JAEA-Review-2026-017.pdf:5.67MB

The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), has been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") from FY2019. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station (1F), Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2023, this report summarizes the research results of the "Development of a prototype shielding-free radiation-resistant diamond neutron measurement system" conducted in FY2024. The present study aims to develop a prototype shielding-free neutron measurement system for 1F. The system consists of diamond neutron detectors and radiation-resistant silicon integrated circuits, and future applications are expected to include neutron detectors for debris investigation, criticality proximity monitoring monitors, and neutron detectors for dry tube investigation in pressure vessels. In this development, a prototype consisting of 100 diamond detector elements of 5 mm square will be developed to obtain system construction technology and to evaluate system performance. In addition, a subcriticality evaluation method will be developed. In FY2024, Hokkaido Univ. made progress in establishing mass-production technology for self-supporting diamond detector elements. At AIST, the search for deposition conditions of multilayer films for detectors using the CVD method advanced. At KEK, the operation of the improved ASIC was confirmed, and using a wiring printing device, detector elements were mounted on signal processing circuit boards, followed by neutron measurement tests. The development of a criticality proximity monitoring method, led mainly by Nagoya Univ., advanced in its fundamental studies, and an evaluation test of the diamond neutron measurement system at UTR-KINKI is planned. At Kyushu Univ. and JAEA, evaluations of the diamond neutron measurement system in gamma-ray irradiation fields and thermal neutron isotropic fields proceeded as scheduled.

This paper describes current efforts within the Japan Atomic Energy Agency to develop a new materials surveillance technology for sodium-cooled fast reactors that aims at raising the confidence levels in operating reactors' structural integrity to the ones which could otherwise be achieved only by a vast amount of long-term material test data that needs decades to accumulate. The technology would allow for monitoring on-going materials degradation processes in an actual reactor, namely fatigue and creep-fatigue, by inserting a newly developed specimen for this purpose into the reactor and establishing procedures to observe and evaluate the specimen to get desired information such as the extent of degradation and residual life. To establish the test procedure, a passive creep-fatigue test model was developed in the framework of the "Civil Nuclear Energy Research and Development Working Group (CNWG)", a collaboration agreement between the US and Japan, and a demonstration test was performed under cyclic thermal loads using an electric furnace. Temperature conditions had been determined based on finite element analyses. As a result, the test specimen failed by several hundred thermal cycles. Macroscopic inspection of the specimen after the test showed the test had been performed successfully without buckling. Fracture surface observations suggested that the failure caused probably by fatigue or creep-fatigue.

A method to enable the simultaneous inspection of tires and the wiper area using a portable radiation portal monitor is being developed to improve the efficiency of vehicle inspection during contamination screening. To achieve this, we devised an approach to identify whether contamination is located on the tires or in the wiper area. We designed an L-shaped measurement configuration, where detectors are positioned horizontally near the ground and vertically upright. An identification approach based on this L-shaped configuration was evaluated using Monte Carlo simulations. The results showed that the magnitude relation of counts measured by the horizontal and vertical detectors varies depending on whether the point source is located on the tires or in the wiper area. We examined an identification method that utilizes this relationship to determine the contaminated location. Next, we conducted measurements using a portal monitor (Gamma Pole, manufactured by Chiyoda Technol) and attempted to identify the contaminated location by the L-shaped measurement method. As a result, in the experiment simulating tire contamination, all 30 measurements correctly identified the tires as the contaminated location. In contrast, in the experiment simulating wiper contamination, 29 out of 30 measurements correctly identified the wiper area.

