At Japanese Spallation Neutron Source in J-PARC, the para-hydrogen fraction was measured by using Raman spectroscopy in-situ for an integrated beam power of 9.4 MW$$cdot$$h at 1 MW operation, to evaluate the functionality of the ferric oxyhydroxide catalyst. This result showed that full functionality of the catalyst was retained up to the 1 MW operation. We attempted to study the effect of neutron scattering driven para to ortho-hydrogen back-conversion rate in the absence of the catalyst effect with a bypass line without catalyst. The measured increase of ortho-hydrogen fraction was 0.44% for an integrated beam power of 2.4 MW$$cdot$$h at 500 kW operation, however, which was considered to be due to not only to neutron collisions in cold moderators but also to the high ortho-hydrogen fraction of initially static liquid hydrogen in the bypass line and passive exudation of quasi-static hydrogen in the catalyst vessel to the main loop.

At plutonium conversion development facility, the neutralization sedimentation and the coagulation sedimentation (sludge) items are stored in a polyethylene container packed in the plastic bag. The neutralization sedimentation items and the coagulation sedimentation items are stored in the globe box and storage room in the facility, respectively. Some sludge items generate gases, that swelled the plastic bag. We should ensure whether the bag swelling by visual confirmation. When the swelling is confirmed, those containers are transferred to the glove box to exchange the plastic bag for new one. By keeping the above procedure, those items were stored safely in the facility since its founding. The stabilization work for enhance the safe storage was planned to reduce the gas generation of the sludge items caused by the radiolysis of water. Those sludge items have the containing a sodium nitrate that has moisture-absorption characteristic. Therefore, the stabilization method aimed to remove the sodium nitrate from the items. The work was conducted from August 2018 to August 2022. The sodium concentration in items were reduced to 3 wt% or lower. Each stabilized sludge item packed in plastic bag were confirmed its swelling for over one year in the storage place. No gas generation from all item has been observed for more than the one year. And while both the neutralization and the coagulation sedimentation items were stored they were not the increasing of the moisture in the items. As a result, those items were evaluated that will not generate gases any more and confirmed to be stabilized after this treatment. Then, those neutralization sedimentation items were stored in powder cans and transferred to powder storage room as a retained waste. Based on the above results, risks of the gas generation from sludge items were decreased enough. Therefore, the safety of the stored sludge item was improved and confirmed.

The document for back-end policy opened to the public in 2018 by Japan Atomic Energy Agency (hereafter, JAEA) states the decommissioning of facilities of Nuclear Fuel Cycle Engineering Laboratories and JAEA have started gathering up nuclear fuel material of the facilities into Plutonium Fuel Production Facilities (hereafter, PFPF) in order to put it long-term, stable and safe storage. Because we planned to manufacture scrap assemblies almost same with Monju fuel assembly using unsealed plutonium-uranium mixed-oxide (hereafter, MOX) powder held in PFPF and transfer them to storage facilities as part of this "concentration" task of nuclear fuel material, we obtained permission to change the use of nuclear fuel material in response to the new regulatory Requirements in Japan for that. The amount of plutonium (which is neither sintered pellets nor in a lidded powder-transport container) that could be handled in the pellet-manufacturing process was limited to 50 kg Pu or less in order to decrease the facility risk in this manufacture. Therefore, we developed and installed the "MOX weighing and blending equipment" corresponding with small batch sizes that functioned in a starting process and the equipment would decrease handling amounts of plutonium on its downstream processes. The failure data based on our operation and maintenance experiences of MOX fuel production facilities was reflected in the design of the equipment to further improve reliability and maintainability in this development. The completed equipment started its operation using MOX powder in February 2022 and the design has been validated through this half-a-year operation. This report organizes the knowledge obtained through the development of the equipment, the evaluation of the design based on the half-a-year operation results and the issues in future equipment development.

JAEA-Technology-2021-002.pdf:4.37MB

In the MOX fuel fabrication process, a dry recycle technology has been developed to effectively utilize dry recovered powder obtained by crushing out of specification MOX pellets. The particle size of the dry recovery powder is divided into three classes; coarse size (about 250 $$mu$$m or less), medium size (about 100 $$mu$$m or less), and fine size (about 10 $$mu$$m or less) by the current crushers, and the effect of controlling the density of sintered pellets is obtained to a certain extent by adding the dry recovered powder to the raw powder. In this report, with the aim of more finely adjusting the particle size of the dry recovery powder, a buhrstone mill and a collision plate-type jet mill were selected as grinders that can adjust the dry recovered powder within a particle size range of 250 $$mu$$m or less, and the particle size adjustment test was conducted to pulverize the tungsten-carbide-cobalt (WC-Co) pellets as a simulated material for the MOX pellets. The buhrstone mill can control the particle size within a certain range by adjusting the grindstone clearance, but particles with a particle size of 250 $$mu$$m or more may be discharged. On the contrary, it is expected that the particle size of the collision plate-type jet mill can be controlled in the range of 250 $$mu$$m or less by adjusting the classification zone clearance. Therefore, the collision plate-type jet mill is more suitable for adjusting the particle size of the dry recovered powder than the buhrstone mill.

