The Nuclear Fuel Cycle Engineering Laboratories conducts environmental radiation monitoring around the reprocessing plant in accordance with the "Safety Regulations for Reprocessing Plant of JAEA, Part IV: Environmental Monitoring". This report summarizes the results of environmental radiation monitoring conducted during the period from April 2022 to March 2023 and the results of dose calculations for the surrounding public due to the release of radioactive materials into the atmosphere and ocean. In the results of the above environmental radiation monitoring, many items were affected by radioactive materials emitted from the accident at the Fukushima Daiichi Nuclear Power Plant of Tokyo Electric Power Company, Incorporated (changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016), which occurred in March 2011. Also included as appendices are an overview of the environmental monitoring plan, an overview of measurement methods, measurement results and their changes over time, meteorological statistics results, radioactive waste release status, and an evaluation of the data which deviated of the normal range.

Stress corrosion cracking induced by the combination of external and internal hydrogen in Al-Zn-Mg-Cu alloy

Stress corrosion cracking (SCC) behaviors induced by the combination of external and internal hydrogen (H) in an Al-Zn-Mg-Cu alloy were systematically investigated via in situ 3D characterization techniques. SCC of the Al-Zn-Mg-Cu alloy could initiate and propagate in the potential crack region where the H concentration exceeded a critical value, in which the nanoscopic H-induced decohesion of $$eta$$-MgZn$$_2$$ precipitates resulted in macroscopic cracking. External H that penetrated the alloy from the environment played a crucial role during the SCC of the Al-Zn-Mg-Cu alloy by generating gradient-distributed H-affected zones near the crack tips, which made Al alloys in water environment more sensitive to SCC. Additionally, the pre-existing internal H was driven toward the crack tips during plastic deformation. It was involved in the SCC and made contributions to both the cracks initiation and propagation.

Neutron-production double-differential cross sections of $$^{rm nat}$$Pb and $$^{209}$$Bi in proton-induced reactions near 100 MeV

The lack of double-differential cross-section (DDX) data for neutron production below the incident proton energy of 200 MeV hinders the validation of spallation models in technical applications, such as research and development of accelerator-driven systems (ADSs). The present study aims to obtain experimental DDX data for ADS spallation target materials in this energy region and identify issues related to the spallation models by comparing them with the analytical predictions. The DDXs for the ($$p, xn$$) reactions of $$^{rm nat}$$Pb and $$^{209}$$Bi in the 100-MeV region were measured over an angular range of 30$$^{circ}$$ to 150$$^{circ}$$ using the time-of-flight method. The measurements were conducted at Kyoto University utilizing the FFAG accelerator. The DDXs obtained were compared with calculation results from Monte Carlo-based spallation models and the evaluated nuclear data library, JENDL-5. Comparison between the measured DDX and analytical values based on the spallation models and evaluated nuclear data library indicated that, in general, the CEM03.03 model demonstrated the closest match to the experimental values. Additionally, the comparison highlighted several issues that need to be addressed in order to improve the reproducibility of the proton-induced neutron-production DDX in the 100 MeV region by these spallation models and evaluated nuclear data library.

Hydrogen embrittlement and its prevention in 7XXX aluminum alloys with high Zn concentrations

7xxx aluminum alloys are representative high-strength aluminum alloys; however, mechanical property degradation due to hydrogen hinders further strengthening. We propose the dispersion of Mn-based second-phase particles as a novel technique for preventing 7xxx aluminum alloy hydrogen embrittlement. In this study, the deformation and fracture behaviors of high hydrogen 7xxx alloys containing 0.0% Mn and 0.6% Mn are observed in situ using synchrotron radiation X-ray tomography. The obtained macroscopic hydrogen embrittlement is quantitatively analyzed based on hydrogen partitioning in alloys. Adding 0.6% Mn, generating second-phase particles with high hydrogen trapping abilities, significantly suppresses hydrogen-induced quasicleavage fracture.

For accurate prediction of neutronic characteristics for accelerator-driven systems (ADS) and a source term of spallation neutrons for reactor physics experiments for the ADS at Kyoto University Critical Assembly (KUCA), we have launched an experimental program to measure nuclear data on ADS using the Fixed Field Alternating Gradient (FFAG) accelerator at Kyoto University. As part of this program, the proton-induced double-differential thick-target neutron-yields (TTNYs) and cross-sections (DDXs) for iron, lead, and bismuth have been measured with the time-of-flight (TOF) method. For each measurement, the target was installed in a vacuum chamber on the beamline and bombarded with 107-MeV proton beams accelerated from the FFAG accelerator. Neutrons produced from the targets were detected with stacked, small-sized neutron detectors for several angles from the incident beam direction. The TOF spectra were obtained from the detected signals and the FFAG kicker magnet's logic signals, where gamma-ray events were eliminated by pulse shape discrimination. Finally, the TTNYs and DDXs were obtained from the TOF spectra by relativistic kinematics. The measured TTNYs and DDXs were compared with calculations by the Monte Carlo transport code PHITS with its default physics model of INCL version 4.6 combined with GEM and those with the JENDL-4.0/HE nuclear data library.

