The total neutron cross section of a nano-diamond was derived from a neutron transmission measurement over the neutron energy range of 0.2 meV to 100 meV because total neutron cross section data were not available. The total cross section of a nano-diamond with particle size of approximately 5 nm increased with a decrease in neutron energy to 0.2 meV. It was approximately two orders of magnitude larger than that of graphite at 0.2 meV. The contribution of inelastic scattering to the total cross section was to be shown negligible small at neutron energies of 1.2, 1.5, 1.9, 2.6, and 5.9 meV in the inelastic neutron scattering measurement. Moreover, small-angle neutron scattering measurements of the nano-diamond showed a large scattering cross section in the forward direction for low neutron energies.

process of a polystyrene thin film using inelastic neutron scattering (INS), dielectric relaxation spectroscopy (DRS), and thermal expansion spectroscopy (TES). The DRS and TES measurements exhibited a decrease in glass transition temperature (
) with film thickness. On the other hand, an increase in
was observed in INS studies. In order to interpret this contradiction, we investigated the temperature dependence of the peak frequency (
) of the
process probed by DRS and TES. The experiments revealed an increase in the peak frequency (
) with decreasing film thickness in the frequency region. This observation is consistent with the observed decrease in
with thickness. The discrepancy between INS and DRS or TES descriptions of the
process is likely to be attributed to a decrease in the apparent activation energy with film thickness and reduced mobility, due to the impenetrable wall effect.

This result directly evidences that this excitonic behavior is derived mainly from nonmagnetic quadrupolar interactions. Furthermore, the narrowing of the linewidths of the excitations below the superconducting transition temperature indicates the close connection between the superconductivity and the excitons.

Mott gap excitations in the optimally doped high-
superconductor YBa
Cu
O
(
= 93 K) have been studied by the resonant inelastic X-ray scattering method. Anisotropic spectra in the
-plane are observed in a twin-free crystal. The excitation from the one-dimensional CuO chain is enhanced at 2 eV near the zone boundary of the
direction, while the excitation from the CuO
plane is broad at 1.5-4 eV and almost independent of the momentum transfer. Theoretical calculation based on the one-dimensional and two-dimensional Hubbard model reproduces the observed spectra when different values of the on-site Coulomb energy are assumed. The Mott gap of the CuO chain site is found to be much smaller than that of the CuO
plane site.

We report a resonant inelastic X-ray scattering (RIXS) study of charge excitations in the electron-doped high-
superconductor Nd
Ce
CuO
. The intraband and interband excitations across the Fermi energy are separated for the first time by tuning the experimental conditions properly to measure charge excitations at low energy. A dispersion relation with
-dependent width emerges clearly in the intraband excitation, while the intensity of the interband excitation is concentrated around 2 eV near the zone center. The experimental results are consistent with theoretical calculation of the RIXS spectra based on the Hubbard model.

Review Group on the Structure of the Spent Nuclear Fuel Transportation Casks for
JAERI-Review 2005-023, 133 Pages, 2005/07
The Japan Atomic Energy Research Institute (JAERI) constructed two stainless steel transportation casks, JRC-80Y-20T, for spent nuclear fuels of research reactors and had utilized them for transportation since 1981. A modification of the design was applied to the USA for transportation of silicide fuels. Additional analyses employing the impact analysis code LS-DYNA that was often used for safety analysis were submitted by the JAERI to the USA to show integrity of the packages; the casks were still not approved, because inelastic deformation was occurred on the surface of the lid touching to the body. To resolve this problem on design approval of transportation casks, a review group was formed at the end of this June. The group examined the impact analyses by reviewing the input data and performing the sensitivity analyses. As the drop impact analyses were found to be practically reasonable, it was concluded that the approval of the USA for the transportation casks could not be obtained just by revising the analyses; therefore, remodelling the casks is required.
