Consideration on UK Withdrawal from EURATOM

The United Kingdom, UK, in March 2017, notified the withdrawal from the European Union, EU. Since EURATOM is managed by the same organisation of EU, the withdrawal from EURATOM is considered to be unavoidable. UK has to define the regulation for the measures covered by EURATOM which include the implementing safeguards in the civil UK nuclear facilities and the nuclear cooperation agreements between EURATOM and third nations. UK experts recognise that such re-arrangements within 2-years are very tough hurdle, so that some alternative measures are proposed by industry side. For peaceful nuclear use in Japan, hindrances on the smooth transfers of nuclear materials and equipment between UK are concerned. This paper will discuss the UK withdrawal from EURATOM focused on the UK's correspondence and the potential influence on cooperation with Japan in view of nuclear non-proliferation.

Against the background of the serious shortage of $$^{3}$$He gas, the Japan Atomic Energy Agency (JAEA) has newly developed an alternative ZnS ceramic scintillation neutron detector for the safeguards, with the support of the government (MEXT). A demonstrator of plutonium inventory sample assay system (ASAS) has been also developed as an alternative HLNCC (High Level Neutron Coincidence Counter). The results from numerical simulations using Monte-Carlo code MCNPX showed that the fundamental performances of ASAS equipped with the 24 alternative neutron detectors, such as neutron detection efficiency and die-away time, equal to or higher than those of conventional HLNCC could be obtained. Here we present the inner mechanical structure of ASAS, together with the results of the simulating design.

Environmental sampling from the hot cell in the Tokai Reprocessing Plant for safeguards

Environmental Sampling from the hot cell in the Operating Testing Laboratory (OTL) of the Tokai Reprocessing Plant is implemented as an inspection of International Atomic Energy Agency (IAEA) for the first time. The specified sampling place requested from IAEA inspector is a device inside the hot cell. Since it is expected to be highly radioactive, the dose rates of samples and inside the hot cell are evaluated in advance. Also, the threshold dose rates of samples are determined. Subsequently, the sampling procedure describing radiation protection has been prepared. The environmental sampling from OTL hot cell is safely performed in accordance with the procedure and the radioactivity of sample is measured. The samples are categorized as Excepted Package according to the transport regulation and are transported to Safeguards Analytical Services of IAEA.

The JAEA has just started the new program "Development of active neutron NDA techniques" collaborating with EC-JRC. The final purpose of this program is to establish the measurement techniques for the high radioactive special nuclear material such as MA-Pu fuel for transmutation of minor actinide and for nuclear security applications. In this program, JAEA will conduct the R&D on active neutron non-destructive measurement techniques, DDA, NRTA, PGA/NRCA and DGS.

Improved holdup blender assay system (IBAS) slope validation measurements to improve nuclear material accountancy of high alpha holdup

The IBAS (Improved Holdup Blender Assay System) system for safeguards and nuclear material accountancy (NMA) of holdup measurements is used at PCDF. The purpose of this detector is to measure the doubles rate from each glovebox in order to determine the mass of Pu holdup. In order to establish calibration curves for the IBAS detector and improve the holdup measurement methodology, JAEA conducted the IBAS calibration exercise with LANL support using MOX standards in 2010. In 2011, a cleanout exercise was performed and the results showed that the holdup removed from the glovebox had a significantly higher alpha term (alpha = 15.8 - 31.5) than the MOX standards (alpha = 0.67) used to establish the 2010 calibration curves. To further investigate these findings, JAEA conducted slope validation measurements in 2013 to confirm the validity of IBAS calibration slopes for the case of high alpha holdup. This paper describes the IBAS slope validation tests, analysis of the experimental results, and the evaluation of the need for a correction factor for the high alpha holdup. Quantifying the alpha term of the holdup in each glove box and understanding how this value changes over time is important to improving the overall NMA at PCDF. The results from this work will provide invaluable experimental data that directly supports safeguards and NMA measurements of plutonium holdup in gloveboxes.

Addressing training needs of security and safeguards implementation officers at nuclear facilities

Officers at nuclear facilities have substantial responsibilities in the management of nuclear materials: They have to assure that nuclear material is properly controlled and accounted for; they need to detect and deter unauthorized access and removal of nuclear material and protect it from an insider or an outsider threat. At the same time, they need to comply with their State's commitments on nuclear nonproliferation that uses nuclear material accountancy as a fundamental verification measure. To perform such a variety of tasks, facility officers responsible for safeguards and security require a set of Skills, Knowledge and Attitudes commensurate with their responsibilities and tasks. To address this needs, the IAEA and its Member States have conducted a series of training courses, the vast majority of which were targeted to regulatory authorities on safeguards or nuclear material accountancy topics. There are few courses dedicated to facility officers or operators addressing holistically their security and safeguards requirements. This paper analyses the evolution of training courses for authorities and facility personnel in a changing environment from nuclear nonproliferation focused-era to the current broader approach encompassing safeguards and security. Then it recalls some conceptual developments of the recent past and attempts to justify a change in direction on the focus of Member State's training. Finally, it brings some specific proposals towards strengthening and increasing security and safeguards training in Nuclear Material Accountancy and Control relevant to the tasks and responsibilities of safeguards and security practitioners at the facility level.

To establish an alternative technique of He-3 neutron detector that is used for nuclear material accountancy and safeguards, we have started an R&D project to develop a new type of neutron detector (Pu NDA system) using ZnS/$$^{10}$$B$$_{2}$$O$$_{3}$$ ceramic scintillator with support of Japanese government. The design of the alternative system (ASAS: Alternative Sample Assay System) is basically referenced from INVS (INVentory Sample assay system) which is passive neutron assay system of plutonium and has total 18 He-3 tubes (about 42% of counting efficiency), and the small amount of Pu in the MOX powder or Pu nitrate solution in a vial can be measured. In order to establish the technology and performance after the fabrication of the new detector progresses, we are planning to conduct demonstration activity in the early 2015 experimentally. The demonstration activity implements the confirmation of reproducibility about sample positioning, optimization of detector parameters, counting statistical uncertainty, stability (temperature and $$gamma$$-ray change) check and figure of merit (FOM) using check source and actual MOX powder. In addition to that, performance comparison between current INVS and the ASAS are also conducted. In this paper, we present some analytical study results using a Monte-Carlo simulation code (MCNP), entire ASAS design and demonstration plan to prove technology and performance.

In Japan Atomic Energy Agency, the helium-3 alternative neutron detector using ceramic scintillators for nuclear safeguards is under development with the support of the government. The alternative detector module consists of four components: an aluminum regular square tube, a light reflecting foil put on the inner surface of the square tube, a rectangular scintillator sheet sintered on a glass plate, and two PMTs provided at both ends of the tube. The scintillator sheet is fit on the diagonal inside the square tube. The light transport property of scintillator lights inside the tube influences on the fundamental performance of the alternative detector. Therefore, the properties of the lights emitted on the surface of the scintillator sheet and scintillation lights passing through the glass plate to the PMTs in several arrangements of the scintillator in the tubes were investigated with a ray-tracing simulation. The results are described in comparison with the experimental results.
