Effort of information dissemination of environmental research with Fukushima Comprehensive Environmental Information Site

The Great East Japan Earthquake and the following tsunami caused the accident at the Fukushima Daiichi Nuclear Power Station. As a result, a large amount of radioactive materials was discharged into the environment. The Japan Atomic Energy Agency (JAEA) started research on the dynamics of radioactive materials in the environment and disseminated the results on the JAEA website "Base Information Q&A Site". A database site "Database for Radioactive Substance Monitoring Data" was also established to collect, form, and consolidate monitoring data on radioactive substances in the environment and air dose rates obtained and disclosed by various organizations, in addition to the environmental dynamics research of JAEA. Subsequently, in order to release the findings obtained through the research and the actual monitoring data as a single entity, they were compiled and operated as the portal site "Fukushima Comprehensive Environmental Information Site" (FaCE!S). With the establishment of the Fukushima Institute for Research, Education and Innovation, F-REI, the environmental dynamics research at JAEA was terminated and transferred to F-REI. Therefore, the Q&A site was also transferred to FREI in FY2025. This report summarizes the efforts of FaCE!S up to FY2024, and archives the Q&A site as of FY2024.

The Nuclear criticality accident in Japan, Revisited

The criticality accident that resulted in the evacuation of residents occurred on September 30, 1999, at JCO's nuclear fuel fabrication plant in Ibaraki prefecture, Japan. This paper presents the outline, technical issues and background of the accident and the situations that followed. The review of this accident was one of the hot issues in the last ICNC2003 organized in Tokai-mura. At the this turn of ICNC in Japan, we would like to revisit the accident to reaffirm and share the idea that the response and preparedness should be strengthened to protect people and the environment from nuclear disasters. The accident occurred in a factory of JCO during the informal and unusual process of preparing a uranium nitrate solution of medium-enriched (18.8 weight% $$^{235}$$U) uranium from U$$_3$$O$$_8$$ using the precipitation tank of 45 cm in diameter, which exceeded the critical diameter (ca. 23 cm) of an infinite cylinder with a full thick water reflector. A 2.2-cm-thick water "jacket" surrounded and enclosed the tank, and the jacket was connected to the cooling tower beside the factory. The jacket not only functioned as the neutron reflector but also prevented the evaporation of the solution, and then the criticality continued for about 20 hours. Because JCO's plant had not anticipated the criticality accident, the response to the accident was confusing. During the accident, the JAERI and JNC, both the predecessors of the Japan Atomic Energy Agency (JAEA), acted to terminate the criticality and reduce the residents' exposure to radiation. After the accident, the JAERI and the National Institute of Radiological Sciences provided the telephone consultation at the village office of Tokai-mura. The JNC did the same things at the prefectural building of Ibaraki to advise the residents. The presentation may include issues of applying the Slide rule, identifying a nuclear criticality accident to occur, and responding to the emergency.

In JAEA, several versions of unified cross-section set for fast reactors have been developed so far; we have developed a new unified cross-section set ADJ2017R, which is an improved version of the unified cross-section setADJ2017 for fast reactors. The unified cross-section set is used for reflecting information of C/E values (analysis / experiment values) obtained by integral experiment analyses in reactor core design via the cross-section adjustment methodology; the values are stored in the standard database for FBR core design. In the methodology, the cross-section set is adjusted by integrating the information such as uncertainty (covariance) of nuclear data, uncertainty of integral experiment / analysis, sensitivity of integral experiment with respect to nuclear data. ADJ2017R basically has the same performance as ADJ2017, but we conducted an additional investigation on ADJ2017 and revised the following two points. The first is to unify the evaluation method of the correlation coefficient of uncertainty caused by experiments (hereinafter referred to as the experimental correlation coefficient). Because it was found that the common uncertainty used in the evaluation of the experimental correlation coefficient was evaluated by two different methods, the experimental correlation coefficients were revised for all experimental data, and the evaluation method was unified. The second is the review of the integral experiment data used for the cross-section adjustment calculation. It was found that one of the experimental values of composition ratio after irradiation of the Am-243 sample has a problem in uncertainty evaluation because its experimental uncertainty is extremely small compared to the others. The cross-section adjustment calculation was, therefore, redone by excluding the experimental value. In the creation of ADJ2017, a total of 719 data sets were analyzed and evaluated, and eventually adopted 620 integral experimental data sets. In contrast, a total of 61

A group named as "The group for investigation of reasonable safety assurance based on graded approach", which consists of about 10 staffs from Sector of Nuclear Science Research, Safety and Nuclear Security Administration Department, departments for management of nuclear facility, Sector of Nuclear Safety Research and Emergency Preparedness, aims to realize effective graded approach (GA) about management of facilities and regulatory compliance of JAEA. The group started its activities in September, 2019 and has had discussions through 10 meetings and email communications. In the meetings, basic ideas of GA, status of compliance with new regulatory standards at each facility, new inspection system, etc were discussed, while individual investigation at each facility were shared among the members. This report is compiled with expectation that it will help promote rational and effective safety management based on GA by sharing contents of the activity widely inside and outside JAEA.