Effect of repair welding location and number of welds performed on creep strength of Mod. 9Cr-1Mo steel welded joints

Yamashita, Hayato; Toyota, Kodai; Onizawa, Takashi; Yamamoto, Kenji*; Kubo, Koji*

Nihon Kikai Gakkai Rombunshu (Internet), 92(955), p.25-00176_1 - 25-00176_13, 2026/03

It is planned that Mod.9Cr-1Mo steel will be used as the structural material for the steam generator of the demonstration fast reactor. Creep strength of welded joints of Mod.9Cr-1Mo steel is lower than that of base metal at high temperature and long time. In addition, the creep strength of welded joints of Mod.9Cr-1Mo steel with repair welding is lower than that of without repair welding. In this study, the effects of the location and number of repair welds performed on the creep strength of welded joints of Mod.9Cr-1Mo steel were investigated, and a repair welding method was developed for the construction of the demonstration fast reactor. It was clarified that, regardless of the location and number of repair welds performed, the degradation in creep strength could be greatly reduced by performing the repair welding before post weld heat treatment (PWHT). Furthermore, it was found that the superposition of thermal history and the formation of a heat affected zone (HAZ) on the weld metal promote the coarsening of ferrite grains during creep and cause a slight reduction in creep strength. All repair welding was performed prior to PWHT, and a repair welding method was also developed to minimize thermal history superposition and weld metal HAZ formation.

JAEA-Technology-2025-010.pdf:12.52MB

During the operation of the High Temperature Engineering Test Reactor (HTTR), thermal stress is generated in the graphite components. In addition, graphite exhibits dimensional shrinkage and creep deformation under neutron irradiation. As a result, residual stress remains in the graphite components during reactor shutdown. Therefore, in the design of the HTTR core graphite structures, stress analyses of the graphite components have previously been performed using the finite element analysis code VIENUS. In the HTTR, the graphite components are exposed to a wide range of temperature, from approximately 400$$^{circ}$$C to 1200$$^{circ}$$C, depending on their location. Consequently, irradiation-induced behaviors such as material property changes and irradiation shrinkage vary among the graphite components. On the other hand, since VIENUS code evaluates stress based on thermal fluid and heat conduction analysis results, it is not suitable for parametric studies. In this study, the influence of irradiation behavior on the stress behavior of graphite components in the wide temperature range (400$$^{circ}$$C to 1200$$^{circ}$$C) was analyzed using simplified viscoelastic evaluation model, consisting of two beam elements, to conduct efficient parametric studies. Operational stress exhibits two distinct patterns depending on whether the irradiation temperature is below or above 800$$^{circ}$$C, due to irradiation shrinkage. Residual stress approaches the thermal stress, preventing excessive increase even when irradiation shrinkage is large. Moreover good agreement in stress behavior trends was observed between the stress analysis results by the simplified viscoelastic evaluation model and VIENUS code. These results indicate that the simplified viscoelastic evaluation model is beneficial in simulating stress behavior.

Development of evaluation method for cover gas entrainment by vortices generated at free surface in upper plenum of sodium-cooled fast reactor is required, and an evaluation method by predicting vortices from flow velocity distribution obtained by CFD analysis is developed. In this study, Adaptive Mesh Refinement (AMR) method is examined to improve efficiency of CFD analysis. Initial mesh was refined with two indexes: the first index (Index-1) is when the second invariant of velocity gradient tensor, Q, is negative and the second one (Index-2) is pressure gradient index added to Index-1. As a result of applying AMR method to unsteady vortices system with a flat plate and performing transient analyses with refined meshes, the result of pressure distribution and velocity around the flat plate in mesh using Index-2 was similar to the result of all refined mesh. It was also confirmed that vortices generation and growth was better simulated by refining meshes around separation area.

In the design of sodium-cooled fast reactors (SFRs), it is important to evaluate the transition behavior of non-condensable gas entrained into the primary coolant system due to cover gas entrainment and dissolution. In this study, trajectories of non-condensable gas bubbles in the cold plenum of the pool-type SFR evaluated by three-dimensional CFD analyses applying Discrete Phase Model. As the result of sensitivity analyses regarding bubble radius flowing into the cold plenum, it was clarified that the release rate of bubbles showed an increase according to the increase of bubble radius and an asymptotic increasing behavior in the large bubble radius cases.