Double-differential thick target neutron yields (TTNYs) for Fe, Pb, and Bi targets induced by 107-MeV protons were measured using the fixed-field alternating gradient accelerator at Kyoto University for research and development of accelerator-driven systems (ADSs) and fundamental ADS reactor physics research at the Kyoto University Critical Assembly (KUCA). Note that TTNYs were obtained with the time-of-flight method using a neutron detector system comprising eight neutron detectors; each detector has a small NE213 liquid organic scintillator and photomultiplier tube. The TTNYs obtained were compared with calculation results using Monte Carlo-based spallation models (i.e., INCL4.6/GEM, Bertini/GEM, JQMD/GEM, and JQMD/SMM/GEM) and the evaluated high-energy nuclear data library, i.e., JENDL-4.0/HE, implemented in the particle and heavy iontransport code system (PHITS). All models, including JENDL-4.0/HE, failed to predict high-energy peaks at a detector angle of 5$$^{circ}$$. Comparing the energy- and angle-integrated spallation neutron yields at energies of $$le$$20 MeV estimated using the measured TTNYs and the PHITS indicated that INCL4.6/GEM would be suitable for the Monte Carlo transport simulation of ADS reactor physics experiments at the KUCA.

Development of a method for positron annihilation lifetime measurement in thin polyethylene films using a Na-22 source

Positron annihilation lifetime measurements were performed on polyethylene films with thickness of 15$$mu$$m - 2000$$mu$$m using a Na-22 positron source enclosed in a Kapton film. For thin films, some positrons will pass through the film and annihilate behind it. Using a single film in a commercial anti-coincidence system, by placing an annealed stainless steel (SUS304) cover behind the sample, it is possible to sufficiently measure the long lifetime ortho-positronium (o-Ps) component even in thin films. Additionally, calculated intensities of the o-Ps component determined from the estimated film transmittance agreed well with the measured values. Furthermore, by applying this method to uniaxially stretched UHMWPE, we were able to observe structural changes owing to the stretching consistent with shorter measured o-Ps lifetime and increased o-Ps intensity.

This study demonstrates, for the first time, the principle of nuclear transmutation of minor actinide (MA) by the accelerator-driven system (ADS) through the injection of high-energy neutrons into the subcritical core at the Kyoto University Critical Assembly. The main objective of the experiments is to confirm fission reactions of neptunium-237 ($$^{237}$$Np) and americium-241 ($$^{241}$$Am), and capture reactions of $$^{237}$$Np. Subcritical irradiation of $$^{237}$$Np and $$^{241}$$Am foils is conducted in a hard spectrum core with the use of the back-to-back fission chamber that obtains simultaneously two signals from specially installed test ($$^{237}$$Np or $$^{241}$$Am) and reference (uranium-235) foils. The first nuclear transmutation of $$^{237}$$Np and $$^{241}$$Am by ADS soundly implemented by combining the subcritical core and the 100 MeV proton accelerator, and the use of a lead-bismuth target, is conclusively demonstrated through the experimental results of fission and capture reaction events.

The radiation damage model in the radiation transport code PHITS has been developed to calculate the basic data of the radiation damage including the energy of the target Primary Knock on Atom (PKA). For the high-energy proton incident reactions, a target PKA created by the secondary particles was more dominant than a target PKA created by the projectile. To validate the radiation damage model in metals irradiated by $$>$$100 MeV protons, we developed a proton irradiation device with a Gifford-McMahon cryocooler to cryogenically cool wire samples. By using this device, the defect-induced electrical resistivity changes related to the DPA cross section of copper and aluminum were measured under irradiation with 125 and 200 MeV protons at cryogenic temperature. A comparison of the experimental data with the calculated results indicates that the DPA cross section with defect production efficiencies provide better quantitative descriptions.

To validate Monte Carlo codes for the prediction of radiation damage in metals irradiated by $$>$$100 MeV protons, defect-induced electrical resistivity changes of copper related to the displacement cross-section were measured with 125 MeV proton irradiation at 12 K. The cryogenic irradiation system was developed with a Gifford-McMahon cryocooler to cool the sample via an oxygen-free high-conductivity copper plate by conduction cooling. The sample was a copper wire with a 250$$mu$$m diameter and 99.999% purity sandwiched between two aluminum nitride ceramic sheets. The resistivity increase did not change during annealing after irradiation below 15 K. The experimental displacement cross-section for 125 MeV irradiation shows similar results to the experimental data for 1.1 and 1.94 GeV. Comparison with the calculated results indicated that the defect production efficiency in Monte Carlo codes gives a good quantitative description of the displacement cross-section in the energy region $$>$$ 100 MeV.

