Neutron and synchrotron X-ray diffraction for LaCo$$_{1-x}$$ Rh$$_{x}$$O$$_{3}$$ have been carried out in order to investigate the structural properties related with the spin state of Co$$^{3+}$$ ions. We have found that the values of the Co(Rh)-O bond lengths in the Co(Rh)O$$_{6}$$ octahedron of LaCo$$_{0.8}$$Rh$$_{0.2}$$O$$_{3}$$ are nearly identical at 10 K. The lattice volume for the Rh$$^{3+}$$ substituted samples decreases with the thermal expansion coefficient similar to that of LaCoO$$_{3}$$ from room temperature, and ceases to decrease around 70 K. These experimental results favor a mixed state consisting of the high-spin state and low-spin state Co$$^{3+}$$ ions, and suggest that the high-spin state Co$$^{3+}$$ ions are thermally excited in addition to those pinned by the substituted Rh$$^{3+}$$ ions.

We have investigated the critical phenomena of the metal-to-insulator (MI) transition of $$beta$$-Na$$_{0.33}$$V$$_{2}$$O$$_{5}$$. The critical exponent $$beta$$ of 0.226(3) and anisotropic diffuse scattering suggest that the MI transition of $$beta$$-Na$$_{0.33}$$V$$_{2}$$O$$_{5}$$ is two-dimensional in nature and that the dimension of the order parameter is not Ising. The non-Ising-like order parameter indicates that the MI transition is not a simple order-disorder type such as that of $$alpha$$'-NaV$$_{2}$$O$$_{5}$$ but charge-density-wave-like, where the valence at each V site is continuous and the arrangement is modulated. This closely corresponds to the situation predicted by neutron diffraction measurements and NMR measurements.

The present report contains the achievement of "Research and Development on Reduced-Moderation Light Water Reactor with Passive Safety Features", which was performed by Japan Atomic Energy Research Institute (JAERI), Hitachi Ltd., Japan Atomic Power Company and Tokyo Institute of Technology in FY2000-2002 as the innovative and viable nuclear energy technology (IVNET) development project operated by the Institute of Applied Energy (IAE). In the present project, the reduced-moderation water reactor (RMWR) has been developed to ensure sustainable energy supply and to solve the recent problems of nuclear power and nuclear fuel cycle, such as economical competitiveness, effective use of plutonium and reduction of spent fuel storage. The RMWR can attain the favorable characteristics such as high burnup, long operation cycle, multiple recycling of plutonium (Pu) and effective utilization of uranium resources based on accumulated LWR technologies.

A Si crystal analyzer near backscattering spectrometer DNA which covers the area of the micro-eV energy range in the Q-E space, where it is expected to explore sciences on atomic, molecular and spin dynamics in the nanosecond time range has been installed at BL02 of the Materials and Life Science Experimental Facility (MLF) of the Japan Proton Accelerator Research Complex (J-PARC) until at the end of February 2012. Then, various on-beam commissioning has been done for about a year with handling continuing user program. In this report, we will introduce specifications, current status of the instrument.
