Japan is a country far away from Europe and the US. The news of the accident occurred in this country was immediately reached to countries throughout the world and the image of the explosion was repeated on TV screens. This accident aroused various discussions on nuclear policy. The responses of countries divided with the US and France maintaining the stance of promoting nuclear power and Germany and Italy clarifying its policy to withdraw from nuclear energy. This report provides information on the responses to the accident taken by the US and other states.

Risk assessment approach for sabotage and dirty-bomb

In terms of the countermeasure of physical protection for nuclear material transport and nuclear facility, it is very important to consider the protection method for subotage and radiological dispersal device (RDD). In this study, we will introduce the foreign coutermeasures for those threats, and show the effectiveness of a statistical method using metorogical and dispersion calculations instead of the conventional method using gauss-plume calculations. Moreover, fluid dynamic calculations enable us to evaluate the risk assessment in the urban area.

Based on the experiences of JAEA the transport methods for MOX after start of plutonium use in 1966, background of negotiations resulting from international discussion which has affected transport methods and special features of MOX transport will be briefed. By those explanation future trend and issues with regard to MOX transport will be summarized.

The Promotion of 3S initiative towards the balance for peaceful use of nuclear energy with nuclear non-proliferation

With the growing number of countries being interested in nuclear energy as a means for climate change and energy security concern, the importance of the compliance is again pointed out not only with the nuclear safety but also with the nuclear non-proliferation. Based on the abovementioned common acknowledgement, with the international collaboration, 3S initiative for the assurance of the nuclear non proliferation (safeguards), safety, and security, was proposed in Toyako summit G8 leaders declaration, and its importance was reaffirmed in LAquila summit G8 leaders declaration. In the paper, the result of study for the concrete measure of the 3S initiative will be introduced from the point of synergy effect on Fostering the 3S culture, Enforcement of the 3S package between software and hardware, Technology development for 3S, and Public acceptance activity for 3S.

Development of MOX powder packaging

The Japan Atomic Energy Agency (JAEA) is planning to procure Mixed Oxide (MOX) powder from the Rokkasho Reprocessing Plant (RRP) of the Japan Nuclear Fuel Limited (JNFL), as raw material to fabricate reload-fuel for the prototype fast breeder reactor "MONJU" and the experimental reactor "JOYO" at about 2014. The diameter of MOX storage canister used in RRP is larger than the one used in the Tokai Reprocessing Plant (TRP) of JAEA, and therefore the canister has a large capacity. Because of this, the existing packagings are not to be used and development of new packaging has started in 2002. The design of the packaging needs to comply with the requirements for Type B(U)F package specified in the TS-R-1 of the IAEA safe transport regulations and has targeted to ensure high performance of sub-criticality and obtain an efficient performance for heat release, considering a large amount of plutonium. The design of the package is found to satisfy those requirements. In order to validate the design, a series of prototype tests using a prototype packaging has been conducted: heat convection test, handling test in RRP and regulation tests (9m drop, fire, etc.). In the paper, features of the new packaging and test results are presented.

Preparation for MOX powder sea transport by JAEA

JAEA is planning to procure MOX powder from the Rokka-sho Reprocessing Plant (RRP) of the JNFL in Aomori prefecture, as raw material to fabricate reloaded-fuel for the prototype fast breeder reactor "MONJU" and the experimental reactor "JOYO" at about 2014. A development of new packaging and a preparation of specialized transport system for responding to requirements of Category I nuclear materials have been implemented. The design of the new packaging started in 2002. A series of prototype tests using a prototype packaging has been con-ducted: heat convection test, handling test in RRP, and regulation tests according to the requirements for Type B(U)F package specified in the TS-R-1 of the IAEA safe transport regulations. The design of the dedicated transport container was conducted to accommodate as many packages as possible, based on an ISO 20-foot container. An assessment of sea transport for MOX powder was also conducted, as part of the safety assessment during transport by ship.
