A glass melter for the vitrification process of highly active liquid waste in the Tokai Reprocessing Plant, TVF's 3rd melter, was built, and the glass of 18 vitrified waste canisters in weight was melted and poured through a cold test operation. The molten glass surface was covered by a cold cap from feeding fiberglass cartridges saturated with non-radioactive simulant liquid waste as raw material, whose components are equivalent to actual waste. Differences in inherent characteristics of the thermal behavior between the 2nd and the 3rd melter due to the difference in design were considered to establish the procedure to control the new melter. The melter's condition was stabilized at a higher glass temperature and the cooling of 1 kW less in each of the two main electrodes, compared to the 2nd one. Under 39 kW joule heating of the main electrodes with 26 Nm3/h coolant flow rate, it showed the capability to finish heating the bottom furnace in 5 hours before pouring, 2 hours shorter than the 2nd melter. Measurements of the temperature distributions in molten glass and casing surface yielded data that is efficient for developing a simulation model. After Platinum Group Elements (PGE) concentration saturates in the molten glass, feeding raw material and discharging glass were suspended to examine a holding state, indicating PGE settling could retard. During the holding test, observation of the melting process of the cold cap declared that the surface was covered by a thin layer with almost non-fluidity. It will be a reason for choosing the no-slip condition of a fluid calculation, even in the hot-top condition. The investigation of PGE discharging behavior by analyzing the elemental composition of poured glass showed the accumulated PGE amount in the 3rd melter is small compared to the 2nd melter. Inspection of the melter inside after draining out concluded that there were neither significant residual glass nor refractory fragments.

The multi-group macroscopic XSs prepared for GENESIS were generated by FRENDY version 2, where the Dancoff factor was calculated by the neutron current method. Then the background XSs were evaluated based on the Carlvik two-term rational approximation. The infinite multiplication factor (k-infinity) and the fission reaction rate distribution in UO
and MOX lattice geometries were compared with MVP3 to verify the calculation accuracy of FRENDY-V2/GENESIS. The sensitivity analyses on the discretization conditions such as the ray tracing of the method of characteristics were also carried out. Through several comparisons between FRENDY-V2/GENESIS and MVP3, FRENDY-V2/GENESIS with the SHEM 361-group structure calculates the k-infinity within approximately 50 pcm and the fission reaction rate distribution within approximately 0.1% by the root mean square, respectively. Consequently, the applicability of FRENDY-V2/GENESIS was verified, and FRENDY-V2/GENESIS can be used to discuss the implicit effect due to multi-group XS perturbations.

The International Atomic Energy Agency (abbreviated as IAEA) has been implementing the Asian Nuclear Safety Network (abbreviated as ANSN) activities since 2002. As part of this effort, Topical Group on Emergency Preparedness and Response (abbreviated as EPRTG) for nuclear or radiation disasters was established in 2006 under the umbrella of the ANSN. Based on the EPRTG proposal, the IAEA conducted 23 Asian regional workshops in the 12 years from 2006 to 2017. Typical topical fields of the regional workshops were nuclear emergency drills, emergency medical care, long-term response after nuclear/radiological emergency, international cooperation, national nuclear disaster prevention system. The Japan Atomic Energy Agency has produced coordinators for EPRTG since its establishment and has led its activities since then. This report summarizes the Asian regional workshops conducted by the IAEA based on the recommendations of the EPRTG.

As analog compounds of DGA (diglycolamide), MIDOA(methylimino-diacetamide) and TDGA(thia-diglycolammide) are used for the extractants of platinum group metals. These extractants can be extracted noble metals and oxyanions, which followed by HSAB theory. The high concentration of these metals can be also extracted by these compounds. The research of metal-complex structures gives the information on the ability and role for complex-formation, which will be useful for the development of novel extractants.

In order to realize fast and accurate Monte Carlo simulation of neutron and photon transport problems, two Monte Carlo codes MVP (continuous-energy method) and GMVP (multigroup method) have been developed at Japan Atomic Energy Agency. The codes have adopted a vectorized algorithm and have been developed for vector-type supercomputers. They also support parallel processing with a standard parallelization library MPI and thus a speed-up of Monte Carlo calculations can be achieved on general computing platforms. The first and second versions of the codes were released in 1994 and 2005, respectively. They have been extensively improved and new capabilities have been implemented. The major improvements and new capabilities are as follows: (1) perturbation calculation for effective multiplication factor, (2) exact resonant elastic scattering model, (3) calculation of reactor kinetics parameters, (4) photo-nuclear model, (5) simulation of delayed neutrons, (6) generation of group constants, etc. This report describes the physical model, geometry description method used in the codes, new capabilities and input instructions.

It is important to evaluate the stability of a repository for high-level radioactive waste not only during the design, construction and operation phases, but also during the post-closure period, for time frames likely exceeding several millennia or longer. The rock mass around the tunnels could be deformed through time in response to time dependent behavior. On the other hand, it was revealed that the chemical reaction of groundwater in a rock had an influence on the long-term behavior. An evaluation of the microcracks to have an influence on this mechanical and chemical coupled phenomena should be worked on chiefly. In fiscal year 2015, using a laser Doppler vibrometer that extends a frequency band up to 20 MHz, and measuring the surface wave transmitted through the granite specimens were estimated group velocity. As a result, group velocity until 100 kHz
500 kHz, revealed that tends to decrease while vibrating. The group speed estimate from a group delay was shown to be easier than the estimate by wave number - frequency spectrum. This is because in order to improve reliability, the estimated frequency band is by using a spatially averaged waveform. As a result obtained, in the case of the modeling by the viscoelastic theory of the granite and a microcrack nondestructiveness evaluation, it is thought that it is useful information in the future. In order to use the knowledge of this study, there is a need to clarify the correspondence between the microscopic properties of the medium such as a crack and crystal grain and the change of the group velocity.

