To contribute to safety evaluation of fire accident in fuel reprocessing plants, solvent extraction behavior of ruthenium, which could form volatile species, was investigated. Distribution ratios of ruthenium at fire accident conditions were obtained by extraction experiments with several solvent composition at different temperature as parameters. In order to investigate release behavior of ruthenium and europium at fire accident, release ratios of ruthenium and europium were also obtained by solvent combustion experiments.

The mineralization of radioactive contaminated organic wastes by mediated electrochemical oxidation process has some attractive features as alternative to incineration process: The process operates safely at low temperatures and ambient pressures. JAERI has been investigated the process since 1996 and confirmed complete mineralization of this organic solvent. In order to greatly improve current efficiency for the oxidation reaction, further experiments were performed under condition of strong mixing of organic solvent and anolyte with an aide of ultrasonic wave. The current efficiencies for the oxidation reaction by ultrasonic agitation between organic solvent and anolyte were twice to that by mechanical agitation. On the basis of these results, two processes, one for destruction of a small amount of TBP/dodecane and the other for destruction of intermediate compounds following alkaline hydrolysis of a large amount of TBP/dodecane, were proposed.

Washing properties of n-butylamine compounds, which are decomposable by burning or electrolysis, for dibutylphosphoric acid (DBP) and Zr in real and simulated degraded solvents have been investigated. In experiments with simulated degraded solvents, basic properties of n-butylamine compounds for washing DBP and Zr were examined and optimum condition was obtained. It was confirmed from the simulated degraded solvent washing tests that 0.25 mol/dm
n-butylamine oxalate of pH 2 could effectively remove Zr from the degraded solvent and the solution of pH 4 was effective for DBP, 95% removal of Zr and DBP were obtained by batch washing. The validity of n-butylamine as a degraded solvent wash reagent was shown by the washing test for real degraded solvent that was performed by continuous counter current flow using a miniature mixer-settler. The present study was carried out as a part of the joint study "Research and Development of Process Elements in an Advanced Aqueous Reprocessing" between Japan Nuclear Cycle Development Institute and JAERI.

The alkali hydrolysis experiments which seem to be important from the view point of the alteration mechanism using the following seven organic materials was performed as a part of the evaluation of the influence on the disposal of the organic materials contained in the TRU wastes. As a result of the alkali hydrolysis experiments (90
C and 91d), each organic materials became those of lower molecular weight. The degradation products were able to be detected in the solution. The organic materials seem to be degraded to the organic matters which were confirmed in this study in a long term of disposal. The degradation products were shown below. Therefore, the evaluation of the influence on the migration of radionuclides by degradation products becomes important in the future.