Release behavior of radionuclides from MOX fuels irradiated in a fast reactor during heating tests

In order to obtain the release rate coefficients from fuels for fast reactors (FRs), heating tests and the subsequent analyses of the fission products (FPs) and actinides that are released were carried out using samples of uranium-plutonium mixed oxide (MOX) fuel pellets irradiated at the experimental fast reactor Joyo. Three heating tests targeting temperatures of 2773, 2973 and 3173 K were conducted using an FP release behavior test apparatus equipped with a high-frequency induction furnace and solid FP sampling systems consisting of a thermal gradient tube (TGT) and filters. Irradiated fuel pellets were placed into a tungsten crucible, then loaded into the induction furnace. The temperature was raised continuously at a heating rate of 10 K/s to the targeted temperature and maintained for 500 s in a flowing argon gas atmosphere. The FPs and actinides released from the MOX fuels and deposited in the TGT and filters were quantified by gamma-ray spectrometry and inductively coupled plasma mass spectrometry (ICP-MS) analysis. Based on the analysis, the release rates of radionuclides from MOX fuels for FR were obtained and compared with literature data for light water reactor (LWR) fuels. The release rate coefficients of FPs obtained in this study were found to be similar to or lower than the literature values for LWR fuels. It was also found that the release rate coefficient data for actinides were within the range of variation of literature values for LWR fuels.

Poly(vinylidene-fluoride) (PVDF) film is suitable for investigation of the size of etchable ion tracks because we can clearly judge the finish of the track etching and the surrounding bulk area remains due to the high chemical stability. Thereby we can measure the radius of ion tracks of each ion. In this study, we focused on two irradiation conditions for controlling the size of etchable ion tracks of PVDF films. One was irradiation in an oxygen atmosphere and the other was a fullerene (C$$_{60}$$$$^{+}$$) cluster beam irradiation. SEM observation showed that the size of pores became larger by irradiation in an oxygen atmosphere. It was found that the oxidation of ion tracks widened the size of etchable ion tracks. The C$$_{60}$$$$^{+}$$ irradiation caused larger etchable tracks on the PVDF surface. The result could represent the effect of local and simultaneous collisions by the swift aggregated ions.

This paper introduces a new approach to measure the muon magnetic moment anomaly $$a_{mu}=(g-2)/2$$ and the muon electric dipole moment (EDM) $$d_{mu}$$ at the J-PARC muon facility. The goal of our experiment is to measure $$a_{mu}$$ and $$d_{mu}$$ using an independent method with a factor of 10 lower muon momentum, and a factor of 20 smaller diameter storage-ring solenoid compared with previous and ongoing muon g-2 experiments with unprecedented quality of the storage magnetic field. Additional significant differences from the present experimental method include a factor of 1000 smaller transverse emittance of the muon beam (reaccelerated thermal muon beam), its efficient vertical injection into the solenoid, and tracking each decay positron from muon decay to obtain its momentum vector. The precision goal for $$a_{mu}$$ is a statistical uncertainty of 450 parts per billion (ppb), similar to the present experimental uncertainty, and a systematic uncertainty less than 70 ppb. The goal for EDM is a sensitivity of $$1.5times10^{-21}$$ e$$cdot$$cm.

Fabrication and short-term irradiation behaviour of Am-bearing MOX fuels

In order to investigate the effect of the addition of americium to MOX fuels on the irradiation behaviour, the "Am-1" program is being conducted at the JAEA. The Am-1 program consists of two short-term irradiation tests of 10-min and 24-h irradiation periods, and a steady-state irradiation test. The short-term irradiation tests and their post irradiation examinations (PIEs) have been successfully completed. To date, the data for PIE of the Am-MOX fuels focused on the microstructural evolution and redistribution behaviour of Am at the initial stage of irradiation have been obtained and reported. In this paper, the results obtained from the Am-1 program are reviewed and detailed descriptions of the fabrication and inspection techniques for the Am-MOX fuels prepared for the program are provided. PIE data for the Am-MOX fuels at the initial stage of irradiation have been accumulated. In this paper, unpublished PIE data for the Am-MOX fuels are also presented.

Neutron devices such as neutron detectors, optical devices including supermirror devices and $$^{3}$$He neutron spin filters, and choppers are successfully developed and installed at the Materials Life Science Facility (MLF) of the Japan Proton Accelerator Research Complex (J-PARC), Tokai, Japan. Four software components of MLF computational environment, instrument control, data acquisition, data analysis, and a database, have been developed and equipped at MLF. MLF also provides a wide variety of sample environment options including high and low temperatures, high magnetic fields, and high pressures. This paper describes the current status of neutron devices, computational and sample environments at MLF.

There is an ongoing discussion on the application of burnup credit to the criticality safety controls of facilities that treat spent fuels. With regard to such application of burnup credit in Japan, this document summarizes the current technical status of the prediction of the isotopic composition and criticality of spent fuels, as well as safety evaluation concerns and the current status of legal affairs. This report is an English translation of A Guide to Introducing Burnup Credit, Preliminary Version, originally published in Japanese as JAERI-Tech 2001-055 by the Nuclear Fuel Cycle Facility Safety Research Committee.

The high-performance computer system Helios which is located at The Computational Simulation Centre (CSC) in The International Fusion Energy Research Centre (IFERC) started its operation in January 2012 under the Broader Approach (BA) agreement between Japan and the EU. The Helios system has been used for magnetised fusion related simulation studies in the EU and Japan and has kept high average usage rate. As a result, the Helios system has contributed to many research products in a wide range of research areas from core plasma physics to reactor material and reactor engineering. This project review gives a short catalogue of domestic simulation research projects. First, we outline the IFERC-CSC project. After that, shown are objectives of the research projects, numerical schemes used in simulation codes, obtained results and necessary computations in future.