. A tubular flow reactor was tested to decompose the hexacarbonyl complexes and to extract the first bond dissociation energies. A silver was found to be the most appropriate reaction surface to study the decomposition of the group 6 hexacarbonyl. It was found that the surface temperature at which the decomposition occurred was correlated to the first bond dissociation energy of Mo(CO)
and W(CO)
, indicating that the first bond dissociation energy of Sg(CO)
could be determined with this technique.

The effects of partitioning-transmutation (PT) technology to waste management was assessed based on the chemical and physical properties and estimated amounts of radioactively contaminated wastes that may be generated in the JAERI's PT cycle. The volume of high-level waste after partitioning was about a third that of non-partitioned vitrified waste form. The required repository area was about sixth, which implies increase in capacity of geologic repositories.

JAERI is engaging in the R&D on the Double-strata Fuel Cycle concept in accordance with the results of the check and review on the Partitioning and Transmutation (PT) technology made by the Atomic Energy Commission of Japan in 2000. As for the partitioning process, after the establishment of the "4-group Partitioning Process Concept", an innovative concept called ARTIST is also being studied. As for the fuel technology, minor actinide nitrides such as NpN and AmN were synthesized and their material properties have been measured. To reprocess the irradiated fuel, the pyrochemical process has been studied. The R&D of the accelerator-driven transmutation system are in progress for an accelerator, lead-bismuth, and a subcritical reactor. In addition, JAERI has started the high-intensity proton accelerator project (J-PARC), which includes the Transmutation Experimental Facility (TEF) as the Phase-II. The impact of PT technology on the backend of the nuclear energy utilization is also being discussed.

Research and development on Partitioning in JAERI are reviewed in the present report from the beginning to the development of the 4-Group Partitioning Process and its test with real high-level liquid waste (HLLW). In the 3-Group Partitioning Process established in around 1980, elements in HLLW are separated into 3 groups of transuranium element group, Sr-Cs group and the other element group. The 4-Group Partitioning Process subsequently developed contains the separation of Tc-platinum group metals additionally. The process was tested to demonstrate its performance with real concentrated HLLW. Until then, various separation methods for various elements were studied and selection and optimization of the separation methods were carried out to establish the process. Review of the experience, findings and results is very important and valuable for future study on partitioning. The present report is prepared from this point of view.

To realize fast and accurate Monte Carlo simulation of neutron and photon transport problems, two vectorized Monte Carlo codes MVP and GMVP have been developed at JAERI. MVP is based on the continuous energy model and GMVP is on the multigroup model. Compared with conventional scalar codes, these codes achieve higher computation speed by a factor of 10 or more on vector supercomputers. Both codes have sufficient functions for production use by adopting accurate physics model, geometry description capability and variance reduction techniques. The first version of the codes was released in 1994. They have been extensively improved and new functions have been implemented. The major improvements and new functions are (1) capability to treat the scattering model expressed with File 6 of the ENDF-6 format, (2) time-dependent tallies, (3) reaction rate calculation with the pointwise response function, (4) flexible source specification, etc. This report describes the physical model, geometry description method used in the codes, new functions and how to use them.

The calculation code system "EXPARAM" was designed to analyze the experimental results systematically measured at the fast critical assembly (FCA). Some calculation codes developed independently in JAERI and in US research institutes were collected and arranged as the fast reactor physics calculation code system. The multi-group core calculation code and the perturbation calculation code based on the diffusion theory and the transport theory calculate the reactor physics parameters such as eigenvalue, reaction rate, Doppler reactivity worth and sodium void worth. The dynamic physics parameters such as prompt neutron lifetime and effective delayed neutron fraction are also calculated. Input and Output data of calculation codes are transferred to each other using a direct access file on UNIX computer system.

DELIGHT code is a fuel cell burnup analysis code which can produce the group constants necessary for High Temperature Gas-cooled Reactors (HTGR) core analyses. Collision probability method is used to the lattice calculation. The lattice calculation model is a cylinder type fuel or a ball type fuel of the HTGR. This code characterizes the burnup calculation considering the double heterogeneity caused by coated fuel particles of the HTGR fuel. DELIGHT code has updated its nuclear data library to the latest JENDL-3.3 data, and included new burnup chain models in order to calculate high burnup HTGR cores. The material regions of the periphery burnable poisons (BPs) were divided into details in order to improve calculation accuracy of the BP lattice calculation. This report presents the revised points of the DELIGHT-8 and can be used as user's manual.

From the viewpoint of nuclear criticality safety of fuel rod storage and transport, a series of critical experiments concerning effects of water hole size, water gap width, water-to-fuel volume ratio and non-uniform arrangement of water moderator have been performed at the Tank-type Critical Assembly (TCA) of Japan Atomic Energy Research Institute. In the present study, the effects of volume fraction and non-uniform arrangement of water moderator on reactivity are evaluated by the water level worth method and analyzed by the SRAC code. Error sources of experiments and calculations are discussed, especially for an energy group model. The calculation results of diffusion model with 17-group model show good agreement with the experiment results within a few dozen cents.
