Discussing the necessity of the nuclear fuel cycle, its future, and issues (costs, pros and cons of the LWR cycle, etc.). The trend toward carbon neutrality will lead to a rush to build nuclear (light water reactor) power plants in many countries. As a result, the price of natural uranium is expected to skyrocket, increasing the need for fast reactor cycle development. It is essential to present to the world the concept of commercialization of fast reactors that combine high safety and economic efficiency, and to proceed with development steadily in order to realize it promptly, without dissipating the technologies for design, construction, operation, and maintenance of fast reactors that Japanese industry and JAEA have accumulated through the development of MONJU and other projects.

Expectations for the GIF in its 20th year

GIF was launched in 2001 to develop of GEN-4 reactors through international cooperation. The Policy Group chair rotates among the US, France, and Japan, and Hideki Kamide, Advisor to MEXT of the JAEA, is currently the Chair. The development goals and reactor concept have been summarized as follows, Establishment of the development goals of economic, security, sustainability and proliferation resistance. Selection of reactor types of GFR, SCWR, SFR, VHTR, LFR and MSR. The major achievement is establishment of the safety design criterion, which will become an international standard for SFR and has been developed under the leadership of Japan. In the future, it is important to establish a new mechanism in the demonstration stage and to develop design standards and criteria for maintenance and servicing for international standards for GEN-4 reactors.

The Generation IV international Forum (GIF) has led international collaborative efforts to develop six next generation nuclear energy systems, such as Sodium-cooled Fast Reactor (SFR), Lead-cooled Fast Reactor (LFR), Gas-cooled Fast Reactor (GFR), Molten Salt Reactor (MSR), Supercritical Water-cooled Reactor (SCWR), and Very High Temperature Reactor (VHTR), which have superior characteristics for the Safety and Reliability, Economics, Sustainability, Proliferation Resistance and Physical Protection. Some systems are already in the Demonstration Phase and the commercialization of the system in 2030s, which is the target of GIF, comes into sight.

Current status and future view of the fast reactor cycle technology development in Japan

The "Fourth Strategic Energy Plan" of Japan was approved by the Cabinet in April 2014. It states that nuclear energy is an important base-load power source as a low carbon and quasi-domestic source even after the Fukushima accident, and Japan promotes nuclear fuel cycle in terms of the efficient use of resources and volume reduction and mitigation of degree of harmfulness of HLW and carries out fast reactor (FR) cycle R&D for the commercialization, taking advantage of international cooperation. JAEA is conducting several FR cycle R&D primarily focusing on waste reduction and FR safety enhancement utilizing bilateral and multilateral cooperation (ASTRID program, GIF, etc.). JAEA applied for change of reactor installation license for experimental FR Joyo's restart in around 2020 under the new regulatory requirements in March 2017. Meanwhile, the Council on FR Development was established in September 2016 to discuss and prepare a draft paper on policy for FR development. Based on the result, the Inter-Ministerial Council for Nuclear Power decided the new policy and to develop a strategic roadmap by 2018 for realizing the policy. It also decided that Prototype FBR Monju will be decommissioned.

Safety design approach for a large-scale Japan Sodium-cooled Fast Reactor (JSFR)

The present paper describes safety goals and principles for Generation IV energy systems, with emphasis on prevention and mitigation against severe accidents in the safety design corresponding to Level 4 of the defense-indepth architecture. Consistent with them, a deterministic safety design approach has been applied to the Japan Sodium-cooled Fast Reactor (JSFR) with the complimentary use of probabilistic approach. The JSFR safety design principle has also been developed with safety design features corresponding to essential safety functions, such as reactor shutdown, decay heat removal and containment. Design principle against chemical activity of sodium is also discussed both on the isolation from the reactor core safety and the contribution to the plant reliability.

The development of the fast reactor where the fuel is efficiently produced while consuming the fuel has accelerated in each country. The startup target of a commercial reactors is provided in Russia and India in 2020, in China in around 2030, and Japan, France and Republic of Korea are aiming at the practical use of 2040-2050. It is especially recognized that India and China will actively introduce more than 200 GWe power from fast reactors by middle of this century on the basis of their own national strategy where the fast reactors should be the main current of nuclear power generation. In this article, the trend of the latest development plan of the major countries (Russia, India, China, France, South Korea, and Japan) and international organizations is introduced, centering on the discussion at "International Conference on Fast Reactors and Related Fuel Cycles" by IAEA on December last year in Kyoto City and Tsuruga City.

Role of "Monju" in the international cooperation for the development of next generation FBR

As for Japan because it is energy security guaranty and the like, Japan continued the research and development of FBR ("Joyo", "Monju") and fuel cycle. In recent years, there are a growing interest in the long-term energy security and terrestrial environmental problem. And FBR cycle has again been observed, by the development of young country and the like. This year, reactor operation was reopened after about 14 years, "Monju" is the only prototype FBR reactor which it works as the Western Worlds, and the result of these research and developments is expected even worldwide. JAEA is carrying on international cooperation of "JAEA-CEA", "JAEA-DOE", GIF, IAEA, for the points of view "The efficient development", "Decrease of development risk", "Establishment of worldwide standard technology", "Monju" establishes to the position as base of international research and development, and JAEA makes the best endeavors to "Monju" carrying out worldwide contribution.

Current status and prespective of FBR cycle development

The Japan Atomic Energy Agency is developing the FBR Cycle that is the combination of a sodium cooled FBR (oxide fuel), an advanced aqueous reprocessing and a simplified pelletizing as "Key Technology of National Importance". From now on, the JAEA invests the development resource to a major concept intensively, and aims to put it to practical use by new project, "FaCT". With "FaCT" project, the adoption of innovative technology is going to be judged in 2010. The result of "Fact" are going to be presented in 2015 that is the systematized technologies based on R&D and the conceptual designs of demonstration facility and commercial facility. In order to start the demonstration reactor operation in 2025 by the result of "FaCT", the project is carried with international cooperation.

Launch of fast reactor cycle technology development project in Japan

JAEA launched a new FR Cycle Technology Development (FaCT) Project in cooperation with the Japanese electric utilities. The FaCT project is based on the conclusion of the Feasibility Study on Commercialized FR Cycle Systems (FS), which carried out in last seven years. In the FS, the combination of the sodium-cooled FR with oxide fuel, the advanced aqueous reprocessing and the simplified pelletizing fuel fabrication was selected as the main concept which should be developed principally. A conceptual design study of the main concept and R&D of innovative technologies are implemented toward an important milestone at 2015. The development targets, which were set up at the beginning stage of FS, were revised for the FaCT project based on the results of FS and change in Japanese society environment and in the world situation. International collaboration is promoted to pursue fast reactor cycle technology which deserves the global standard and its efficient development.

We report the first X-ray diffraction experiments of PrFe$$_{4}$$P$$_{12}$$ under high pressure. We discovered a symmetry lowering from cubic to orthorhombic or lower at the metal-insulator transition temperature, accompanied by a jump in the lattice constant, which indicates a first-order phase transition. The superlattice reflections at q=(1,0,0) observed in the low-pressure nonmagnetic ordered phase are found to disappear in the insulating phase. The temperature dependence of the lattice constant and the absence of the superlattice reflections are well explained by taking into account an antiferromagnetic ordering.