After the discovery of X-ray by Rontgen, mankind got a new eye to see through things. This fluoroscopy, so-called X-ray radiography that gives the density distribution of the inside of an object, has been applied to the vast research field such as natural/material/medical sciences, industry and technology. The recent development on the intense pulsed muon source at J-PARC MUSE (rate of 106 cps for 60 MeV/c) enabled us to pioneer a new frontier of analytical sciences. Here we report on a non-destructive elemental analysis by using muon capture. Controlling muon's momentum from 32.5 to 57.5 MeV/c. we successfully demonstrated a depth-profile analysis of light elements from several mm-thick layered materials, and non-destructive bulk analyses of meteorites containing organics. Now it is a beginning to utilize a new eye, muon radiography.

Sagittal focusing of synchrotron radiation X-rays using a winged crystal

A Si(111) winged crystal has been designed to minimize anticlastic bending and improve sagittal focusing efficiency. The crystal was thin with wide stiffening wings. The length-to-width ratio of the crystal was optimized by finite element analysis, and the optimal value was larger than the "golden value". The analysis showed that the slope error owing to anticlastic bending is less than the Darwin width. The X-rays were focused two-dimensionally using the crystal and a tangentially bent mirror. The observed profiles of the focal spot agreed well with the results of a ray-tracing calculation in the energy range from 8 to 17.5 keV. X-ray diffraction measurements with a high signal-to-noise ratio using this focusing system were demonstrated for a small protein crystal.

Simulation of dynamics of carbon dust particles in the JT-60U tokamak

Dust can be an important contributor to impurity contamination of the core and scrape-off-layer (SOL) plasmas in tokamak fusion devices. This is the first report about investigation of transport of carbon dust particles in case of JT-60U tokamak using the dust transport code (DUSTT). The DUSTT code takes into account various plasma-dust interaction processes. In the present report, background plasma parameters in JT-60U such as densities and temperatures of electron, ion and neutral atom were computed with the UEDGE code. Three dimensional trajectories, temperature evolution, and radius variation of dust particles launched from different positions at the inner divertor, the outer divertor and the dome structure in JT-60U tokamak were simulated numerically to study dynamics and transport of dust particles there. As a result, the lifetime of dust particles is dependent mainly on the ion density in trajectories in final term.

A steroid surface materials record regolith processes and a history of cosmic-ray irradiation. Noble gas isotopes in three rocky grains from Itokawa have been determined. High concentrations of solar He, Ne, and Ar, as high as those in lunar soils, are released at variable temperatures from each sample. The isotopic compositions are essentially identical to those of solar wind but distinguishable in He relative abundance. These noble gas characteristics can be explained by repeated implantation and preferential loss of solar He by removal of weathered He-rich rim on the grain surface through friction among regolith grains on Itokawa. Residence time of regolith materials on Itokawa is alculated to be shorter than 10 Myr, suggesting that regolith materials of small asteroids would escape easily to space.

Statistical analysis of fluctuation characteristics at high- and low-field sides in L-mode SOL plasmas of JT-60U

Comparison between fluctuation characteristics at high-field-side (HFS) and low-field-side (LFS) scrape off layers (SOLs) has been made, for the first time, in the L mode plasma of the JT-60U tokamak using reciprocating Langumuir probes. Statistical analysis based on probability distribution function (PDF) was employed to describe intermittent (non-diffusion) transport in SOL plasma fluctuations. The positive bursty events appeared most frequently at LFS midplane associated with blobby plasma transport, then the PDF is strongly skewed positively, while the PDF in HFS SOL is close to Gaussian distribution. Conditional averaging analysis of the positive bursty events at LFS midplane indicates the intermittent feature with a rapid increase and a slow decay is similar to that of plasma blobs theoretically predicted. Statistical self-similarity was also investigated with Fourier power spectrum and statistics of waiting-time and duration-time of the fluctuation.

ELM propagation and fluctuations characteristics in H- and L-mode SOL plasmas on JT-60U

Radial transport of the SOL plasma was recently studied in order to understand heat and particle loading to the first wall and the SOL formation mechanism. Fast propagation of the ELM plasma and fluctuation properties in H- and L-modes were determined at low-field-side (LFS) SOL using reciprocating Mach probes in JT-60U. Large and short peaks were found in ELM plasma flux, which was regularly enhanced after each ELM event. Transport dynamics of the first large ${it j$_{s}$}$ peak was determined, i.e. it propagated to near the first wall with the fast velocity of 1.3-2.5 km/s. Statistical analysis of a probability distribution function was applied to describe intermittent (non-diffusion) transport in SOL plasma fluctuations. It was found that the positive bursty events appeared in a wide SOL region, where the flow reversal of the SOL plasma was observed. Influences of the radial transport of the convective blobby plasma on the SOL formation and the flow reversal were investigated.

Overview of national centralized tokamak program; Mission, design and strategy to contribute ITER and DEMO

The National Centralized Tokamak (NCT) facility program is a domestic research program for advanced tokamak research to succeed JT-60U incorporating Japanese university accomplishments. The mission of NCT is to establish high beta steady-state operation for DEMO and to contribute to ITER. The machine flexibility and mobility is pursued in aspect ratio and shape controllability, feedback control of resistive wall modes, wide current and pressure profile control capability for the demonstration of the high-b steady state.
