This study investigated the effect of radioactive cesium-rich microparticles (CsMPs) on the radiocesium (RCs) concentration and distribution coefficient (Kd) in two rivers, Takase River and Kami-Oguni River, flowing in the watersheds with different radioactive contaminated conditions in Fukushima Prefecture. Unlike RCs adsorbed on to the suspended solids (SS), there was no correlation between the RCs concentration derived from CsMPs and the SS concentration in both rivers. Inflow of CsMPs to the targeted rivers was contingent. CsMPs were detected only in some samples during rainfall. Furthermore, the proportion of RCs concentration derived from CsMPs in the average RCs concentrations per unit mass of SS in both rivers during rainfall were not large, which were 10% or less. As a results, CsMPs did not significantly increase particulate RCs concentration and had little effect on Kd in both river water flowing the watershed with different RCs contaminated condition.

福島第一原子力発電所事故後、多くの自治体や政府、研究機関によって住民の個人被ばく線量が評価されてきた。この評価には、個人線量計による測定やシミュレーションなど、目的に応じて様々な方法が用いられてきたが、評価内容や方法に関する情報は体系的に整理されていない。これまでに蓄積された個人被ばく線量評価の知見や経験を包括的にレビューし、評価手法の特徴を把握することは、政府の政策立案に続き、放射線防護やリスクコミュニケーションに非常に有用である。本報告書では、FDNPS事故後の住民被ばく線量評価に関する国や研究機関の取り組みについて、第1部で概観し、第2部では、FDNPS事故後の住民被ばく線量評価に関する国や研究機関の取り組みについて概観した。一方、個々の被ばく線量を評価する方法には、それぞれ不確実性や適切な評価のために考慮すべき点 が存在する。これらの知見や経験は、評価の実施や評価結果を政府の政策立案に活かすために重要であり、本稿のPart2でまとめている。

Cesium-rich microparticles (CsMPs) with high cesium-137 ($$^{137}$$Cs) concentrations were released and deposited in surface soil after the Fukushima Daiichi Nuclear Power Plant accident. Radioactive materials on the soil surface layer enter rivers owing to soil erosion during rainfall. In this study, we investigated CsMPs runoff through the river via soil erosion during rainfall in the Takase River watershed in Namie Town, Fukushima Prefecture, Japan. CsMPs were rarely detected in suspended solids (SS) in water samples collected during four rainfalls between February and July 2021. Furthermore, the proportion of $$^{137}$$Cs concentration derived from CsMPs to $$^{137}$$Cs concentration in the form of SS (particulate $$^{137}$$Cs) in the water was $$sim$$6% on average, which suggests that $$^{137}$$Cs runoff in the form of CsMPs from the forest to the Takase River was not large.

We developed a watershed-geochemical model for simulating dissolved and particulate $$^{137}$$Cs discharges from a forest catchment in the upstream of the Ohta River. We connected a forest ecosystem compartment model to the 3-D watershed model GETFLOWS (GEneral-purpose Terrestrial Fluid-flow Simulator) to describe the dynamics of $$^{137}$$Cs between the forest ecosystem and the river system. The compartment model included sites for non-leachable and leachable $$^{137}$$Cs in the organic layer. The latter sites could model how stocks of leachable $$^{137}$$Cs increase with ambient temperature and consequently the rate of decomposition of organic matter. The simulation results for dissolved $$^{137}$$Cs concentrations in river water for the period 1 January 2014 to 31 December 2015 were in good agreement with measurements from the catchment. The simulations reproduced the dissolved $$^{137}$$Cs concentration peaks that occurred during three typhoon events and the seasonal variations under base flow conditions. The results support theories which suggest leaching from the organic layer in forests is a primary factor affecting dissolved $$^{137}$$Cs concentrations in river water under base and storm flow conditions.

To better understand the radiation environment in urban area, this study investigated temporal changes in air dose rate as well as $$^{137}$$Cs inventories (Bq m$$^{-2}$$) in both residential areas and agricultural fields. The air dose rate decreased faster in residential areas than in agricultural fields. It was also observed that the $$^{137}$$Cs inventory on paved surfaces decreased with time due to horizontal wash-off, while the permeable surfaces showed no significant temporal changes unless decontamination. Our results suggest that the horizontal wash-off of $$^{137}$$Cs on the paved surfaces facilitated the decrease in air dose rate in urban areas to a greater extent compared with agricultural fields, of which air dose rate was decreased due to vertical migration of $$^{137}$$Cs.

The ambient dose equivalent conversion coefficient (ADC) for converting from the radionuclide inventory to the ambient dose equivalent rate (ambient dose rate) is used to estimate exposure doses. We have collected actual data, ambient dose rate at 1 m above the ground level and vertical distribution of radiocesium in the soil sample, around the Fukushima Daiichi Nuclear Power Station (FDNPS). The actual data during FY2011-FY2019 is used for confirming the validity of ADC. The ADC assuming the vertical distribution of radioceisum were calculated with relaxation mass depth. Good correlation was found between the calculated inventory by the ambient dose rate and ADC in this study and actual radiocesium inventory. Therefore, the ADC in this study sufficiently reflected the actual deposition status of radiocesium on the ground surface after the FDNPP accident.

