Since 2010, IAEA has held the NEM School to develop future leaders who plan and manage nuclear energy utilization in their county. Since 2012, JAEA together with Japan Nuclear HRD Network, University of Tokyo, Japan Atomic Industrial Forum and JAIF International Cooperation Center have cohosted the school in Japan in cooperation with IAEA. Since then, the school has been held in Japan every year. In 2006, Japanese nuclear technology and experience, such as lessons learned from the Fukushima Daiichi Nuclear Power Plant accident, were provided to offer a unique opportunity for the participants to learn about particular cases in Japan. Through the school, we contributed to the internationalization of Japanese young nuclear professionals, development of nuclear human resource of other countries including nuclear newcomers, and enhanced cooperative relationship with IAEA. Additionally, collaborative relationship within the network was strengthened by organizing the school in Japan.

The researches on examination of the plug applied to the future reflood test was conducted as a part of (5) development of technologies for restoration and/on reduction of the excavation damage relating to the engineering technology in the MIU (2014), specifically focused on (1) plug examination (e.g. functions, structure and material) and the quality control methods and (2) analytical evaluation of rock mass behavior around the plug through the reflood test. As the result, specifications of the plug were determined. These specifications should be able to meet requirements for the safety structure and surrounding rock mass against predicted maximum water pressure, temperature stress and seismic force, and for controlling the groundwater inflow, ensuring the access into the reflood gallery and the penetration performance of measurement cable. Also preliminary knowledge regarding the rock mass behavior around the plug after flooding the reflood gallery by installed plug was obtained.

The researches on engineering technology in the Mizunami Underground Research Laboratory (MIU) project consists of (1) development of design and construction planning technologies, (2) development of construction technology, (3) development of countermeasure technology, (4) development of technology for security, and (5) development of technologies for restoration and/or reduction of the excavation damage. The researches on engineering technology such as verification of the initial design were being conducted by using data measured during construction as a part of the second phase of the MIU plan. Examination about the plug for reflood test in the GL-500m Access/Research Gallery-North as part of the development of technologies for restoration and/or reduction of excavation damage were carried out. Specifically, Literature survey was carried out about the plug, based on the result of literature survey, examination of the design condition, design of the plug and rock stability using numerical simulation, selection of materials for major parts, and grouting for water inflow from between rock and plug, were carried out in this study.

In Japan Atomic Energy Agency, in order to solve the problem in the long-term operation of a light water reactor, preparation which does the irradiation experiment of light-water reactor fuel and material is advanced. JMTR stopped after the 165th operation cycle in August 2006, and is advancing renewal of the irradiation facility towards re-operation. This material irradiation test facility and power ramping test facility for doing the neutron irradiation test of the fuel and material for light water reactors is scheduled to be manufactured and installed between the 2008 fiscal year and the 2012 fiscal year. This report summarizes manufacture and installation of the material irradiation test facility for IASCC research carried out from the 2008 fiscal year to the 2010 fiscal year.

In this study, W concentrations of dusts at P-8 section and hydrogen isotope retentions in dusts are analyzed. Compositions of C including W material dusts were observed in JT-60U. For an enhanced resolution of the XPS measurement to analyze quantitatively the composition of the dust flakes, the new analysis using XPS with indium foil was done and showed that the dust flakes contains about less than 1% of tungsten in carbon. Compositions of tungsten-carbon mixed dusts at different poloidal positions are reported. Produced areas of dust including W is estimated on the outer doom wing by IMPGYRO code. Relative intensities at low temperature regions were smaller than bulk divertor target, which may be caused by the high baking/operation temperature. Amounts of retained Hydrogen/Deuterium in dust particles depend on internal defects and carbon composition of dusts.

The electronic structure of Co atoms in CoPc-based carbon catalysts, which were prepared by pyrolyzing a mixture of CoPc and phenol resin polymer up to 1000$$^circ$$C, has been investigated using XAFS analysis and HXPES. The Co K XAFS spectra show that most of the Co atoms are in the metallic state and small quantities of oxidized Co components are present in the samples even after acid washing to remove Co atoms. Based on the difference in probing depth between XAFS and HXPES, it was found that after acid washing, the surface region with the aggregated Co clusters is primarily composed of metallic Co. Since the electrochemical properties remain almost unchanged even after the acid washing process, the residual metallic and oxidized Co atoms themselves will hardly contribute to the ORR activity of the CoPc-based carbon cathode catalysts, implying that the active sites of the CoPc-based catalysts primarily consist of light elements such as C and N.

Tungsten coating on the first wall in ITER is proposed to reduce in-vessel tritium retention. However, it is possibility that carbon based materials would be used at high heat load components such as limiter. To predict the tritium retention in tungsten coating, it is essential to investigate the effects of carbon impurity on deuterium retention in tungsten coating. In this study, effects of carbon impurity on deuterium retention in the tungsten coating exposed to JT-60U divertor plasmas were investigated. Deuterium was trapped by carbon which was implanted and accumulated in the tungsten coating during the plasma discharge. D/C ration of 0.04-0.08 in the tungsten coating was reached to 1/2-1/4 compared to T/C ration in carbon co-deposition layer. Therefore, simultaneous use of carbon armor materials and tungsten coating would enhance tritium retention in tungsten coating.

Development of an ISI robot for the fast breeder reactor MONJU primary heat transfer system piping

This paper describes the development of a new inspection robot for the in-service inspection of the heat transfer system of the fast breeder reactor MONJU. The inspection was carried out using a tire-type ultrasonic sensor for volumetric tests at high temperature (atmosphere, 55 $$^{circ}$$C; piping surface, 80 $$^{circ}$$C) and radiation exposure condition (dose rate, 10 mGy/h; piping surface dose rate, 15 mGy/h). An inspection robot using a new tire type for the ultrasonic testing sensor and a new control method was developed. A signal-to-noise ratio S/N over 2 was obtained during the functional test for a calibration defect with a depth of 50%t (from the tube wall thickness). In the automatic inspection test, an EDM slit with a depth of 9% from the pipe thickness was detectable and with an S/N ratio = 4.0 (12.0 dB).

We report on the electronic structure of three different types of N-containing carbon-based cathode catalysts for polymer electrolyte fuel cells observed by hard X-ray photoemission spectroscopy. C 1s spectra show the importance of $$sp^{2}$$ carbon network formation for the oxygen reduction reaction (ORR) activity. Samples having high oxygen reduction reaction activity in terms of oxygen reduction potential contain high concentration of graphite-like nitrogen. Based on a quantitative analysis of our results, the oxygen reduction reaction activity of the carbon-based cathode catalysts will be improved by increasing concentration of graphite-like nitrogen in a developed $$sp^{2}$$ carbon network.

This report compiles data set of the groundwater chemistry obtained at Mizunami Underground Research Laboratory (MIU) between the fiscal year 2004 and the fiscal year 2007. These data includes groundwater chemistry of inflow in the shafts and sampled groundwater in the boreholes, which drilled from sub-stages of MIU and from surface (MSB-2, MSB-4, and MIZ-1). In N$$_2$$O a detailed study of the vibrational distribution of the state reached after decay of core-to-$$pi^*$$ excitation of N terminal, N central and O 1s core levels is reported. We observe a change in the relative intensity of bending versus stretching modes while scanning the photon energy across all three resonances. While this effect is known to be due to the Renner-Teller splitting in the core-excited states, we could derive that the antisymmetric stretching is excited mainly in the decay of the N terminal 1s-to-$$pi^*$$ excitation. An explanation for such selectivity is provided in terms of interplay of vibrational structure on potential energy surfaces of different electronic states involved in the process.
