Issues associated with radiation protection after Fukushima Daiichi Nuclear Power Plant disaster

Various analysis reports focused on Fukushima Daiichi Nuclear Power Plant disaster have been published from government, national diet, private group and Tokyo electric power company. Japan Health Physics Society (JHPS) analyzed these reports on perspective of radiation protection, and has reported towards the national and international society as "second-order recommendation report". What are radiation protection issues that have been found from these analysis reports? What is the direction of the goal of radiation protection system at the time of nuclear accident? From the results of these analyzes, many challenges have been found in current nuclear disaster prevention system.

Acquisition and provision of conference proceedings in the science and technology field; Case of Japan Atomic Energy Research Institute Library

Conference proceedings are information resources used for researchers to access latest research trends. Although they are important materials that should be collected by the library, it is generally very difficult to acquire them because they are not commercially available. JAERI (Japan Atomic Energy Research Institute) Library collects about 19,000 proceedings and makes them available for the researchers. This paper introduces JAERI Library's experience in acquiring conference proceedings in a variety of ways including collecting conference information from academic societies or researchers, utilizing INIS (International Nuclear Information System) database as well as provision of conference proceedings. JAERI-Conf series, which are the proceedings of conferences hosted by JAERI and published as JAERI's research reports, are also introduced.

A Consideration of retrievability in geologic disposal of radioactive wastes

Geologic disposal cannot be implemented based only on the consensus of the engaged technical community, and needs the wide social agreement and confidence for it. This is now a common understanding in many countries. Under this kind of recognition, the concept of retrievability in geologic disposal of radioadive wastes has been rapidly interested inrecent years and has being discussed in several European countries. For example, EC has cooperated the concerted action on the retrievability of long-lived radioactive waste with the joining of nine countries, and the expert group on disposal concepts for radioactive waste (EKRA) set up by the Swiss government has presented its findings on the new concept of the long-lived radioactive waste management considering the retrievability. The OECD/NEA has also discussed on this issue and published the documents. There are some countries where the legislation requires the retrievability. This paper briefly summarizes the important findings and recommendations on the concept of retrievability, as the results of review of some interesting documents from European countries, for the purpose of reflecting to the research and development of geologic disposal in Japan.

We summarized the conditions and results of all dissolution experiments (bench scale experiments (dissolution of sheared fuel pins) and beaker scale experiments (dissolution of a few sheared fuels pieces) of the irradiated fast reactor fuels, which were carried out in the Chemical Processing Facility (CPF). The fabrication and irradiation conditions of the dissolved fuels were also put in order.

This report consists of three items: (1)Study of the repository configuration, (2)Study of the surface facilities configuration for construction, operation and buckfilling, (3)Planning schedule, In the repository configuration, the basic factors influencing the design of the repository configuration are presented, and the results of studies of various possible repository configurations are presented for both hard and soft rock systems. Here, the minimum conditions regarding geological environment required to guide design are assumed, because it is difficult to determine the repository configuration without considering specific conditions of a disposal site. In the surface facility configuration, it is illustrated based on the results of construction, operation, buckfilling studies for underground disposal facility and EIS report of CANADA. In the schedule, the overall schedule corresponding to the repository layout is outlined in link with the milestone of disposal schedule set forth in the government's basic policy. The assumptions and the basic conditions are summarized to examine the General Schedule from start of construction to closure of a repository. This summaly is based on the technologies to be used for construction, operation and closure of a repository. The basic national policies form the framework for this review of the general schedule.

J.H.Bottcher started his intemational Fellow position at PNC on March 25, 1996.During his 15 months in PNC he worked in the Irradiation Section of the Experimental Reactor Division. There he worked on conceptual design reviews and related the US irradiations methodology to the members. His work extended to other Divisions at OEC and Tokai Works, mainly related to fuel development and irradiation performance. In these efforts he published two papers, wrote a desip review document, and presented six lectures on irradiated fuels and materials. In addition he participated in coordinating a new four year PNC/DOE collaborative program on irradiated steels characterization.
