The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2023. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station (1F), Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2022, this report summarizes the research results of the "Development of radiation field mapping measurement system based on high radiation tolerant solar cells for low-light illumination" conducted in FY2023. The present study aims to develop a system that can map radiation fields by applying independent and remotely operated sensors to obtain radiation information in the Primary Containment Vessel (PCV) in real time. The system will be implemented in a real environment to ensure the safety of workers and equipment by monitoring the leakage of gamma rays and neutrons, which are highly penetrating and can be a cause of accidents. A solar cell dosimeter is being developed as a compact sensor of the built-in potential drive type that utilizes a device with high radiation tolerance that has been developed as a solar cell for space use. The CIGS solar cell dosimeter is the basis for the development of a system with high functionality and systemization for 1F packaging. In FY2023, we will investigate the conditions for creating a flexible device based on the structure of a CIGS solar cell device, and clarify the initial characteristics of a prototype device using a CIGS device on a glass substrate through irradiation tests using gamma rays, electron beams, and neutron beams. In the neutron detection structure, we will explore the conditions for applying the conversion material boron, investigate the conditions for adjusting the particle size of the powder material by milling, and select the coating method and solvent conditions. In mapping measurements, we will develop a system that can display dose information by measuring multiple sensors.

This report presents results of the investigations on the distribution-mapping project of radioactive substances owing to TEPCO Fukushima Daiichi Nuclear Power Station (FDNPS) conducted in FY2023. Car-borne surveys, a measurement using survey meters, a walk survey and an unmanned helicopter survey were carried out to obtain air dose rate data to create their distribution maps, and temporal changes of the air dose rates were analyzed. Surveys on depth profile of radiocesium and in-situ measurements as for radiocesium deposition were performed. Based on these measurement results, effective half-lives of the temporal changes in the air dose rates and the deposition were evaluated. Score maps to classify the importance of the measurement points were created, and the temporal changes in the score were analyzed. A system to report the tritium concentration level in seawater to the Nuclear Regulation Authority was operated, and the variation of tritium concentration before and after the discharge of ALPS treated water to the ocean was analyzed. Monitoring data in coastal area performed owing to the comprehensive radiation monitoring plan until FY2023 was analyzed. Using the Bayesian hierarchical modeling approach, we obtained maps that integrated air dose rate distribution data acquired through surveys such as car-borne and walk surveys. Representative life patterns that can be expected after the return to the evacuation-designated restricted area were set, and the cumulative exposure doses were evaluated for the local governments and residents in the area. The measurement results for FY2023 were published on the Web site and measurement data were stored as CSV format. Radiation monitoring and analysis of environmental samples owing to the comprehensive radiation monitoring plan were carried out.

Concept of Pu-burner high temperature gas-cooled reactor (HTGR) was proposed for the purpose of more safely reducing amount of recovered Pu. In Pu-burner HTGR concept, coated fuel particle (CFP), with ZrC coated yttria stabilized zirconia (YSZ) containing PuO$$_{2}$$ (PuO$$_{2}$$-YSZ) small particle and with tri-structural isotropic (TRISO) coating, is employed for very high burn-up and high nuclear proliferation resistance. ZrC layer is oxygen getter. In research project of Pu-burner HTGR carried out from fiscal year of 2014 to fiscal year of 2017, simulated CFPs were fabricated using Ce to simulate Pu. Moreover, simulated fuel compacts were fabricated using fabricated simulated CFPs. In this report, results of microstructural observation of CeO$$_{2}$$-YSZ and ZrC layer at each fabrication step are reported.

Biofilm-mediated interactions between plastics and radiocesium in coastal environments

A ubiquitous distribution of plastic debris has been reported in aquatic and terrestrial environments; however, the interactions between plastics and radionuclides and the radioactivity of environmental plastics remain largely unknown. Here, we characterize biofilms developing on the surface of plastic debris to explore the role of plastic-associated biofilms as an interaction medium between plastics and radiocesium ($$^{137}$$Cs) in the environment. Biofilm samples were extracted from plastics (1-50 mm in size) collected from two contrasting coastal areas in Japan. The radioactivity of plastics was estimated based on the $$^{137}$$Cs activity concentration of the biofilms and compared seasonally with surrounding environmental samples (i.e., sediment and sand). $$^{137}$$Cs traces were detected in biofilms with activity concentrations of 21-1300 Bq kg$$^{-1}$$ biofilm (dry weight), corresponding to 0.04-4.5 Bq kg$$^{-1}$$ plastic (dry weight). Our results reveal the interaction between $$^{137}$$Cs and plastics and provide evidence that organic and mineral components in biofilms are essential in $$^{137}$$Cs retention in environmental plastics.

