Cause investigation for thinning of anchor bolts and gaps between anchor bolt nuts and a flange plate at the JMTR Hot Laboratory exhaust stack

The exhaust stack of Japan Materials Testing Reactor Hot laboratory is a part of gaseous waste treatment system. It was built in 1970 and is 40 m in height. In 2015, thinning was found at some anchor bolts on base of the stack. When thinning of anchor bolts were investigated, gaps between anchor bolt nuts and flange plate was found. JAEA removed steel cylinder of stack which is 33 m in height for safety. In the end of investigation, thinning was found in all anchor bolts of the stack. Cause investigation for the thinning and the gaps were performed. It is concluded that the thinning was caused by water infiltration over a long period of time and the gaps were caused by elongation of thinning part of anchor bolts by the 2011 earthquake off the Pacific coast of Tohoku.

Newly organized training course using JMTR and related facilities as advanced research infrastructures

A training course using JMTR and the related facilities was newly organized for domestic students and young engineers from FY 2010 from a viewpoint of nuclear Human Resource Development (HRD) in order to support global expansion of nuclear power industry. In FY2010, preparation for the training course was curried out and the 1st training course was held on February 14 to 25, 2011 with ten domestic students as a trainie. In this training course, mainly carried out was practical training of neutronic calculation for an irradiation test about the hydraulic rabbit irradiation facility which is one of the irradiation facilities in the JMTR. This report summarizes outline of training course using cutting-edge research infrastructure JMTR and the related facilities and result of the 1st training course.

In JMTR, beryllium metal is used for neutron reflector. However, the periodical exchange of the neutron reflector is necessary due to degradation of strength and swelling under neutron irradiation. So it is required to select the material that bears long term from the viewpoint of the utilization rate improvement and the radioactive waste decrease in JMTR. It is important to evaluate the characteristics of beryllium metals precisely. This report describes the preparation method of the sample and observation results by the transmission electron microscope that is being examined as a evaluation method of the beryllium metal.

The Japan Materials Testing Reactor (JMTR) is proceeding with the preparation for re-operation on 2011. The facilities and equipments in the hot laboratory had been improved from 2007 in order to deal with new requests for post irradiation examinations after re-operation of JMTR. Improvement of concrete cells and irradiation facilities are planned to be completed until the end of FY 2010 in order to carry out the post irradiated examination for research on high burnup fuel (maximum burn up: 110 GWd/t). In this report, improvement of concrete cells and irradiation facilities to handle the high burnup fuel in the hot laboratory is summarized.

Status of PIE technology development in JAEA-Oarai

Post irradiation examination (PIE) facilities have been operated for about 40 years at the Oarai Research and Development Center of the Japan Atomic Energy Agency to investigate the performance and soundness of irradiated fuels and materials. The JMTR Hot Laboratory (JMTR-HL) was founded in 1971 mainly to examine the objects irradiated in the Japan Material Testing Reactor (JMTR). The Alpha-Gamma Facility (AGF) was constructed as the first laboratory to perform PIE of plutonium-bearing fuels for Japanese fast reactor development programs. This facility started hot operation in 1971 and has performed physical, metallurgical, and chemical examinations of irradiated fuels including uranium plutonium mixed oxide fuels. A renewal plan for the JMTR-HL and AGF is now in progress, associated with re-operation of the JMTR.

The hot laboratory (JMTR-HL) was founded to examine the objects mainly irradiated in the JMTR (Japan Materials Testing Reactor), and has been operated since 1971. The JMTR has been stopped from FY2006 for the refurbishment and will be re-started from FY2011. The post irradiation examination for high burn up fuels and large specimen will be carried out in the restarted JMTR. The JMTR-HL plans to put a three dimensional X-ray Computerized Tomography (CT) inspection system in place until the restart of JMTR in order to satisfy the requirement of valuable irradiation data for safety and plant life time management of nuclear power plants in the future. The three dimensional X-ray CT inspection system is able to observe a defect geometry closely and visually compared with a two dimensional system. In this paper, system design, production, installation and performance tests of an X-ray CT inspection system in a hot cell are reported. The X-ray CT inspection system consists of a computed tomography scanner, an X-ray source, a movable sample positioned, an X-ray detector, a collimator, and so on. After installation of apparatus, performance tests using irradiated fuel rods and radioisotopes were carried out to confirm the influence of $$gamma$$ rays and transmission X-ray property. By this development of the X-ray CT inspection system, it became possible to provide data with high technical value for post irradiation examination of high burn-up fuels and large type specimens.

In Japan Material Testing Reactor (JMTR), a lot of experiments of fuel irradiation with the power ramping tests have been performed by using the shroud irradiation facility and the Boiling Water Capsule (BOCA). The fuel samples used in these tests were welded to re-instrumentation devices such as thermocouples and FP gas pressures. In this development, the mechanical connection method as "mechanical seal structure", that enables the re-use of re-instrumentation devices, was adopted in order to improve the utilization efficiency of the device. The test samples with mechanical seal structure were fabricated and the confirmatory tests such as He leakage test, thermal cycle test, autoclave test, etc. were carried out. The test samples with the mechanical seal structure showed an excellent result in various confirmatory tests, and the prospect are bright for the re-use of re-instrumentation devices with the mechanical seal structure.

