Curriculum development of the computer security training course in Japan

Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) hosted the national training course on computer security for the relevant government officials and operators in May 2014. The paper introduces methodology for the curriculum development of ISCN and IAEA for that course as well as challenges and lessons learned.

Detailed property checking of suspicious objects with active neutron non-destructive methods using a D-T pulsed neutron source

The special nuclear materials (SNMs) and radioactive materials in a suspicious object could be detected by the passive and/or active neutron and $$gamma$$-ray detection systems. It would be necessary for safe dismantling, transportation and nuclear forensics that the detailed inner structure checking system of detected suspicious objects should be operated after the detection. The detection system of the SNMs for a baggage inspection had already been developed at the JAEA, and it was confirmed that the concealed SNMs in a baggage could be detected with very high sensitivity by the prototype system. The detection time of SNMs was less than five seconds in many cases. And the JAEA has developing the SNM measurement and an explosive detection systems using the JAEA-Type deferential die-away analysis and prompt $$gamma$$-ray analysis techniques at present under the project "Development of active neutron non-destructive assay technique".

Secure detection of nuclear material in a heavy shielding and reliable investigation of inner structure of the shielding using mono-energetic high energy and high intensity $$gamma$$-rays

Monochromatic $$gamma$$-rays produced by laser Compton scattering could be used for detection of nuclear material with cobined use of nuclear resonance flourescence. By using ERL (Energy Recovery Linac) based $$gamma$$-ray source for producing high intensity, it is possible to detect nuclear material inside an heavily shielded object and also to have clear imaging inside of it. In this poster presentation, a prospect of application of the $$gamma$$-ray source to nuclear material detection system.

Development of the group discussion method for nuclear security culture promotion; Good practice of Japan

This presentation will describe Japan's experience to develop nuclear security culture promotion activity for specific target audiences. It also describes how ISCN transformed real case examples into discussion topics which are specific enough to be relevant to the participants' tasks; realistic enough for participants to feel the topic familiar to them and personalize the issue, but not revealing sensitive information; and easy and general enough for participants to discuss the topic without any specialized knowledge or skills. As the international community strengthens activities to promote nuclear security culture, demand for the practical guide to how to do it increases. The presentation will share Japan's experience and assist others to develop more interactive culture promotion activities of their target audiences.

Strengthening response capabilities; Development of TTX training for nuclear facilities in Japan

The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of Japan Atomic Energy Agency (JAEA) of Japan developed a national training course on the tabletop exercise (TTX), with the support of National Nuclear Security Administration of United States Department of Energy (DOE/NNSA) and the Sandia National Laboratories (SNL), and successfully conducted the first pilot course at a nuclear power plant in Japan in December, 2015. This paper will describe how ISCN developed the TTX course for that facility with good practices and challenges associated with the course design and implementing process.