Growing attention has been given to microbial attachment and biofilm formation on microplastics (MPs; sizes: $$<$$5 mm) in the environment. Here, we explore the microbial communities in the plastisphere to improve our understanding of microbial ecology as well as their impacts on aquatic ecosystems. Using the amplicon sequence of 16S and ITS genes, we identified bacterial and fungal community composition and diversity on MPs, surface waters, bottom sediments, and coastal sands in two contrasting coastal areas of Japan. Significantly different microbial diversity and taxonomic composition were detected depending on sample types and research sites. This research highlights the microbial metabolic functions in MP-associated biofilm, which could be the key to uncovering the true impact of plastic debris on the global ecosystem.

Magnetised zeolite A, zeolite X and Na,K-CHA composites with superparamagnetic nanoparticles of SiO$$_{2}$$-coated Fe$$_{3}$$O$$_{4}$$ or CoFe$$_{2}$$O$$_{4}$$ ferrite spinels were prepared, characterised and tested for ion exchange efficacy. They were synthesised by following three steps, synthesising Fe$$_{3}$$O$$_{4}$$ and CoFe$$_{2}$$O$$_{4}$$ nanoparticles by a solvothermal method, coating the metal oxide particles with SiO$$_{2}$$ by a sol-gel process, and attaching the M$$_{x}$$O$$_{y}$$/SiO$$_{2}$$ onto the zeolites during synthesis. The magnetic zeolites were characterised by X-ray diffraction, X-ray fluorescence spectroscopy, Raman spectroscopy, vibrating sample magnetometry and both scanning and transmission electron microscopy. It was confirmed they had superparamagnetic properties due to successful attachment of the M$$_{x}$$O$$_{y}$$/SiO$$_{2}$$ particles onto the zeolites. Adsorption capacities of Sr$$^{2+}$$ onto the magnetic zeolite A and zeolite X and Cs$$^{+}$$ onto the magnetic Na,K-CHA were also evaluated. The results show the M$$_{x}$$O$$_{y}$$/SiO$$_{2}$$ did not block the adsorption sites of the zeolites and the M$$_{x}$$O$$_{y}$$/SiO$$_{2}$$ particles were not detached from the zeolites during the adsorption experiments.

In order to investigate the cause of the increase in differential pressure in the primary helium circulator filter that occurred during the RS-14 cycle, a clogged filter was investigated. As a result of the investigation, deposits caused by silicone oil were confirmed on the surface of the filter element. These results revealed that the cause of filter clogging was silicone oil mixed into the primary system due to performance deterioration of the charcoal filter in the gas circulator of primary helium purification system. As a measure to prevent the recurrence of this event, in addition to the conventional management based on operating hours for replacing of charcoal filter in the gas circulator of primary helium purification system, we have established a new replacement plan for every three years.

Using the Bayesian hierarchical modeling approach, we obtained maps that integrated air dose rate distribution data acquired through surveys such as car-borne and walk surveys with respect to the region within 80 km from the FDNPS and Fukushima Prefecture. The measurement results for FY2022 were published on the "Database for Radioactive Substance Monitoring Data", and measurement data were stored as CSV format. Radiation monitoring and analysis of environmental samples owing to the comprehensive radiation monitoring plan were carried out.

During shut down of the HTTR (High Temperature engineering Test Reactor) RS-14 cycle, an increasing trend of filter differential pressure for the helium gas circulator was observed. In order to investigate this phenomenon, the blower of the primary helium purification system was disassembled and inspected. As a result, it is clear that the silicon oil mist entered into the primary coolant due to the deterioration of the charcoal filter performance. The replacement and further investigation of the filter are planning to prevent the reoccurrence of the same phenomenon in the future.

