In developing an accelerator-driven nuclear transmutation system (ADS), it is necessary to solve technical issues related to proton beams, such as the development of materials that can withstand high-intensity proton beams and the characterization of subcritical cores driven by proton beams. Therefore, at the high-intensity proton accelerator facility J-PARC, a transmutation experimental facility that actually conducts various tests using a high-intensity proton beam is being planned. This paper introduces the outline and future direction of the transmutation experimental facility.

JAEA is pursuing research and development (R&D) on volume reduction and mitigation of degree of harmfulness of high-level radioactive waste. Construction of Transmutation Experimental Facility (TEF) is under planning as one of the second phase facilities in the Japan Proton Accelerator Complex (J-PARC) program to promote R&D on the transmutation technology with using accelerator driven systems (ADS). The TEF consists of two facilities: ADS Target Test Facility (TEF-T) and Transmutation Physics Experimental Facility (TEF-P). Development of spallation target technology and study on target materials are to be conducted in TEF-T with impinging a high intensity proton beam on a liquid lead-bismuth eutectic target. Whereas in TEF-P, by introducing a proton beam to minor actinide loaded cores, reactor physical properties of the cores are to be studied, and operation experiences of ADS are to be acquired. This report summarizes results of safety design for establishment permit of one of two TEF facilities, TEF-P.

JAEA is pursuing R&D on volume reduction and mitigation of degree of harmfulness of high-level radioactive waste based on the "Strategic Energy Plan" issued in April 2014. Construction of Transmutation Experimental Facility is under planning as one of the second phase facilities in the J-PARC program to promote R&D on the transmutation technology with using accelerator driven systems (ADS). The TEF consists of two facilities: ADS Target Test Facility (TEF-T) and Transmutation Physics Experimental Facility (TEF-P). Nuclear transmutation got much interested as an effective option of nuclear waste management. Japan Atomic Energy Agency (JAEA) proposes the transmutation of minor actinides (MA) by accelerator-driven system (ADS) using lead-bismuth alloy (Pb-Bi). To obtain the data for ADS design, JAEA plans to build a Transmutation Experimental Facility (TEF) in the J-PARC project. TEF consists of two buildings, an ADS target test facility (TEF-T) with 400MeV-250kW Pb-Bi target, and a Transmutation Physics Experimental Facility (TEF-P), which set up a fast critical assembly driven by low power proton beam with MA fuel. In TEF-T, irradiation test for materials, and engineering tests for Pb-Bi target operation will be performed. Various research plans such as nuclear data measurements have been proposed and layout of the experimental hall are underway. In the presentation, roadmap to establish the ADS transmutor and latest design activities for TEF construction will be summarized.

JAERI is conducting the study on the dedicated transmutation system using the accelerator driven subcritical system (ADS). A subcritical reactor with the thermal power of 800 MW has been proposed. Many research and development activities including the conceptual design study are under way and planned at JAERI to examine the feasibility of the ADS. In the field of the proton accelerator, a superconducting LINAC is being developed. In the field of the spallation target using lead-bismuth eutectic (LBE), material corrosion, thermal-hydraulics, polonium behavior, and irradiation effect on materials are being studied. Moreover, in the framework of the J-PARC project, JAERI plans to construct the Transmutation Experimental Facility (TEF) to study the feasibility of the ADS using a high-energy proton beam and nuclear fuel and to establish the technology for the LBE spallation target and relevant materials.

The photo neutralization method with Nd:YAG laser for negative hydrogen ions has been expected as an available candidate for the transverse beam profile measurement. The fraction of photo detached electron can also be used for charge exchange procedure to extract very low power proton beam for Transmutation Experimental Facility in J-PARC. The laser system has advantages of maintenance and radiation hardness in high intensity proton accelerators. In order to establish the low power beam extraction system and beam profile monitor, the photo neutralization efficiency must be surveyed in practical beam line with high intensity H beam. In this paper, an experimental set-up and preliminary results of photo neutralization method for intense H
beam in J-PARC MEBT1 are described.

A 3.115m long, 324MHz, 3MeV radio-frequency quadrupole (RFQ) linac is used as the first RF accelerator of the J-PARC linac. We have performed RFQ simulations to provide a particle distribution for an end-to-end (from the RFQ entrance to the injection point of the rapid cycling synchrotron (RCS)) simulation of the J-PARC linac. Two simulation codes, PARMTEQM and TOUTATIS are used for the RFQ simulations. The simulated emittances show good agreements with the ones measured at the exit of the medium energy beam transport (MEBT).

Minor actinide (MA) and long-lived fission product (LLFP) keep their radiological toxicity in high level waste of nuclear fuel cycle for long period. In order to transmute such nuclides to short-lived or stable ones, the Accelerator-Driven Transmutation System (ADS) is proposed and developed. This article presents the current status of the research and development on ADS, technical issues to be solved, the experimental program under the framework of the High-Intensity Proton Accelerator Project (J-PARC), and worldwide activities.

The surviving curve and RBE of dose components generated in boron neutron capture therapy (BNCT) were separately determined in neutron beams at JRR-4. Surviving fraction of V79 cell with or without B was obtained using an epithermal neutron beam (ENB), a mixed thermal-epithermal neutron beam (TNB-1), and a thermal neutron beam(TNB-2), which were used or planned to use for clinical trial. The cell killing effect of these beams depended highly on the neutron beam used, according to the epithermal and fast neutron content in the beam. RBE of the boron capture were 3.99
0.24, 3.04
0.19 and 1.43
0.08, RBE of the high-LET dose components based were 2.50
0.32, 2.34

0.28 for ENB, TNB-1 and TNB-2, respectively. The experimental determination of biological effectiveness factor outlined in this paper is applicable to the dose calculation for each dose component of the neutron beams and contribute to an accurate RBE as comparison with a neutron beam at a different facility employed in ongoing and planned BNCT clinical trials.
