An experimental facility called the Module for TRU High Temperature Chemistry (TRU-HITEC) was installed in the Back-end Cycle Key Elements Research Facility (BECKY) of the Nuclear Fuel Cycle Safety Engineering Research Facility (NUCEF) for the basic studies of the behavior of the transuranium elements (TRU) in pyrochemical reprocessing and oxide fuels. TRU-HITEC consists of three alpha/gamma cells shielded by steel and polyethylene and a glove box shielded by leaded acrylic resin, where experimental apparatuses have been equipped and a high purity argon gas atmosphere is maintained. In the facility 10 g of $$^{241}$$Am as well as the other TRU of Np, Pu and Cm can be handled. This report summarizes the outline, structure, performance and interior apparatuses of the facility, and is the result of the joint research between the Japan Atomic Energy Research Institute and three electric power companies of Tokyo Electric Power Co., Tohoku Electric Power Co. and the Japan Atomic Power Co.

Japan Atomic Energy Research Institute (JAERI) held the international symposium NUCEF2005 at Techno Community Square RICOTTI in Tokai-mura on February 9 and 10, 2005. This symposium was co-organized by Japan Nuclear Cycle Development Institute (JNC), and Nuclear Fuel Cycle Safety Research Committee authorized the program. Two hundred thirty-nine participants from 11 countries presented fifty-nine papers, and discussed recent research activities and its outputs on waste disposal safety, fuel cycle facility safety including criticality safety, and separation process development. The presented papers are compiled in the proceedings.

Examination for neutron dose assessment method from induced sodium-24 in human body in criticality accidents

Experiments were made to verify a dose assessment method from activated sodium in body in criticality accidents. A phantom containing sodium chloride solution was irradiated in the Transient Experiment Critical Facility to simulate activation of sodium. Monte Carlo calculations were performed to obtain quantitative relation between the activity of induced Na-24 and neutron dose in the phantom. In the previous work, conversion coefficients from specific activity of induced Na-24 to neutron dose had been analyzed with the MCNP-4B code concerning neutron spectra at some hypothesized configurations. One of the prepared coefficients was applied to evaluate neutron dose from the measured activity. The estimated dose agreed with the dose analyzed by the Monte Carlo calculation in the present study within an acceptable uncertainty, which is indicated by the IAEA. In addition, the dose calculated with the prepared coefficient was close to the result measured with dosimeters. These results suggest that the prepared coefficients can be applied to dose assessments from induced Na-24 in body.

Analysis of the uranyl nitrate solution fuel are carried out at the analytical laboratory, NUCEF (the Nuclear Fuel Cycle Engineering Research Facility), which provide essential data for the operations of STACY (the Static Experiment Critical Facility), TRACY (the Transient Experiment Critical Facility) and the fuel treatment system.In the FY 2003, analysis of the uranyl nitrate solution fuel from STACY/TRACY on its pre- and post-operations, analysis of the uranyl nitrate solution under preparation stage for the fuel and analysis for nuclear material accountancy purpose, have been conducted. In addition, analysis on the third U/Pu extraction/separation tests among the preliminary tests to confirm adjustment condition of plutonium solution fuel for its further use at STACY from 2000, and analysis on the experiments to treat extraction waste, were conducted. A total number of analytical samples in the FY 2003 were 156.This report summarizes works related to the analysis and management of the analytical laboratory in the FY 2003.

Geochemistry Research Equipment for TRU Waste Elements has been installed in Back-end Cycle Key Elements Research Facility (BECKY) of Nuclear Fuel Cycle Safety Engineering Research Facility (NUCEF). This equipment is designed to study geochemical behavior of TRU elements and other radionuclides contained in TRU waste (TRU waste elements) and to acquire data for safety assessments of radioactive wastes disposal. The equipment consists of anaerobic glove box systems, aerobic glove box systems equipped with built-in barrier performance testing apparatus, and analytical instruments. This report describes principles, structure, performance and safety designs of each component of the equipment, and results of research performed in the equipment.

Experimental studies and numerical analysis on physical and chemical behavior of actinide elements in the solutions of aqueous reprocessing process have been done for compiling technical data that are necessary for evaluating processes such as reprocessing facilities. The objective of the present study is obtaining technical data that are conductive to the construction of reprocessing process that cope with high burn-up nuclear fuel, the evaluation of nuclear fuel cycle, and the drawing up policy on reprocessing.

Criticality experiments using uranyl nitrate solution fuel are being conducted at STACY (the Static Experiment Critical Facility) and TRACY (the Transient Experiment Critical Facility) in NUCEF (the Nuclear Fuel Cycle Safety Engineering Research Facility). Chemical analyses of the solution have been carried out to take necessary data for criticality experiments, for treatment and control of the fuel, and for safeguards purpose at the analytical laboratory placed in NUCEF. About 300 samples are analyzed annually that provide various kinds of data, such as uranium concentration, isolation acid concentration, uranium isotopic composition, concentration of fission product (FP) nuclides, tri-butyl phosphoric acid (TBP) concentration, impurities in the solution fuel and so on. This report summarizes the analytical methods and quality management of the analysis for uranyl nitrate solution relating to the criticality experiments.

Revised data for 2nd version of Nuclear Criticality Safety Handbook/Data Collection

This paper outlines the data prepared for the 2nd version of Data Collection of the Nuclear Criticality Safety Handbook. These data are discussed in the order of its preliminary table of contents. The nuclear characteristic parameters (k$$_{rm inf}$$, M$$^{2}$$, D) were derived, and subcriticality judgment graphs were drawn for eleven kinds of fuels which were often encountered in criticality safety evaluation of fuel cycle facilities. For calculation of criticality data, benchmark calculations using the combination of the continuous energy Monte Carlo criticality code MVP and the Japanese Evaluated Nuclear Data Library JENDL-3.2 were made. The calculation errors were evaluated for this combination. The implementation of the experimental results obtained by using NUCEF facilities into the 2nd version of the Data Collection is under discussion. Therefore, related data were just mentioned. A database is being prepared to retrieve revised data easily.

MOX dissolution with silver mediated electrolytic oxidation method is planned for the preparation of plutonium nitrate solution to be used for criticality safety experiments at Nuclear Fuel Cycle Safety Engineering Research Facility (NUCEF). Silver mediated electrolytic oxidation method uses the strong oxidisation ability of Ag(II) ion. This method is thought to be effective for the dissolution of MOX, which is difficult to be dissolved with nitric acid.In this paper, the results of experiments on dissolution with 100 g of MOX are described. It was confirmed by the results that the MOX powder to be used at NUCEF was completely dissolved by silver mediated electrolytic oxidation method and that Pu(VI) ion in the obtained solution was reduced to tetravalent by means of NO$$_{2}$$ purging.

Analytical results of uranyl nitrate solution are essential data for the operation of the Static Experiment Critical Facility (STACY), the Transient Experiment Critical Facility (TRACY) and the fuel treatment system in the Nuclear Fuel Cycle Safety Engineering Research Facility (NUCEF). Analytical works were carried out for the determination of fuel characteristics before and after criticality experiments, fuel preparation and nuclear material accountancy in FY. 2001. Moreover,as to preparation of critical experiments at STACY, plutonium preliminary tests were carried out to confirm the treatment condition (characteristics of the dissolution of the mixed oxide (MOX) powder and the extraction & separation for uranium / plutonium) of plutonium nitrate solution. Analytical works were carried out on the preliminary tests. A total number of analytical samples in FY. 2001 were 322 samples.This report summarizes the data on analytical works in FY.2001.
