Optimization of training effectiveness of physical protection course for Asian region; Best mix of in-person and virtual methodologies

During the COVID-19 pandemics, ISCN has developed several online training courses on nuclear security for the regional participants to minimize the impact of global travel restriction. ISCN resumed its regional training as in-person in summer 2022. By combining in-person and virtual methodologies, ISCN and successfully designed the regional training to optimize its curriculum to optimize the effectiveness of the course. This paper reports on the development, implementation of the course to share ISCN's experience, and contribute to further enhancing effectiveness of capacity building in nuclear security.

Good practices of the online training on physical protection of nuclear materials and facility

In the amid of COVID-19 pandemic, Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of Japan Atomic Energy Agency (JAEA) developed and conducted regional training course on physical protection of nuclear materials and facility (PP RTC) for Asian countries in October 19-30, 2020 as an online course. Maintaining the quality of in-person two-week training through online platforms was a big challenge. For effective learning, ISCN combined e-learning (self-study) and interactive learning (virtual classroom) for its online PP RTC, and engaged participants through group exercise via Zoom meeting. The paper will describe efforts of ISCN and SNL to develop the online curriculum of PP RTC and share lessons learned and good practices for course development and course implementation. The paper will also explore future application of online contents in nuclear security capacity building even after the pandemic.

The ISCN of the JAEA provides effective trainings in order to strengthen nuclear security for emerging nuclear power countries in Asia to realize Japan's National Statement at the Washington Nuclear Security Summit in April 2010. As a part of these activities, the ISCN has developed the PPEF and the VR training system, which are training tools to implement experience-oriented and interactive lessons. These two facilities are mutually complemented and contribute to deeper understandings through actual practices in addition to the classroom lesson. The ISCN initiated its full-scale training from 2012 JFY, and these two facilities received more than 450 trainees or vistors from Japan and over-sea countries. This paper provides the basic concepts and outlines of these two facilities and the training programs that use them for teaching the nuclear security.

Development of centers of excellence play major role in international capacity building

ISCN was established under JAEA in December 2010. Making use of Japan's knowledge and experience in peaceful uses of nuclear energy, and in collaboration with the U.S. Department of Energy/Sandia National Laboratories, the IAEA, and other countries, ISCN now significantly contributes to strengthening nuclear nonproliferation and nuclear security in Asian countries. This paper will present the initiating and planning activities, the cooperation and collaboration efforts, and the identification of the capacity-building techniques that were used for the highly successful and rapid establishment of ISCN as an internationally recognized COE. The initiating and planning efforts, with the support of the Japanese government. Significant challenges were identified and addressed. The collaboration efforts with the experience base at Sandia National Laboratories and the cooperation with the IAEA and other organizations provided valuable resources to support the development of ISCN's capabilities.

At the 2010 Washington Nuclear Security Summit, Japan committed to establish a regional center for the strengthening of nuclear security, mainly in Asia, through capacity building support including human resources training and infrastructure development assistance. In accordance with this statement, the Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) was inaugurated in December 2010 in Japan Atomic Energy Agency (JAEA). This paper describes the ISCN training activities and introduces the developing new training course on physical protection.
