A study is presented on the applicability of the distribution coefficient ($$K_{d}$$) absorption/desorption model to simulate dissolved $$^{137}$$Cs concentrations in Fukushima river water. The simulation results were in good agreement with the observations on water and suspended sediment fluxes, and on particulate bound $$^{137}$$Cs concentrations under both ambient and high flow conditions. By contrast the measured concentrations of dissolved $$^{137}$$Cs in the river water were much harder to reproduce with the simulations. By tuning the $$K_{d}$$ values for large particles, it was possible to reproduce the mean dissolved $$^{137}$$Cs concentrations during base flow periods (observation: 0.32 Bq/L, simulation: 0.36 Bq/L). However neither the seasonal variability in the base flow dissolved $$^{137}$$Cs concentrations (0.14-0.53 Bq/L), nor the peaks in concentration that occurred during storms (0.18-0.88 Bq/L, mean: 0.55 Bq/L), could be reproduced with realistic simulation parameters.

It is necessary for reasonable disposal to be studied on evaluation methods to determine radioactivity concentrations in the radioactive wastes, which is generated from post-irradiation examination (PIE) facilities, for establishment of reasonable confirmation methods concerning radioactive wastes generated from research, industrial, and medical facilities. It has been chosen the PIE facilities of NUCLEAR DEVELOPMENT CORPORATION as a model for this study. As a result, it has been confirmed that the theoretical methods are applied for the important nuclides (H-3, C-14, Co-60, Ni-63, Sr-90, Tc-99, Cs-137, Eu-154, U-234, U-235, U-238, Pu-238, Pu-239, Pu-240, Pu-241, Am-241 and Cm-244).

A near surface disposal for low-level radioactive waste (LLW) generated from commercial nuclear power plants (NPP) is operating in Japan. However, the disposal of LLW from other nuclear facilities and radioisotope utilization facilities has not yet been implemented. Japan Atomic Energy Agency (JAEA) plans to implement the near surface disposal. In order to be disposed of these wastes, it must be confirmed by the regulator that each waste package (radioactive waste solidified with filling materials, such as cement, in a container by a regulated method is termed a waste package) conforms to technical standards that aim for safe disposal. JAEA has studied reasonable confirmation methods to demonstrate the conformity of the waste package to the technical standard as NPP operators have studied it. This report describes the outline of our activities focused on development of the confirmation method applicable to radioactive wastes from research facilities.

Waste acceptance criteria for waste packages destined for near surface disposal containing radioactive waste from research, industrial and medical facilities

Waste packages must meet the technical requirements. This is because JAEA has been preparing an operating procedure manual for quality control of radioactive waste disposal to be applied to the processing of the waste packages. Raw wastes generated by JAEA are segregated and stored by a method specified in the manual. The composition of raw wastes was characterized on the basis of records of the segregation process. Simulated waste packages were produced by placing the waste materials in a 200 liter drum, which was then filled with mortar, followed by curing in a controlled manner. The static load test was conducted to measure deformation and strain performance of the simulated waste package. Compression apparatuses which can imitate loading conditions in pit-type and trench-type facility that are planned by JAEA were used. Based on the test result, waste packages produced in accordance with the manual met the technical requirement under the condition.

In-situ measurement of transitional stress in welds metal of steel using synchrotron radiation

It is necessary to control weld residual stress which has negative influence on fracture strengths. In structural steel welds, complex residual stress fields are formed due to phase transformation that occur according to the thermal cycles. In this study, in-situ evaluation of phase transformation and transitional stress simultaneously during welding is discussed. In the test using SM490A, after cooling process, stress evaluated by this system showed good agreement with that evaluated by lab X-ray. During austenite to ferrite transformation in weld metal, tensile stress occurred in austenite and compressive stress occurred in ferrite. Moreover, stress concentration was occurred in ferrite phase immediately after the start of phase transformation. Also, stress concentration was occurred in austenite phase just before the end of phase transformation.

The waste packages must meet the technical requirements that radioactive waste shall be solidified in a container by a method determined by the Nuclear Regulation Authority to prevent from radiation hazards. JAEA has been preparing operating procedure manual on quality control for radioactive waste disposal in order to promote the manufacturing the waste package. This report presents that simulant waste packages were produced by placing wastes in a 200 liter drum, which was then filled with mortar of a novel mix proportion, followed by curing in a controlled manner. Determination of the presence of harmful voidage and raw waste immobility were performed by direct measurement and visual inspection of a vertical cross section of the waste packages respectively.