This report is concerned with the preparation of test-specimens for the post irradiation examination to contribute to the research on the aged deterioration and damage of the structure material of the light-water reactor, that consists of cutting, grinding, and the surface treatment of the irradiated material in the hot-cell at the JMTR Hot Laboratory. Two types of test-specimen preparation methods were developed for the electron beam backscatter diffraction (EBSD) observation and for the TEM observation. The specimens for those observations were sampled from fractions of the CT and the SSRT test specimens which were used in the irradiation-associated stress-corrosion cracking (IASCC) test. The technical difficulty in remote handling of the minimized specimens and of the fragile part where the crack progresses was overcome by a trial and error approach, and the adequate preparation technique for those tests was established.

Preliminary irradiation test for new material selection on lifetime extension of beryllium reflector

Beryllium has been utilized as a moderator and/or reflector in Japan Materials Testing Reactor (JMTR), because of nuclear properties of beryllium, low neutron capture and high neutron scattering cross sections. At present, it is necessary to exchange the beryllium frames within every fixed period; frames were exchanged five times up to the JMTR operation periods of 165th cycles, and amount of irradiated beryllium frames in JMTR is about 2 tons in the JMTR canal. In this study, preliminary irradiation test with two kinds of beryllium metals (S-200F and S-65C) was performed from 162nd to 165th operation cycles of JMTR as irradiation and PIE technique development for lifetime expansion of beryllium frames. The design study of irradiation capsule, development of dismount device of irradiation capsule and the high accuracy size measurement device were carried out. The results of PIEs such as tensile tests, metallurgical observation, and size change measurement were presented in this seminar.

Irradiation assisted stress corrosion cracking (IASCC) is considered to be one of the key issues from a viewpoint of the life management of core components in the aged Light Water Reactors. The in-situ crack extension examination and the in-situ constant load tensile test in the reactor are required for the study of IASCC. There are, however, some technical hurdles to be overcome for the experiments. For this in-situ IASCC test, techniques for assembling pre-irradiated specimens into an capsule in a hot cell by remote handling are necessary. In this report, I describe the establishment of those remote assembling techniques and development of new welding apparatus and the TIG upset welding for stainless tube of 3 mm in thickness. Already IASCC capsules having pre-irradiated CT specimens were remotely assembled using these techniques in the hot cell for performing crack growth tests under irradiation in JMTR. And eight in-situ IASCC capsules have been finished successfully in JMTR.

Technology development on production of test specimens from irradiated capsule outer-tube and mechanical evaluation test of stainless steel with high dose carried out by the technology

The irradiation capsule 74M-52J was irradiated during total 136 cycles at reactor core of JMTR and the maximum neutron dose reached on 3.9$$times$$10$$^{26}$$n/m$$^{2}$$ at the capsule outer-tube made of a type 304 stainless steel. In order to produce mechanical test specimens from the outer tube, a punching technique was developed as a simple remote-handling method in a hot-cell. From comparison between the punching and the mechanical cutting methods, it was clarified that the punching technique was applicable to practical use. Moreover, an evaluation test of mechanical properties using specimens sampled from the 74M-52 was performed in-water high temperature condition, less than 288$$^{circ}$$C. The result shows that the residual elongation is 18% at 150$$^{circ}$$C and 13% at 288$$^{circ}$$C. It was confirmed that the type 304 stainless steel irradiated up to such high dose shows enough ductility.

The future post-irradiation program for the first-loading fuel of the HTTR is scheduled using the HTTR fuel handling facilities and the Hot Laboratory in the Japan Materials Testing Reactor (JMTR) to confirm its irradiation performance and to obtain data on its irradiation characteristics in the core. This report describes the result of preliminary test and the future plan for post-irradiation examination for the HTTR fuel. In the preliminary test, dimension measurement, weight measurement, fuel failure fraction measurement, burnup measurement, X-ray radiograph, SEM and EPMA observations have been carried out. Finally, it was confirmed that the first-loading fuel of the HTTR showed good quality under irradiation condition.

The Japan Atomic Energy Research Institute (JAERI) has been carrying out the research on radiation damage mechanism of heat-resistant ceramics composite materials, as one of the subjects of the innovative basic research on high temperature engineering using the High Temperature Engineering Test Reactor (HTTR). A series of preliminary irradiation tests is being made using the Japan Materials Testing Reactor (JMTR). The present report describes results of post-irradiation examinations so far on specimens irradiated in the second and third capsule, designated 98M-41A and 99M-30A, to fast neutron fluences of 1.0$$times$$10$$^{25}$$m$$^{-2}$$(E$$>$$1MeV) at temperatures of 973K-1173K and 1273K-1473K. The PIE were conducted as the fundamental statistics index of the diametral dimensions for irradiated specimen, irradiation induced dimensional change rate and thermal expansion rate.
