Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed by the Nuclear Fuel Cycle Engineering Laboratories, based on "Safety Regulations for the Reprocessing Plant of Japan Atomic Energy Agency, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitant due to the radioactivity discharged from the plant to the atmosphere and the sea during April 2020 to March 2021. In this report, some data include the influence of the accidental release from the Fukushima Daiichi Nuclear Power Station of Tokyo Electric Power Co., Inc. (the trade name was changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016) in March 2011. Appendices present comprehensive information, such as monitoring programs, monitoring methods, monitoring results and their trends, meteorological data and discharged radioactive wastes. In addition, the data which were influenced by the accidental release and exceeded the normal range of fluctuation in the monitoring, were evaluated.

Times Cited Count:0 Percentile:0.01(Environmental Sciences)During the early phase of a nuclear accident, major radioactive materials are released into the environment, necessitating the prompt deployment of various protective actions to avoid or reduce radiation exposure. To implement these actions, the levels of radioactivity in the environment should be determined. However, the radioactivity concentrations of artificial alpha-particle-emitting radionuclides such as plutonium are difficult to measure in airborne samples, because they are interfered with natural radionuclides such as uranium decay products. Therefore, chemical separation is required to measure the concentrations. This study presents a new emergency monitoring system for airborne samples, which performs multiple-pulse time-interval analysis (MTA) without chemical separation. The system is used in conjunction with an alpha/beta-particle survey meter and adopted an analysis method focusing on the detected time interval of each particle. Its features are that a short time to output measurement result, easy handling and nondestructive. The estimated detection limit of the system was 9.510 Bq m. The MTA-based monitoring system could be useful in situations requiring prompt measurement and screening of samples.

In the Analyzed Liquid Treatment Facility of Japan Nuclear Fuel Co., Ltd. (JNFL) MOX Fuel Fabrication Plant (J-MOX), the interfere by salts with the analysis of gross alpha activity concentration analysis will be caused during the treatment process. Therefore, JNFL devised the desalting method using a solid-phase extraction chromatography. Japan Atomic Energy Agency carried out the experimental study to confirm the validity of this desalting method for the treatment liquid based on the contract with JNFL. This study consists of three experiments as follows: Step 1 - Selection of an optical solid-phase extraction agent, Step 2 - Evaluation of variation optical solid-phase extraction agent, and Step 3 - Application of the imitation liquid waste. The result of Step 1 determined the solid-phase extraction agent (InertSep ME-2) and the optimum condition (aspiration method by manifold (about 5-10 mL/min), 3M nitric acid as eluent, pH: 5, and no adjustment of ionic valence). Then, the result of Step 2 and 3 made sure the validation of this method by obtaining over 70% recovery for the imitation liquid waste sample of the Analyzed Liquid Treatment Facility of J-MOX.

The Tokai Reprocessing Plant is the first reprocessing plant in Japan which started hot test in 1977, and had reprocessed 1140 tons of spent nuclear fuel by May 2007. The gaseous and liquid radioactive wastes has been discharged to the environment. Since iodine-129 (I) is one of the most important nuclides for environmental impact assessment. Therefore, I in the exhaust and effluent has been controlled, and a precise analysis method of I in the environmental samples was developed, and the concentration of 129I in the environment was investigated. This report presents an overview of these activities. Not limited to I on reprocessing facilities, it is essential for nuclear operators to reduce the amount released to the environment in the spirit of ALARA, and to continuously develop the further upgrading environmental monitoring methods and evaluation methods in order to foster a sense of safety and security among residents living in the vicinity of the facilities.

After the Fukushima-Daiichi Nuclear Power Station (1F) Accident in March 2011, the increase was significantly observed in a part of the result of the environmental radiation monitoring in Ibaraki prefecture. "The review meeting of the environmental effect from 1F accident" was established to discuss technically the fluctuation of monitoring data. The review meeting collected the monitoring data from the four nuclear operators, and discussed a fluctuating trend, Cs/Cs activity ratio, and so on. In this report, the results of the dose rate and Cs in fallout, surface soil, flatfish and seabed sediment are introduced. Also the problem solving in the review meeting is introduced.

The meteorological observation has been performed since 1969's in the Nuclear Fuel Cycle Engineering Laboratories, JAEA after 1974. The meteorological observation data has been applied for the calculation of the atmospheric diffusion of radioactive wastes since the hot run was started 1977. This report presents statistical results of meteorological observation based on the decadal data from fiscal year 2005 to 2015. The characteristics of atmospheric diffusion related to the meteorological parameter are also discussed in this report.
