An evaluation methodology of critical heat fluxes (CHFs) based on a mechanism for fuel assemblies in light water reactors (LWRs) is needed in order to design and evaluate the safety for the fuel assemblies in LWRs. In our study, the numerical simulation with surface-tracking will be applied for the two-phase flow in fuel assemblies in order to obtain the detail data relating to the size and velocity of bubbles in the subchannel, which is needed to predict the CHF based on the mechanism. In this study, the numerical simulation of two-phase flow in 44 bundle was implemented by using JUPITER in order to establish the evaluation method of the size and velocity of bubbles by the numerical simulation, which is the multi-physics simulation code and enable to track the gas-liquid surface. The simulation results are validated by the curve of flow regime for air-water under the adiabatic condition. The bubble and velocity of bubbles obtained by simulation results are analyzed.

In order to improve LWR source term under severe accident conditions, the first version of a fission product (FP) chemistry database named "ECUME" was developed. The ECUME is intended to include major chemical reactions and their effective kinetic constants for representative SA sequences. It is expected that the ECUME can serve as a fundamental basis from which FP chemical models in the SA analysis codes can be elaborated. The implemented chemical reactions in the first version were those for representative gas species in Cs-I-B-Mo-O-H system. The chemical reaction kinetic constants were evaluated from either literature data or calculated values using ab-initio calculations. The sample chemical reaction calculation using the presently constructed dataset showed meaningful kinetics effects at 1000 K. Comparison of the chemical equilibrium compositions by using the dataset with those by chemical equilibrium calculations has shown rather good consistency for the representative Cs-I-B-Mo-O-H species. From these results, it was concluded that the present dataset should be useful to evaluate FP chemistry in Cs-I-B-Mo-O-H system under LWA SA conditions.

This report summarizes the research structure of NSRC and the cooperative research activities with domestic and international organizations as well as the nuclear safety research activities and results in the period from JFY 2015 to 2017 on the nine research fields in NSRC; (1) severe accident analysis, (2) radiation risk analysis, (3) safety of nuclear fuels in light water reactors (LWRs), (4) thermohydraulic behavior under severe accident in LWRs, (5) materials degradation and structural integrity, (6) safety of nuclear fuel cycle facilities, (7) safety management on criticality, (8) safety of radioactive waste management, and (9) nuclear safeguards.

FEMAXI-8 is the latest version of the fuel performance code FEMAXI developed by JAEA. A systematic validation work has been achieved against 144 irradiation test cases, after many efforts have been made, in development of new models, improvements in existing models and the code structure, bug-fixes, construction of irradiation-tests database and other infrastructures.

The mechanism of Critical Heat Flux (CHF) remains to be clarified, even though it is important to evaluate the CHF for super high heat flux components such as light water reactors (LWRs). Some theoretical models to predict the CHF is proposed so far. A macrolayer formation model which is proposed in order to predict the CHF based on the macrolayer dryout model. In this model, it is assumed that the liquid is captured inside vapor mass at coalescence. In this study, the verification of the assumption of a macrolayer formation model by the numerical simulation of CMFD code, TPFIT, from the view point of hydrodynamics.

In Japan, the research and development (R&D) project on accident tolerant fuel and other components (ATFs) of light water reactors (LWRs) has been initiated in 2015 for establishing technical basis of ATFs. The Japan Atomic Energy Agency (JAEA) has coordinated and carried out this ATF R&D project in cooperation with power plant providers, fuel venders and universities for making the best use of the experiences, knowledges in commercial uses of zirconium-base alloys (Zircaloy) in LWRs. ATF candidate materials under consideration in the project are FeCrAl steel strengthened by dispersion of fine oxide particles(FeCrAl-ODS) and silicon carbide (SiC) composite, and are expecting to endure severe accident conditions in the reactor core for a longer period of time than the Zircaloy while maintaining or improving fuel performance during normal operations. In this paper, the progresses of the R&D project are reported.

As the lessons learnt from the accident at the Fukushima Daiichi Nuclear Power Station, advanced cladding materials are being developed to enhance accident tolerance comparing with conventional zirconium alloys. The present paper reviews the progress of the development and summarizes subjects to be solved for the enhanced accident-tolerance fuel cladding, focusing on performance degradation under various corrosive environmental conditions that should be considered in designing the LWR fuel.