A collision plate type jet mill is assumed to be a pulverizer that can control the particle size for nuclear fuel fabrication. The collision plate type jet mill consists of two modules, a classifier and a mill chamber. Coarse component of powder is cycled in the equipment and finally pulverized into objective particle size. In this report, simulated crushed powders were classified and pulverized step by step, and particle size distribution were compared. The collision plate type jet mil can produce objective size particles with low overgrinding.

The spallation and fragmentation reactions of $$^{136}$$Xe induced by proton, deuteron and carbon at 168 MeV/nucleon were studied at RIKEN Radioactive Isotope Beam Factory via the inverse kinematics technique. The cross sections of the lighter products are larger in the carbon-induced reactions due to the higher total kinetic energy of carbon. The energy dependence was investigated by comparing the newly obtained data with previous results obtained at higher reaction energies. The experimental data were compared with the results of SPACS, EPAX, PHITS and DEURACS calculations. These data serve as benchmarks for the model calculations.

At Materials and Life Science experimental Facility (MLF) of the Japan Proton Accelerator Research Complex (J-PARC), a 1-MW pulsed spallation neutron source is equipped with a cryogenic hydrogen system which circulates liquid hydrogen (20 K and 1.5 MPa) to convert high energy neutrons generated at a mercury target to cold neutrons at three moderators with removing nuclear heat of 3.8 kW deposited there. The cryogenic system includes an accumulator with a bellows structure in order to absorb pressure fluctuations generated by the nuclear heat deposition in the system. Welded inner bellows of the first accumulator was failured during operation, forcing us to improve the accumulator to have sufficient pressure resistance and longer life-time. We have developed elemental technologies for manufacturing welded bellows of the accumulator by a thick plate with high pressure resistance, succeeding to find optimum welding conditions. We fabricated a prototype bellows block and carried out an endurance test by adding a pressure change of 2 MPa repeatedly. As a result, the prototype bellows was successfully in use exceeding the design life of 10,000 times. Since distortions given during welding and assembling affect functionality and lifetime of the bellows, we set the levelness of each element of the bellows as within 0.1$$^{circ}$$. The improved accumulator has already been in operation for about 25,000 hours as of January 2019, resulting that the number of strokes reached to 16,000. In July 2018, we demonstrated that the accumulator could suppress the pressure fluctuation generated by the 932 kW beam injection as designed. As current operational beam power is 500 kW, the current cryogenic hydrogen system could be applicable for stable operation at higher power in the future.

Proceedings of International Nuclear Fuel Cycle Conference / Light Water Reactor Fuel Performance Conference (Global/Top Fuel 2019) (USB Flash Drive), p.738 - 745, 2019/09

In the MOX fuel fabrication process, the dry grinding technology of mixed oxide pellets have been developed for the effective use of nuclear fuel materials. To develop a technology to control the particle size of dry recovered powder, the performance of the buhrstone mill and the collision plate type jet mill were studied using a simulated powder of particle size distribution about 500 $$mu$$m. We found that the particle size can be controlled at the range of about 250 $$mu$$m or less by both by adjusting the clearance between the grinding wheels of the buhrstone mill, and the clearance and elevation angle of the clarification zone of the collision plate type jet mill. And furthermore, the collision plate type jet mill is considered to be suitable for particle size control because the operating parameters of the classifier can be finely adjusted.

At the Japan Proton Accelerator Research Complex (J-PARC), a pulsed spallation neutron source provides neutrons with high intensity and narrow pulse width to promote researches on a variety of science in the Materials and life science experimental facility. It was designed to be driven by the proton beam with an energy of 3 GeV, a power of 1 MW at a repetition rate of 25 Hz, that is world's highest power level. A mercury target and three types of liquid para-hydrogen moderators are core components of the spallation neutron source. It is still on the way towards the goal to accomplish the operation with a 1 MW proton beam. In this paper, distinctive features of the target-moderator-reflector system of the pulsed spallation neutron source are reviewed.

Liquid hydrogen is employed as a cold neutron moderator material at the spallation neutron source of Materials and Life science experimental Facility of Japan Proton Accelerator Research Complex (J-PARC). From January 2015, it became observable that the differential pressure between heat exchangers and an 80 K adsorber (ADS) in a helium refrigerator system increased with operating time. In November 2015, the differential pressure rise became more significant, leading to degrade the refrigerating performance in cooling liquid hydrogen. In order to investigate the cause of the abnormal differential pressure rise between the heat exchangers and the ADS, we carried out visual inspection inside the heat exchangers and analyzed the impurities contained in the helium gas. Unfortunately, we could not identify the impurities causing the performance degradation, but observed a trace of oil in the inlet piping of the heat exchanger. Based on investigations of the abnormal events occurred in the refrigerators with similar refrigerating capacity at other facilities, we took measures that cleaning the heat exchangers with Freon and replacing the ADS with new one. As a result, the differential pressure rise phenomenon was removed to recover the performance. We have detected oil from the Freon used for cleaning the heat exchangers and at a felt supporting charcoal packed in the ADS. In particular, oil was accumulated in membranous form onto the felt at the entrance side in the ADS. The amount of oil contained in the helium gas was about 10 ppb or so, less than the design value, in the helium refrigerator. However, the oil accumulated onto the felt in the ADS through long operating period may cause abnormal differential pressure rise, leading to the performance degradation of the helium refrigerator. Further study is needed to specify the cause more clearly.
