The Nuclear Fuel Cycle Engineering Laboratories conducts environmental radiation monitoring around the reprocessing plant in accordance with the "Safety Regulations for Reprocessing Plant of JAEA, Part IV: Environmental Monitoring". This report summarizes the results of environmental radiation monitoring conducted during the period from April 2022 to March 2023 and the results of dose calculations for the surrounding public due to the release of radioactive materials into the atmosphere and ocean. In the results of the above environmental radiation monitoring, many items were affected by radioactive materials emitted from the accident at the Fukushima Daiichi Nuclear Power Plant of Tokyo Electric Power Company, Incorporated (changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016), which occurred in March 2011. Also included as appendices are an overview of the environmental monitoring plan, an overview of measurement methods, measurement results and their changes over time, meteorological statistics results, radioactive waste release status, and an evaluation of the data which deviated of the normal range.

Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed by the Nuclear Fuel Cycle Engineering Laboratories, based on "Safety Regulations for the Reprocessing Plant of Japan Atomic Energy Agency, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitant due to the radioactivity discharged from the plant to the atmosphere and the sea during April 2021 to March 2022. In this report, some data include the influence of the accidental release from the Fukushima Daiichi Nuclear Power Station of Tokyo Electric Power Co., Inc. (the trade name was changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016) in March 2011. Appendices present comprehensive information, such as monitoring programs, monitoring methods, monitoring results and their trends, meteorological data and discharged radioactive wastes. In addition, the data which were influenced by the accidental release and exceeded the normal range of fluctuation in the monitoring, were evaluated.

Study on the mechanism of radiolytic degradation of an extractant for minor actinides separation

This report summarizes the results obtained in FY2020 at the Electron Linac Facility of the University of Tokyo. The radiolysis process of ${it N,N,N',N',N'',N''}$-hexaoctyl nitrilotriacetamide (HONTA), which is expected to be used as an extractant in a separation process for minor actinides, diluted in dodecane was investigated by pulse radiolysis experiments. The radical cation and the triplet-excited state of HONTA were observed in the nanosecond time region. The transition from the radical cation to the triplet excited state was slowed down by adding electron scavengers, and further, the reactivity of the triplet excited state was also suppressed.

The candidate An(III)/Ln(III) separation ligand hexa-$$n$$-octylnitrilo-triacetamide (HONTA) was irradiated under envisioned SELECT (Solvent Extraction from Liquid waste using Extractants of CHON-type for Transmutation) process conditions using a solvent test loop in conjunction with cobalt-60 gamma irradiation. We demonstrate that HONTA undergoes exponential decay with increasing gamma dose to produce a range of degradation products which have been identified and quantified by HPLC-ESI-MS/MS techniques. The combination of HONTA destruction and degradation product ingrowth, particularly dioctylamine, negatively impacts the extraction and back-extraction of both americium and europium ions. The loss of HONTA was attributed to its reaction with the solvent (${it n}$-dodecane) radical cation of ${it k}$(HONTA + R$$^{.+}$$) = (7.61 $$pm$$ 0.82) $$times$$ 10$$^{9}$$ M$$^{-1}$$ s$$^{-1}$$ obtained by pulse radiolysis techniques. However, when this ligand is bound to either americium or europium ions, the observed ${it n}$-dodecane radical cation kinetics increase by over an order of magnitude. This large reactivity increase to additional reaction pathways occurring upon metal-ion binding. Lastly nanosecond time-resolved measurements showed that both direct and indirect HONTA radiolysis yielded the short-lived ($$<$$100 ns) HONTA radical cation as well as a longer-lived ($$mu$$s) HONTA triplet excited state. These HONTA species are important precursors to the suite of HONTA degradation products observed.

This report summarizes the results obtained in FY2019 at Electron Linac Facility of University of Tokyo. The radiolysis process of a diglycolamide extractant, which is expected to be used in the separation process of minor actinides (MA), in dodecane and octanol solutions was investigated by pulse radiolysis. As a result, it was suggested that by adding alcohol, the decomposition process of the diglycolamide extractant was different from the decomposition processes in the single solvent of dodecane considered that the decomposition occurred via a radical cation species of the extractant.

