The Nuclear Fuel Cycle Engineering Laboratories conducts environmental radiation monitoring around the reprocessing plant in accordance with the "Safety Regulations for Reprocessing Plant of JAEA, Part IV: Environmental Monitoring". This report summarizes the results of environmental radiation monitoring conducted during the period from April 2022 to March 2023 and the results of dose calculations for the surrounding public due to the release of radioactive materials into the atmosphere and ocean. In the results of the above environmental radiation monitoring, many items were affected by radioactive materials emitted from the accident at the Fukushima Daiichi Nuclear Power Plant of Tokyo Electric Power Company, Incorporated (changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016), which occurred in March 2011. Also included as appendices are an overview of the environmental monitoring plan, an overview of measurement methods, measurement results and their changes over time, meteorological statistics results, radioactive waste release status, and an evaluation of the data which deviated of the normal range.

Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed by the Nuclear Fuel Cycle Engineering Laboratories, based on "Safety Regulations for the Reprocessing Plant of Japan Atomic Energy Agency, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitant due to the radioactivity discharged from the plant to the atmosphere and the sea during April 2021 to March 2022. In this report, some data include the influence of the accidental release from the Fukushima Daiichi Nuclear Power Station of Tokyo Electric Power Co., Inc. (the trade name was changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016) in March 2011. Appendices present comprehensive information, such as monitoring programs, monitoring methods, monitoring results and their trends, meteorological data and discharged radioactive wastes. In addition, the data which were influenced by the accidental release and exceeded the normal range of fluctuation in the monitoring, were evaluated.

The corrosion behaviour of FeCrAl-ODS steels for the accident tolerant fuel cladding of LWRs were investigated in nitric acid solutions for the reprocessing process of spent fuels. The corrosion tests were carried out at 60$$^{circ}$$C, 80$$^{circ}$$C and the boiling point of the solutions, and the specimens were then analysed by XPS. The corrosion remarkably progressed at the boiling point, and the highest corrosion rate was 0.22 mm/y. In the oxide film, the atomic concentration of Fe was lower, than that in the base material, and those of Cr and Al were higher. The results show that the corrosion of FeCrAl-ODS steels in hot nitric acid solution is not severe because of the high corrosion resistance of the oxide film formed on the material; hence, the corrosion resistance of the new cladding materials in the dissolution process of spent fuel is acceptable for reprocessing operations.

The study for development of drift backfilling technologies is one of the critical issues in the Mizunami Underground Research Laboratory (MIU) project, and its purposes are to develop closure methodology and technology, and long-term monitoring technology, and to evaluate resilience of geological environment. To achieve the purposes, previous information from the case example of underground facility constructed in crystalline rock in Europe has been collected. In particular, the boundary conditions for the closure, geological characteristics, technical specifications, and method of monitoring have been focused. The information on the international project regarding drift closure test and development of monitoring technologies has also been collected. In addition, interviews were conducted to specialists who have experiences involving planning, construction management, monitoring, and safety assessment for the closure. Based on the collected information, concept and point of attention, which are regarding drift closure testing, and planning, execution management and monitoring on the closure of MIU, have been specified.

For the research and development about high-level radioactive waste disposal, it is important to evaluate the mechanical stability of the excavation and the long-term behavior of in situ rock. However, from the limited information such as the bowling core before the excavation, it is difficult to evaluate the mechanical properties of in situ rock containing cracks. For this reason, evaluation of rock properties based on Specific Energy using mechanical data from an excavation machine is carried out. This report describes the results of the joint research carried out in FY 2010 to FY 2012.

Japan Atomic Energy Agency is the first to start the mass production of the TF conductors in Phase IV in March 2010 among the 6 parties who are procuring TF conductors in the ITER project. The conductor is cable-in-conduit conductor with a central spiral. A total of 900 Nb$$_{3}$$Sn strands and 522 copper strands are cabled around the central spiral and then wrapped with stainless steel tape whose thickness is 0.1 mm. Approximately 60 tons of Nb$$_{3}$$Sn strands were manufactured by the two suppliers in December 2010. This amount corresponds to approximately 55% of the total contribution from Japan. Approximately 30% of the total contribution from Japan was completed as of February 2011. JAEA is manufacturing one conductor per month under a contract with two Japanese companies for strands, one company for cabling and one company for jacketing. This paper summarizes the technical developments including a high-level quality assurance. This progress is a significant step in the construction of the ITER machine.

