Based on the regulations (the safety regulation of Tokai Reprocessing Plant, the safety regulation of nuclear fuel material usage facilities, the radiation safety rule, the regulation about prevention from radiation hazards due to radioisotopes, which are related with the nuclear regulatory acts, the local agreement concerning with safety and environment conservation around nuclear facilities, the water pollution control law, and by law of Ibaraki Prefecture), the effluent control of liquid waste discharged from the Nuclear Fuel Cycle Engineering Laboratories of Japan Atomic Energy Agency has been performed. This report describes the effluent control results of the liquid waste in the fiscal year 2022. In this period, the concentrations and the quantities of the radioactivity in liquid waste discharged from the reprocessing plant, the plutonium fuel fabrication facilities, and the other nuclear fuel material usage facilities were much lower than the limits authorized by the above regulations.

We have evaluated double-differential cross-sections (DDX) of the Be(p,xn) reaction based on the function proposed by Wakabayashi et al. up to 12 MeV. Through compilation in the ENDF-6 format file, data processing, and neutronics analysis with MC simulation codes MCNP and PHITS to thick target yield (TTY) measurements, the function was re-confirmed to give more reasonable DDX data than those in our previous library JENDL-4.0/HE and ENDF/B-VIII.0. We finally decided to reduce the absolute cross-sections by 15% for our new nuclear data library JENDL-5 since the prediction ability of neutronics simulation was much better than that based on the original function. Through comprehensive comparisons of the simulation results on TTY at different proton energies and neutron emission angles, we conclude that JENDL-5 gives the best estimation in the world.

An alternative conceptual scenario to achieve the control is proposed that aims at toxicity reduction through Partitioning and Transmutation (P&T). Specifically, the electricity generation capacity could be inversely increased up with transmutation of Sr-Cs. Simultaneously, the cooling time before disposal is reduced to 50 years from the 300 years required by the existing scenarios such as (Accelerator Driven System (ADS). Finally, the scenario is also found feasible in terms of energy balance and cost by the neutron source of Li(d,xn) reaction with the deuteron accelerator for transmutation.

We have developed measurement and analysis techniques in X-ray photoelectron spectroscopy. To begin with, time-division depth profiles of gate stacked film interfaces have been achieved by NAP-HARPES (Near Ambient Pressure Hard X-ray Angle-Resolved Photo Emission Spectroscopy) data. We then have promoted our methods to quickly perform peak fittings and depth profiling from time-division ARPES data, which enables us to realize 4D-XPS analysis. It is found that the traditional maximum entropy method (MEM) combined with Jackknife averaging of sparse modeling in NAP-HARPES data is effective to perform dynamic measurement of depth profiles with high precision.

Using the localized Wannier functions obtained from a band calculation, the most stable magnetic state was found to be spiral with the incommensurate structure, consistent with the result from neutron diffraction. The Ni-site Coulomb interaction was not strong (U about 2 eV). The spin value at the Ni site was also not so large about 1.1 mb. These results mean that the hybridization between Ni and S may play an important role. The dynamical spin correlation function was found to in accord with the results from neutron scattering.

The method to remove Pu, Am and Np from plutonium nitrate solution recovered from spent nuclear fuel prior to ICP-OES measurement has been developed for the determination of 18 impurity metal elements (Fe, Cr, Ni, Mn, Al, Cd, V, Cu, Si, Zn, Mo, Sn, Ca, Mg, Na, Ag, Pb, B). In this method, two TRU resin packed columns were used for separation. In the first column, Pu and Am were mainly removed by adsorption. The recovered solution from the fist column was added to the second column after reduction of Np, and Am(III) and Np(IV) were removed by adsorption. The Pu nitrate solution (22g/L) of 2mL were treated by proposed method. The alpha emission nuclide was decreased to 5.8 Bq/mL in a solution diluted to 100mL. As a result of ICP-OES measurement, the recoveries of impurity metals separated by proposed method were almost 100%. This separation scheme can apply to the metal impurity elemental analysis in Pu nitrate solution recovered from spent nuclear fuel.