After the nuclear accident at Fukushima Daiichi Power Plant, research and development (R&D) program for establishing technical basis of accident-tolerant fuel (ATF) started from 2015 in Japan. Since then, both experimental and analytical studies necessary for designing a new light water reactor (LWR) core with ATF candidate materials are being conducted within the Japanese ATF R&D Consortium for implementing ATF to the existing LWRs, accompanying with various technological developments required. Until now, we have accumulated experimental data of the candidate materials by out-of-pile tests, developed fuel evaluation codes to apply to the ATF candidate materials, and evaluated fuel behavior simulating operational and accidental conditions by the developed codes. In this paper, the R&D progresses of the ATF candidate materials considered in Japan are reviewed based on the information available such as proceedings of international conference and academic papers, providing an overview of ATF program in Japan.

Fundamental research on FP-chemistry for fission product release behaviors under severe accident was carried out for reinforcement of source term evaluation, and implementation of the 1F decommissioning R&D project. There were subjects to clarified (1) FP chemistry behavior between vapor species release and aerosol formation and (2) physical parameters which would be affect subsequent aerosol's chemical behavior, for improvement of FP transport model. Applicability of measuring/analyzing techniques presently used was studied for evaluating foregoing properties. And the validity was verified by trial measurements. In conclusion, Raman spectrometry and high temperature X-ray diffraction were hopeful to determine FP-chemical form against vapor/aerosol species and aerosol species, respectively. Combination use of cascade impactor and scanning type electron microscope with energy-dispersive X-ray spectrometry was hopeful to determine physical parameters of aerosol.

In proton therapy, positron emitters are induced from $$^{12}$$C and$$^{16}$$O nuclei by protons on the beam path in the patient. Many studies for monitoring positron emitters with beam-induced PET technique have been performed by various groups to verify the proton beam range and the dose in the patient for quality assurance. The aim of this study was to develop a method for measuring the production cross sections of positron emitters using standard equipment for proton therapy. The time-activity curve was then obtained with a high-sensitivity PET scanner to extract the number of positron emitters produced in the target. The production cross sections for four reaction channels: $$^{16}$$O(p,pn)$$^{15}$$O, $$^{16}$$O(p,3p3n)$$^{11}$$C, $$^{16}$$O(p,2p2n)$$^{13}$$N, and $$^{12}$$C(p,pn)$$^{11}$$C were then measured. The cross sections for the $$^{16}$$O(p,pn)$$^{15}$$O reaction channel were consistent with data of previous experiments within the uncertainties, while those of $$^{12}$$C(p,pn)$$^{11}$$C were generally lower than data of previous experiments.

When a nuclear emergency occurs in Japan, the Japan Atomic Energy Agency (JAEA) provides technical support to the National government, local governments, police, fire station and license holder etc. They are designated public organizations conforming to the basic law on emergency preparedness and the basic plan for disaster countermeasures. The Nuclear Emergency Assistance & Training Center (NEAT) of JAEA provides a comprehensive range of technical support activities to an off-site center in case of a nuclear emergency. Specifically, NEAT gives technical advice and information, provides for the dispatch of specialist as required, supplies emergency equipments and materials to the national government and municipal office. NEAT provide various lectures and training course concerning nuclear disaster prevention for those personnel taking an active part in emergency response organizations at normal time. And NEAT researches on nuclear disaster prevention and also cooperate with international organizations. This annual report summarized the activities of JAEA/NEAT in the fiscal year 2009.

Development of a laser processing head using a composite-type optical fiberscope to inspect and repair 1-inch heat exchanger pipes

A composite-type optical fiberscope was combined with a laser processing head to repair heat exchange pipes of Fast Breeder Reactor (FBR). The head can rotate axially and move back and forth longitudinally in the 1-inch pipes. The property of fiberscope and the motion of the head can successfully observe the pipe's inner surface to find the cracks which should be repaired by laser welding. The project, which aims for developing the integrated system of inspection and repair, proposes an effective cost reduction for maintenance of FBRs by extension of the heat exchanger's lifetime. This report describes the outline of the laser processing head and the basic performance.

In order to maintain FBR heat exchanger tubes, a new probe system was designed. A coupling unit and operational software are key components in the second year. The coupling unit to combine a high energy laser beam and optical fiberscope images was developed. The operational software successfully controlled an eddy current testing device and a laser processing head.

The attractive concepts for Sodium-, lead-bismuth-, helium- and water-cooled FBRs have been created through using typical plant features and employing advanced technologies. Efforts on evaluating technological prospects of feasibility have been paid for these concepts. Also, it was comfirmed if these concepts satisfy design requierments of capability and performance presumed in the feasibilty study on commertialization of Fast Breeder Reactor Systems. As results, it was concluded that the selection of sodium-cooled reactor was most rational for practical use of FBR technologies in 2015.