It is necessary to establish practical evaluation methods to determine radioactivity concentrations of the important nuclides for safety assessment on disposal of radioactive wastes in order to dispose of low-level radioactive wastes generated from various nuclear facilities in JAEA. In this report, it has been studied that the practical evaluation methods are applied for the important nuclides (H-3, C-14, Cl-36, Ni-59, Co-60, Ni-63, Sr-90, Mo-93, Nb-94, Tc-99, Ag-108m, Cs-137, Eu-152, Eu-154, Ho-166m, $$alpha$$ nuclides) of radioactive wastes generated from JPDR facilities. As a result, it has been found that the appropriate methods to determine radioactivity concentrations such as the scaling factor method (Ni-63, Nb-94), the mean activity concentration method (H-3, C-14, Cl-36 and so on) and the theoretical method (Ni-59) can be applied and Co-60, Ag-108m and Cs-137 will be evaluated by $$gamma$$ measurements from outside of the waste package.

Valence fluctuation phenomena in rare-earth intermetallic compounds have attracted attention because the quantum criticality of the valence transition has been proposed theoretically. Recently, it was found that $$beta$$-YbAlB$$_4$$ shows quantum criticality without tuning and has a strong mixed-valence state. In this study, we measured the magnetization curve and X-ray magnetoabsorption in $$alpha$$-YbAl$$_{1-x}$$Fe$$_x$$B$$_4$$ ($$x=0.115$$), which is a locally isostructural polymorph of $$beta$$-YbAlB$$_4$$. The magnetization and X-ray experiments were performed in fields up to 55 and 40 T, respectively. A small increase in the Yb valence was observed at fields where the magnetization curve exhibited a change in slope.

The $$nu$$$$_{1}$$ symmetric vibrational frequency of UO$$_{2}$$$$^{2+}$$ in chloride solutions was studied by Raman spectrometry and ab initio calculations. The $$nu$$$$_{1}$$ frequency experimentally obtained decreased with the increase of concentration of Cl in solvent chlorides. This is attributable to that hydration water molecules in the equatorial plane of UO$$_{2}$$$$^{2+}$$ are substituted by Cl$$^{-}$$ ions, which was consistent with the calculation results. The theoretical part was expanded to aqua- and chloro- Np(VI) complexes. The $$nu$$$$_{1}$$ frequencies of neptunyl species computed were acceptable compared with the reported Raman shifts.

Status of development of Lithium Target Facility in IFMIF/EVEDA project

In the IFMIF/EVEDA (International Fusion Materials Irradiation Facility/ Engineering Validation and Engineering Design Activity), the validation tests of the EVEDA lithium test loop with the world's highest flow rate of 3000 L/min was succeeded in generating a 100 mm-wide and 25 mm-thick free-surface lithium flow steadily under the IFMIF operation condition of a high-speed of 15 m/s at 250$$^{circ}$$C in a vacuum of 10 $$^{-3}$$ Pa. Some excellent results of the recent engineering validations including lithium purification, lithium safety, and remote handling technique were obtained, and the engineering design of lithium facility was also evaluated. These results will advance greatly the development of an accelerator-based neutron source to simulate the fusion reactor materials irradiation environment as an important key technology for the development of fusion reactor materials.

Coordination circumstance of neptunyl ion in concentrated CaCl$$_{2}$$ solutions was analyzed by Raman spectrometry. Besides the symmetric stretch ($$nu$$$$_{1}$$) mode of NpO$$_{2}$$$$^{+}$$ and NpO$$_{2}$$$$^{2+}$$, the asymmetric stretch ($$nu$$$$_{3}$$) mode of NpO$$_{2}$$$$^{+}$$ was found. The Raman intensity of the $$nu$$$$_{3}$$ mode increased with the concentration of CaCl$$_{2}$$ in the system. This would be attributable to the cation-cation interaction between Np(V) and Ca(II).

Anchored osmotic pressure inducer was examined. Salt-containing filter paper attached to an osmotic membrane increased the water flux to more than 10% at 1 MPa. The salt-containing filter paper was fabricated via graft polymerization of acrylic acid onto a filter paper followed by alkaline treatment. The filter paper was characterized by thermo gravimetric analysis (TGA), attenuated total reflection Fourier transform infrared spectroscopy (ATR-FTIR), scanning electronic microscopy-energy dispersive X-ray spectrometry(SEM-EDS).
