As introducing the new operational quantities into the radiation monitoring may affect the dose assessment results using the present personal dosimeters, it is necessary to characterize the energy spectrum in the workplace and the energy dependency of the dosimeters to be used. In this work the photon spectra were measured using a NaI(Tl) scintillation detector or a LaBr(Ce) scintillation detector at the workplaces in the Japanese Research Reactor No.3 (JRR-3) and the Japan Proton Accelerator Research Complex (J-PARC) at Japan Atomic Energy Agency (JAEA). Then the present and new operational quantities were evaluated using the above mention spectra at the workplaces and compared each other.

Various analysis reports focused on Fukushima Daiichi Nuclear Power Plant disaster have been published from government, national diet, private group and Tokyo electric power company. Japan Health Physics Society (JHPS) analyzed these reports on perspective of radiation protection, and has reported towards the national and international society as "second-order recommendation report". What are radiation protection issues that have been found from these analysis reports? What is the direction of the goal of radiation protection system at the time of nuclear accident? From the results of these analyzes, many challenges have been found in current nuclear disaster prevention system.

Professional engineers have an obligation to develop own technical capability and high degree of a sense of ethics. This report describes authors recognition on the rules of professional engineer responsible for radiation protection. In order to fulfill the sake of radiation control, follows are taken into account; (1) how we should solve about a dilemma between compliance and sense of ethics which is encountered in daily activities, (2) the rules of professional engineers for developing new technology, and (3) transmission of technology to be done as a professional engineer.

Rn flux were measured at 6 depths in soil to analyze the seasonal- day-to-day and diurnal variations. The variations of
Rn concentrations in soil were larger in shallow depths. It seems that the
Rn concentration in soil during night-time was slightly lower than day-time especially at depth of 15 cm. The precipitation may have affected the concentration insoil differently depending on its amounts. The large decrease in air pressure during one day increased the concentration in soil at shallow soil layers. The effect of soil water content on
Rn concentration in soil was also observed.

Times Cited Count:5 Percentile:40.60(Instruments & Instrumentation)A phoswich detector composed of a thin plate CsI(Tl) scintillator and a plastic scintillator (BC-400) has been designed and evaluated to improve the sensitivity in the low-energy region of large-area plastic scintillation detector. Applicability of the CsI(Tl)/Plastic phoswich detector was examined on radioactivity measurement of massive and large-area materials. The rise-time discrimination technique was applied in order to further improve the minimum detectable activity in the low-energy region. On the basis of the estimation of minimum detectable activity, it was made clear that the energy range of large-area plastic scintillation detector can be expanded down to a few tens of keV by adding a thin plate CsI(Tl) scintillator.

We have designed and developed a measurement system to certify radioactive wastes below the clearance level. By advancing non-destructive
-ray assay technology, it aims at quantitative determination of radionuclides contained in 200 litter drum/container wastes. Unlike the waste from a nuclear power plant, you have to assume that the waste originating from radioisotope usage and nuclear research laboratory have a variety of contents and a complex mixture of radionuclides, and furthermore the uniformity of activity concentration is unknown. To cope with the problems, we have developed the
-ray measuring instruments (units) with effective improvement of capability against each problem. They are (1) germanium
spectrometry unit for enhanced peak identification, (2) positioning detection unit for positioning of
interactions and (3)high-efficiency detection unit for separation of low-energy component. This report summarizes the direction of the clearance level measuring system and the three developed measuring units with their performances.

This presentation is a part of session which is titled securing and fostering the younger experts responsible for radiation protection. Speaker reports results of current status survey for securing and fostering the radiation protection (RP) engineers. The reports are based on comments from 20 organizations such as RP-related research institute, radiation monitoring institute, and industries. In addition, proposals about activities for development of engineer resources, which are desired by engineers of young researchers association of Japan Health Physics Society, are reported. These results of surveys both organizations and young RP engineers are concluded as follows: In order to foster young RP engineers, both subjects are recognizing that (1) actively participating RP engineers in RP-related conferences and committees and (2) developing own specialty are more effective measure. Young RP engineers aspire, (3) to have responsibility for own work and to increases various experiences.