Spin-trapping reactions of a novel gauchetype radical trapper G-CYPMPO

Chemical reactions of a novel gauche-type spin trap, G-CYPMPO ($textit{sc}$-5-(5,5-dimethyl-2-oxo-1,3,2-dioxaphosphinan-2-yl)-5-methy-1-pyrroline 1-oxide, torsion angle: O1-P1-C6-N1 of 52.8$$^{circ}$$), with reactive oxygen species were examined by pulse radiolysis technique with 35 MeV electron beam and electron spin resonance spectroscopy after $$^{60}$$Co $$gamma$$-ray irradiation. The spin trapping reaction rate constants of G-CYPMPO toward hydroxyl radical and hydrated electron were estimated to be (4.2$$pm$$0.1)$$times$$10$$^{9}$$ and (11.8$$pm$$0.2)$$times$$10$$^{9}$$ M$$^{-1}$$s$$^{-1}$$, respectively. Half-lives of spin adducts, hydroxyl radical and perhydroxyl radical adducted G-CYPMPO were estimated to be $$sim$$35 and $$sim$$90 min, respectively. A comparison of the results with earlier reports using different radical sources suggests that the purity of the solution and/or the radical generation technique may influence the stability of spin adducts.

When a nuclear emergency occurs in Japan, the Japan Atomic Energy Agency (JAEA) provides technical support to the National government, local governments, police, fire station and license holder etc. They are designated public organizations conforming to the basic law on emergency preparedness and the basic plan for disaster countermeasures. The Nuclear Emergency Assistance & Training Center (NEAT) of JAEA provides a comprehensive range of technical support activities to an off-site center in case of a nuclear emergency. Specifically, NEAT gives technical advice and information, provides for the dispatch of specialist as required, supplies emergency equipments and materials to the national government and municipal office. NEAT provide various lectures and training course concerning nuclear disaster prevention for those personnel taking an active part in emergency response organizations at normal time. And NEAT researches on nuclear disaster prevention and also cooperate with international organizations. This annual report summarized the activities of JAEA/NEAT in the fiscal year 2009.

Japan Atomic Energy Agency as the Japan Domestic Agency (JADA) for ITER contributes procurement of dc -1 MV ultra-high voltage (UHV) components such as a dc -1 MV generator, a transmission line and a -1 MV insulating transformer for the ITER NBI power supply. Inverter frequency of 150 Hz in the -1 MV power supply and major circuit parameters have been proposed and adopted in the ITER NBI. The dc UHV insulation at the multi-layer insulation structure of the transformer for a long pulse up to 3600 s has been designed with electric field simulation. Based on the simulation overall dimensions of the dc UHV components have been finalized. The JADA contributes to provide an effective surge suppression system composed of core snubbers and resistors. Input energy into the accelerator from the power supply can be reduced to about 20 J which satisfies the design criteria of the total 50 J at -1 MV breakdown.

The JADA contributes procurement of DC -1 MV ultra-high voltage (UHV) components such as a -1 MV DC generator, a transmission line and a -1 MV insulating transformer. The DC UHV insulation has been carefully analyzed since DC long pulse insulation is quite different from conventional AC insulation. The insulation structure has been designed and the overall dimensions of the DC UHV components have been finalized. The JADA contributes to provide an effective surge suppression system composed of core snubbers and resistors. Input energy into the accelerator from the power supply can be reduced to about 20 J which satisfies the design criteria of the total 50 J at -1 MV breakdown. From these studies, major technical issues were considered and the functional technical specifications of the UHV components have been developed for the procurement by the JADA.

Development of the Unattended Spent Fuel Flow Monitoring Safeguards System (UFFM) for the High Temperature Engineering Test Reactor (HTTR) (Joint research)

As of the safeguards approach in the HTTR facility, an unattended spent fuel flow monitor (UFFM) was applied to carry out an item counting of spent fuel blocks. The UFFM is so designed and fabricated as to be the compact and unique monitor system to verify a movement of spent fuel blocks in "difficult to access" area and reduce inspection efforts. This system consists of two detector packages, electronics and computer. One package consists of two ionization chambers and a He-3 counter. The IAEA acceptance tests were performed and it was confirmed the followings: (1) All the detectors were functioning properly to measure a spent fuel block flow. (2) The time difference between detector signals was sufficient to determine the direction of the spent fuel blocks. (3) The UFFM was useful to carry out the item counting. The UFFM was approved as the IAEA safeguards equipment in the safeguards approach in the HTTR.

The attractive concepts for Sodium-, lead-bismuth-, helium- and water-cooled FBRs have been created through using typical plant features and employing advanced technologies. Efforts on evaluating technological prospects of feasibility have been paid for these concepts. Also, it was comfirmed if these concepts satisfy design requierments of capability and performance presumed in the feasibilty study on commertialization of Fast Breeder Reactor Systems. As results, it was concluded that the selection of sodium-cooled reactor was most rational for practical use of FBR technologies in 2015.