Our goal is to review and synthesize knowledge obtained after the Fukushima Dai-ichi and Chernobyl Nuclear Power Plant accidents to provide important information to better understand environmental radiation in urban areas. As was reported in Europe, the cesium-137 ($$^{137}$$Cs) inventory (Bq m$$^{-2}$$) was high on soil grounds but relatively low on impermeable surfaces such as roads and roofs because of the high initial runoff and wash-off of $$^{137}$$Cs from surfaces. The air dose rate in urban areas decreased faster than that in other land uses owing to large $$^{137}$$Cs wash-off on pavements and anthropogenic effects, such as decontamination. Thus, environmental recovery in urban area was thought to be facilitated by human activities and $$^{137}$$Cs wash-off, reducing radiation risk of local residents comparing to the other land uses.

Comparison of dose rates from four surveys around the Fukushima Daiichi Nuclear Power Plant for location factor evaluation

[背景] 9年前の福島第一原子力発電所事故により放出された放射性核種は、現在も様々な研究チームや日本政府によりモニタリングが行われている。異なる調査結果を比較することで、被ばく量や当該地域の都市環境における放射性セシウムの挙動メカニズムを評価することができる。そこで、本研究ではビッグデータを用いて、土地利用と周辺線量率(空間線量率)の時間変化との関係を明らかにした。[材料と方法] FDNPPの80km圏内に1$$times$$1km$$^{2}$$のメッシュを連続して設定し、異なる調査結果を比較検討した。そして、すべての調査メッシュから解析データセットを作成し、空間線量率の時間変化を解析した。選択したメッシュには、歴代の調査キャンペーンで得られたすべての調査タイプ(空中,定点,バックパック,車載)のデータが含まれている。[結果と考察] 次に、このデータセットを用いて測定対象に依存する各調査結果の特徴を評価した。データセット解析の結果、例えば、カーボーン調査の視野は舗装道路に限定されるため、カーボーン調査の結果は他の調査結果よりも小さくなることがわかった。また、4つの調査方法の特徴を考慮し土地利用の違いによる立地要因の評価も行った。FDNPP事故後9年経過した時点で立地係数は0.26から0.49の範囲にあり、空間線量率の半減期は0.5秒であった。

After the Fukushima Dai-ichi Nuclear Power Plant accident, atmospheric radiocesium concentration has been monitored by the Nuclear Regulation Authority (NRA) as a national project to assess its temporal change from August 2011 to November 2017. During the first two years, the atmospheric radiocesium concentration ranged between 10$$^{-1}$$ - 100 Bq m$$^{-3}$$, while concentrations of 10$$^{-5}$$ - 10$$^{-1}$$ Bq m$$^{-3}$$ were detected about seven years after the accident. Moreover, two years after the accident, the resuspension factor (RF) ranged between 10$$^{-7}$$ - 10$$^{-6}$$ m$$^{-1}$$ and gradually decreased to 10$$^{-11}$$ - 10$$^{-7}$$ m$$^{-1}$$ over time. Thus, the time dependence of RF can be divided into two phases, including a rapid decrease for the first two years, followed by a slow decreasing phase. The annual average RF values were also reduced by about half due to decontamination. Furthermore, to investigate the impact of anthropogenic activities on the RF temporal change, the monitoring data were classified into two groups, namely inside and outside the Fukushima evacuation zone. The RF decreased faster in the second than in the first group, which was consistent with the reported data on the time dependence of the air dose rate, suggesting that anthropogenic activities can promote environmental remediation and thereby reduce atmospheric radiocesium content. In addition, the currently observed RF reduction was faster than that reported for the Chernobyl Nuclear Power Plant accident for the same period, consisting with faster environmental remediation at catchment scale in Fukushima compared to Europe.

Antimony from brake dust to the combined sewer collection system via road effluent under rainy conditions

We investigated influence of road effluent on Antimony (Sb) in combined sewer water under rainy and dry weather conditions. Sb in road effluent showed significantly higher concentration than sewer, and Sb concentration in sewer during the wet weather was also significantly higher than that during the dry weather. Furthermore, Sb concentration in the sewer water decreased with time during a wash-off event. Clear positive relationships between Sb and Cu, and Sb and Ba in both in road effluent and road dust extract indicated an impact from brake abrasion because brake lining contains Cu, Sb and Ba in high concentration. Approximately 42% of Sb load occurred during the wash-off event while those of Cu and Ba were much less. Unlike Cu and Ba, we conclude that Sb in combined sewer water is largely dependent on road effluent during wet weather, resulted by wash-off of road dust probably associating with brake lining abrasion.

家屋内での外部被ばく線量評価において、家屋内外の放射能分布の情報は有用である。本研究では、対象とした家屋周辺の土壌と家材サンプル(床,内壁,天井,外壁,屋根)を収集した。それらサンプルの放射能をHPGe検出器で測定した。地面に対する床,内壁,天井,外壁,屋根の相対表面濃度はそれぞれ3$$times$$10$$^{-3}$$ $$sim$$ 7$$times$$10$$^{-2}$$, 6$$times$$10$$^{-5}$$ $$sim$$ 4$$times$$10$$^{-4}$$, 7$$times$$10$$^{-5}$$ $$sim$$ 3$$times$$10$$^{-4}$$, 2$$times$$10$$^{-3}$$ $$sim$$ 1$$times$$10$$^{-2}$$, and 4$$times$$10$$^{-3}$$ $$sim$$ 2$$times$$10$$^{-1}$$であった。相対表面濃度は材質,位置及び表面の向きによって異なった。
