In Japan, about 10 years have passed since the law obligated nuclear operators to develop and maintain a nuclear security culture. During this period, the global nuclear situation has changed significantly, and it is becoming important to maintain a stance that emphasizes compliance with regulations and nuclear security culture. In JAEA, the policy of legal compliance and developing nuclear security culture is determined by the president of JAEA. For legal compliance and developing nuclear security culture, many activities are carried out based on that policy. Finally, these activities are evaluated and improved it every year. Case study is the one of activities that can obtain skills for legal compliance and developing nuclear security culture, such as sensitivity of nuclear security risks, correct understanding of the laws. The procedure for the case study was created with reference to a method called KY-Training which is often applied to safety training program in Japan. KY-Training is a training that participants (groups) can reach the conclusion how to respond to cases through four questions. Firstly, participants are given illustrations and descriptions which has potential of nuclear security risks. Then, participants make discussion according to four questions. Consequently, participants can effectively become aware of nuclear security risks. In the 2022 case study, we prepared 23 cases so that they can select choose freely according to role of participants such as in charge of nuclear security, guards, general employees. Finally, participants are asked to fill a questionnaire to evaluate effectiveness of case study. The result of questionnaires indicated that the case study was able to lead to improvement sensitivity of nuclear security risks and correct understanding of the laws. Overall, case study results suggested that JAEA's efforts were implying sufficiently to develop and maintain a nuclear security culture.

Its new version, PHITS3.31, was recently developed and released to the public. In the new version, the compatibility with high-energy nuclear data libraries and the algorithm of the track-structure modes have been improved. In this paper, we summarize the upgraded features of PHITS3.31 with respect to the physics models, utility functions, and application software introduced since the release of PHITS3.02 in 2017.

JAEA has been effectively implementing various activities with evaluation and improvement. Especially, e-learning which combines education and awareness, case studies, and internal audits are considered effective in maintaining nuclear security compliance and security culture development activities.

Times Cited Count:1 Percentile:20.65(Astronomy & Astrophysics)We identified two energetic electron precipitation (EEP) events during the growth phase of moderate substorms and estimated the mesospheric ionization rate for an EEP event for which the most comprehensive dataset from ground-based and space-born instruments was available. The mesospheric ionization signature reached below 70 km altitude and continued for ~15 min until the substorm onset, as observed by the PANSY radar and imaging riometer at Syowa Station in the Antarctic region. We also used energetic electron flux observed by the Arase and POES 15 satellites as the input for the air-shower simulation code PHITS to quantitatively estimate the mesospheric ionization rate. Combining the cutting-edge observations and simulations, we shed new light on the space weather impact of the EEP events during geomagnetically quiet times, which is important to understand the possible link between the space environment and climate.

Five neutron sources were selected, which are generated from (1) 43- and 68-MeV proton-induced reaction on a thin lithium target, (2) 52-MeV proton-induced reaction on a thick graphite target, (3) 590-MeV proton-induced reaction on a thick lead target, (4) 500-MeV proton-induced reaction on a thick tungsten target, and (5) 800-MeV proton-induced reaction on a thick tantalum target. For all cases, overall agreements in the results are satisfactory when using the JENDL-4.0/HE to simulate neutron- and proton-induced reactions up to 200 MeV. However, discrepancies using PHITS default settings are observed in the results. For an accurate neutron-shielding design for accelerator facilities, using JENDL-4.0/HE in the particle and heavy-ion transport code system calculation is favorable.

By the nuclear disaster of Fukushima Daiichi Nuclear Power Station (FDNPS), Tokyo Electric Power Company (TEPCO), caused by the Great East Japan Earthquake and the following tsunami on March 11, 2011, a large amount of radioactive material was released from the FDNPS. After the nuclear disaster, airborne radiation monitoring using manned helicopter has been conducted around FDNPS. The results of the airborne radiation monitoring and the evaluation for temporal change of dose rate in the fiscal 2020 were summarized in this report. Analysis considering topographical effects was applied to the result of the airborne monitoring to improve the accuracy of conventional method. In addition, technique for discriminating gamma rays from the ground and those from the airborne Rn-progenies was also utilized to evaluate their effect on airborne radiation monitoring.

A large amount of radioactive material was released by the nuclear disaster of Fukushima Daiichi Nuclear Power Station (FDNPS), Tokyo Electric Power Company, caused by the Great East Japan Earthquake and the following tsunami on March 11, 2011. After the nuclear disaster, airborne radiation monitoring via manned helicopter has been utilized to grasp rapidly and widely the distribution of the radioactive materials surrounding FDNPS. We prepare the data of background radiation dose, geomorphic characteristics and the controlled airspace surrounding nuclear facilities of the whole country in order to make effective use of the monitoring technique as a way of emergency radiation monitoring and supply the results during an accident of a facility. This report is summarized that the knowledge as noted above achieved by the aerial radiation monitoring around Tsuruga and Mihama nuclear power station, research reactors in Kindai University Atomic Energy Research Institute and Institute for Integrated Radiation and Nuclear Science, Kyoto University. In addition, examination's progress aimed at introduction of airborne radiation monitoring via unmanned plane during nuclear disaster and the technical issues are summarized in this report.

The charge-exchange multi-turn injection by using a carbon stripper foil is adopted in high-intensity proton ring accelerators worldwide. It is a beneficial method to compress the pulsed proton beam with high intensity but there are serious issues for high intensity. First issue is a short lifetime of the foil by deformation or breaking itself. Another issue is high radiation dose corresponding to the scattered particles on the foil. Therefore, a non-destructive stripping injection method is required for higher intensity proton beam. We newly propose a non-destructive method of H stripping by using only laser. The new method is called "laser stripping injection". To establish our method, we are preparing for a POP (Proof-of-Principle) experiment of 400 MeV H- stripping to proton at J-PARC. In our presentation we will present the current status of laser system development for laser stripping injection at J-PARC.