The estimation of entrained gas flow rate by a bathtub vortex is important in terms of a possibility to causes the performance degradation when the entrained bubbles are mixed into fluid machineries, e.g. pumps. In this study, to confirm the applicability of a model based on circulating annular flow model proposed by the authors, entrained gas flow rate is evaluated using the liquid velocity distribution around free surface dent of vortex (gas core), obtained by CFD data. As a result, it was indicated that it would be possible to evaluate the gas entrainment flow rate by setting an appropriate evaluation region.

This paper evaluates the applicability of equivalent linear analysis of reinforced concrete model, which uses frequency-independent complex damping with a small computational load, to the seismic design of nuclear power plant reactor buildings. To this end, a three-dimensional finite element method analysis of the soil-structure interaction focusing on nonlinear and equivalent linear seismic behavior of the building embedded in an ideally uniform soil condition was performed for the Kashiwazaki-Kariwa Nuclear Power Plant Unit 7 reactor building. The equivalent linear analysis results correlated well with the nonlinear analysis results of the shear strain, acceleration, displacement, and acceleration response spectrum, demonstrating the effectiveness of the equivalent linear analysis method. Moreover, the equivalent linear analysis results were more conservative than those of nonlinear analysis using the material constitutive law in evaluating the shear strain of the external wall of the reactor building. From this result, equivalent linear analysis method tended to obtain a lower building stiffness than nonlinear analysis under the analysis conditions used in this paper.

Establishing an evaluation method for the gas entrainment (GE) of argon cover gas due to surface vortices is required in terms of safety design of sodium-cooled fast reactors. To modify the evaluation model in an in-house evaluation tool for GE, StreamViewer, a modified evaluation model on the pressure distribution along the vortex center line (PVL model) was proposed to identify the vortex center lines by connecting continuous vortex center points from the suction port to the surface and evaluate gas core length based on the balance between the hydrostatic pressure and the pressure decrease distribution along the vortex center line. PVL model was applied the three-dimensional numerical analysis results for the experiments where a plate induced unsteady traveling vortices in the open channel flow. Consequently, the GE evaluation using StreamViewer with PVL model could reproduce the relation between the inlet flow velocity and the gas core length in the unsteady vortex flow experiments.

Thermal creep is one of the key properties of mixed oxide (MOX) fuel for innovative fast reactors. Thermal creep of fuel affects markedly the interaction between the fuel and the cladding. A review of correlations available in the literature is presented. The effect of porosity, plutonium concentration, and stoichiometry are discussed also in the light of recent numerical results. Our analysis pointed out some inconsistencies concerning the modelling of the effect of porosity on diffusional creep and a re-evaluation of the effect of plutonium concentration. The discussion suggested that Evans's findings on the effect of stoichiometry should be better assessed as well as the level of increase in creep moving towards stoichiometry. Typical operating conditions of fast breeder reactors confirmed the need for an extension of porosity and temperature correlations' domains. Besides this, a new correlation based on a separate-effect approach has been proposed for fuel performance codes.

For the purpose of enhancing the reliability of fast reactor fuel designing using modified type 316 steel, the out-of-pile and in-pile mechanical data of modified type 316 steel cladding tubes and wrapper tubes were statistically analyzed with the knowledge on material science and engineering; the high-temperature strength equations of modified type 316 steel, which can be applied to high-dose neutron irradiation environment, were derived. The out-of-pile high-temperature tensile and creep data of modified type 316 steel cladding tubes and wrapper tubes were derived up to 900$$^{circ}$$C, which is higher than the upper limit temperature of anticipated transient event of fast reactor. Using the extended database, the best-fit equation and the lower limit equation were derived for out-of-pile 0.2% proof strength, ultimate tensile strength and creep rupture strength while the best-fit equation and the upper and lower limit equations for creep strain. Furthermore, the degradation factors for tensile and creep strength, which will be produced by in-reactor environment (i.e., neutron irradiation in liquid sodium), were evaluated using the existing neutron irradiation data of modified type 316 steel, which were derived using the experimental fast reactor Joyo, the French proto-type fast reactor Phenix, the American experimental fast reactor FFTF. The derived equations were validated by the comparison with the experimental data.
