid assessment of $$^{93}$$Zr and $$^{93}$$Mo for radioactivity inventory of concrete rubble.

Status of laser development for laser stripping experiment at J-PARC

The high-intensity proton accelerator adopts a charge exchange injection scheme, which injects with exchanging from negative Hydrogen ion to proton by using carbon foil. This scheme is destructive-type method by using the foil and can accumulate high intensity proton beam. However, the uncontrolled beam losses by scattering at the foil and the foil breaking by the beam collision are a key issue of high-intensity proton accelerator. In order to realize higher intensity, new injection scheme of non-destructive type is needed instead of the foil. We newly propose laser stripping injection scheme by using laser pulse. We plan proof of principle experiment at J-PARC and are developing the laser system. In my presentation, we introduce the overview of laser stripping injection scheme and report the status of laser development.

In this presentation, we will introduce the laser stripping injection scheme and describe an overview of a POP experiment. We will report a current status of the laser system.

Particulate $$^{137}$$Cs in stream water was collected continuously for two years in order to assess the long-term trend of the $$^{137}$$Cs discharge from the forest environment. Sampling was conducted from December 2011 to December 2013 in a mountainous stream, which received the $$^{137}$$Cs from the Fukushima Daiichi Nuclear Power Plant accident. A seasonal increase in fluvial transport load of particulate $$^{137}$$Cs associated with suspended solids (SS) was observed in August and September when rainfall was abundant. The particulate $$^{137}$$Cs concentration decreased at a faster rate than the rate due to radioactive decay. This decrease might be resulted from redistribution of the easily eroded and polluted soil surface due to heavy rain events such as typhoons. These findings indicate that the particulate $$^{137}$$Cs load was subject to the inter-annual variations in rainfalls, and decreased gradually over a long period of time due to a decrease in $$^{137}$$Cs concentration in SS.

The aim of this work is to extend a widely used proton Monte Carlo tool, TOPAS, towards the modeling of relative biological effect (RBE) distributions in experimental arrangements as well as patients. Then, eight biophysical models was incorporated into TOPAS. As far as physics parameters are concerned, four of these models are based on the proton linear energy transfer (LET), while the others are based on DNA Double Strand Break (DSB) induction and the frequency-mean specific energy, lineal energy, or delta electron generated track structure. The model on the basis of lineal energy adapted a microdosimetric function developed by JAEA. This work is an important step in bringing biologically optimized treatment planning for proton therapy closer to the clinical practice.
