The series of Nuclear Security Summit, initiated by President Barack Obama, was held biennially, four times since 2010, and played an important role in promoting international efforts to enhance nuclear security. Despite Russia's refusal to participate in the fourth meeting, these summit-level meetings have gained both international and domestic attention, which have led to remarkable improvements in the field of nuclear security of each participating country. Therefore, there is an urgent need to take continuous measures to keep this momentum alive even after the final Nuclear Security Summit concluded in 2016. The challenges in strengthening nuclear security, prospects in the post-Nuclear Security Summit phase, as well as efforts and measures that Japan should pursue are investigated.

As to nuclear security measures against external threats to nuclear fuel cycle facilities, not only preventive measures against intrusion into such facilities, but also early detection of such intrusions have been implemented. However, considering current and frequent international terrorist attacks around the world, nuclear security measures against insider threats in facilities, including a system to determine the trustworthiness of personnel, have also been discussed and then going to be implemented. On the other hand, risks of insider threats in nuclear fuel cycle facilities have rarely been released in detail in the past. The authors have made a conceptual study on the possible occurrence of insider threats and their influence at each type of nuclear fuel cycle facility, from viewpoints of nuclear material types, processes and work methods of each facility.

At the request of the University of Tokyo, we conduct a lecture entitled "The Physical Protection of Nuclear Material in the Nuclear Facilities" at the "2020 Nuclear Special Lecture". In this lecture, each physical protection measures stipulated by domestic laws will be explained. In the explanation, specific examples will be given for each physical protection measures such as area-setting and access-control for the physical protection of nuclear materials. Especially, among the physical protections measures, nuclear-security-culture-activities and measures against insider-threats will be introduced together with the efforts of JAEA.