The global survey for the presence of microplastics (MPs) in aquatic environments has attracted widespread scientific attention over the past decade. This study demonstrates a multidimensional analytical approach, including isotopic and thermogravimetric analyses to evaluate characteristics and behavior of MPs in the environment. The MP samples were collected in two contrasting coastal areas of Japan. The $$delta$$$$^{13}$$C values of field-collected polyethylene (PE), polypropylene (PP), and polystyrene (PS) MPs were ranged from -25.6 to -31.4, -23.4 to -30.9, and -27.3 to -28.6 per mil, respectively. The differences in $$delta$$$$^{13}$$C signature between MPs with the same polymer types (i.e., PE and PP) but different colors. Through thermal analysis, the single-step endothermic process was observed for environmental PE and PS-MPs. The results reveal that degradation may play a significant role in the behavior and characteristics of MP debris in the aquatic environment.

Evaluation of failure fraction for high burnup High Temperature Gas-cooled Reactor fuel

In high temperature gas-cooled reactors (HTGRs), Tri-isotropic (TRISO)-coated fuel particles are employed as fuel. In the high burnup coated fuel particle, stress due to fission gas pressure and irradiation-induced pyrolytic carbon (PyC) shrinkage is introduced into the coating layers and consequently the stress could cause failure of coating layers under high burnup irradiation condition. A failure model has developed to predict failure fraction of TRISO-coated particle under high burnup irradiation. In the model, failure probability is strongly dependent on the irradiation characteristics of PyC. This paper describes the outline of the failure model and evaluation result of high burnup fuel irradiation experiment by the model.

The measurement results for FY2021 were published on the "Expansion Site of Distribution Map of Radiation Dose", and measurement data were stored as CSV format. Radiation monitoring and analysis of environmental samples owing to the comprehensive radiation monitoring plan were carried out.

A New approach to extracting biofilm from environmental plastics using ultrasound-assisted syringe treatment for isotopic analyses

Characterizing plastic-associated biofilms is key to the better understanding of organic material and mineral cycling in the "Plastisphere"-the thin layer of microbial life on plastics. In this study, we propose a new method to extract biofilms from environmental plastics, in order to evaluate the properties of biofilm-derived organic matter through stable carbon ($$delta$$$$^{13}$$C) and nitrogen ($$delta$$$$^{15}$$N) isotope signatures and their interactions with radionuclides especially radiocesium ($$^{137}$$Cs). After ultrasound-assisted separation from the plastics, biofilm samples were successfully collected via a sequence of syringe treatments. Biofilm-derived organic matter samples (14.5-65.4 mg) from four river mouths in Japan showed $$^{137}$$Cs activity concentrations of $$<$$75 to 820 Bq kg$$^{-1}$$ biofilm (dw), providing evidence that environmental plastics, mediated by developed biofilms, serve as a carrier for $$^{137}$$Cs in the coastal environment. Significant differences in the ($$delta$$$$^{13}$$C and $$delta$$$$^{15}$$N signatures were also obtained for the biofilms, indicating the different sources, pathways, and development processes of biofilms on plastics.

Identification of carbon in glassy cesium-bearing microparticles using electron microscopy and formation mechanisms of the microparticles

The author previously proposed that the Cs bearing microparticle (Type A) may have been formed by melting and atomization of glass fibers (GF) of the HEPA filter in the SGTS due to flame and blast during the hydrogen explosion in Unit 3. If this hypothesis is correct, the Type A could contain or accompany carbon (C), that ignites spontaneously above 623 K, because of the limited time to be heated up, inclusion of C in the binder applied on the GF surface and closely located charcoal filter. As the previous studies did not focus on C, the present analyses were performed with EPMA whether the Type A contains C. The results showed that the Type A contained C originating from the binder, and non-spherical particles accompanied by the Type A and the film surrounding the Type A contained more C, which is thought to originate from the charcoal filter. These results cannot be explained by the other mechanisms proposed so far, and can be explained consistently by the author proposed hypothesis.

Derivation of ideal power distribution to minimize the maximum kernel migration rate for nuclear design of pin-in-block type HTGR

Suppressing the kernel migration rates, which depend on both the fuel temperature and the fuel temperature gradient, under normal operation condition is quite important from the viewpoint of the fuel integrity for High Temperature Gas-cooled Reactors. The presence of the ideal axial power distribution to minimize the maximum kernel migration rate allows us to improve efficiency of design work. Therefore, we propose a new method based on Lagrange multiplier method in consideration of thermohydraulic design in order to obtain the ideal axial power distribution to minimize the maximum kernel migration rate. For one of the existing conceptual designs performed by JAEA, the maximum kernel migration rate for the power distribution to minimize the maximum kernel migration rate proposed in this study is lower by approximately 10% than that for the power distribution as a conventional design target to minimize the maximum fuel temperature.