The benefit of implementing Partitioning and Transmutation (P&T) of high-level wastes was parametrically surveyed. The possible reduction of the geological repository area was estimated. By recycling minor actinides (MA), the repository area required for unit spent fuel was reduced significantly in the case of MOX-LWR. This effect was caused by removal of Am which is a long-term heat source. By partitioning the fission products, in addition to MA recycling, further 70-80% reduction from the MA-recovery case can be expected for both UO and MOX. This significant reduction was independent of the cooling time before the partitioning process.

We have preliminarily evaluated the reduction of prediction errors of the core characteristics of the breeding light water reactor core based on the bias factor method by utilizing the FCA critical experiments carried out for MOX fueled tight lattice light water reactor cores. The prediction uncertainty of k is reduced from 0.62% to 0.39% by utilizing the FCA-XV-2 (65V) result. As for the reaction rate ratio of U capture and Pu fission, it is found that the FCA XXII-1 (95V) and XV (95V) results are suitable for the upper core and the upper blanket of the real core and the FCA XXII-1 (65V) and XV-2 (65V) results are suitable for the lower core and the internal blanket.

During the FY2002 (April 2002 to March 2003), the Japan Materials Testing Reactor (JMTR) was operated in three operation cycles for studies on the irradiation-assisted stress corrosion cracking (IASCC) of internal structures of light water reactors, development of the fusion blanket, basic materials research, radioisotope production, and so on. The reactor was twice subjected to unscheduled shutdowns, once due to an error signal of the control-rod drive mechanism and afterwards due to leakage of primary coolant. Recovery and corrective actions were taken properly, such as improvements in related facilities and revision of operation manuals. Besides, the beryllium reflector frames were replaced, which are internal structures of the JMTR. Concerning development on techniques for irradiation utilization, noticeable progress was made in an evaluation method of neutron and -ray heating rates of materials in JMTR irradiation, in development and installation of a monitoring and control system of specimen temperatures for IASCC irradiation examinations, and in successful performance tests by a post-irradiation crack-growth testing device, which brought a prospect of comparative studies between in-situ and post-irradiation examinations. In studies on the fusion blanket, a basic process was established for production of tritium breeder pebbles, and irradiation techniques were developed for in-pile functional tests of a simulated blanket module. In addition, joint seminars were held with the Korea Atomic Energy Research Institute (KAERI) on techniques for irradiation and post-irradiation examinations. The present report summarizes the JMTR operation and related technical development in the Department of JMTR during the FY2002.

In order to investigate the calculation accuracy of the nuclear characteristics of LWR next generation fuels, the Research Committee on Reactor Physics organized by JAERI has proposed "Reactor Physics Benchmark for LWR Next Generation Fuels". The next generation fuels aim at very high burn-up of about 70GWd/t in PWR or BWR with UO or MOX fuels whose fissile enrichments may exceed the Japanese regulatory limitations for the current LWR fuels such as 5wt.% U-235. Until now, twelve organizations have pariticipated in the benchmark activity. From the comparison with the cell burn-up calculation results using different codes and library data, status of the calculation accuracy and future subjects are clarified.

Irradiation assisted stress corrosion cracking (IASCC) is a potential failure mode suffered by the core-components of austenitic stainless steels in the aged light-water reactor (LWR), which is the intergranular type cracking caused by synergistic effects of neutron/gamma radiation and chemical environment. Effects of radiation on the materials and high-temperature water are discussed in this paper to understand IASCC phenomenon from a mechanistic viewpoint. It is essential to elucidate the radiation-induced microcompositional and microstructural changes in the alloy for mechanistic and predictive investigations of IASCC. Although grain boundary segregations of alloying and impurity elements are significant factors affecting IASCC, it has been considered that the radiation-induced microstructural and mechanical changes of materials play critical roles in IASCC. For mechanistic understanding of IASCC, further fundamental research works with experimental and theoretical approaches are needed. Efforts directed to the researches at the Japan Atomic Energy Research Institute are also described.

A concept of a submersible research vessel navigating in 600 m depth and a compact nuclear reactor were carried out for the expansion of the nuclear power utilization. The mission of the vessel is the research of mechanism of the climate change. Through conditions of the Arctic Ocean and the sea at high latitude have significant impacts on the global environmental change, it is difficult to investigate those areas by ordinary ships because of thick ice or storm. By taking account of the research mission, the basic specifications of the vessel are decided; the total weight is 500 t, the submersible depth is 600 m, the maximum speed is 12 knots (22.2km/h), and the number of crews is 16. Nuclear power has an advantage in supplying large power of electricity in the sea for long period. Based on the requirements, it has been decided that two sets of compact nuclear reactor, SCR, which is light-weighted and of enhanced safety characteristics to supply the total electricity of 500 kW.
