The Japan Atomic Energy Agency has been developing the research and development facilities, "Okuma Analysis and Research Center", in order to ascertain the properties of radioactive wastes and fuel debris towards the decommissioning of TEPCO's Fukushima Daiichi Nuclear Power Station. This paper outlines the concept of "Laboratory-1" which will analyze low and medium level samples in the Okuma Analysis and Research Center with a focus on the research plan.

Decommissioning of TEPCO's 1F is in progress according to the Roadmap. The Roadmap assigned the construction of a hot laboratory and analysis to the JAEA. The hot laboratory, Okuma Analysis and Research Center consists of the three buildings; Administrative building, the Laboratory-1 and Laboratory-2. The Laboratory-1 and Laboratory-2 are hot laboratories. Laboratory-1 is for radiometric analysis of low and medium level radioactive rubble and secondary wastes. The license of the Laboratory-1's implementation was approved by The Secretariat of the Nuclear Regulation Authority and the construction started in April 2017 and plans an operational start in 2020. Laboratory-2 provides concrete cells, steel cells for the analysis of the fuel debris and high level radioactive rubble. The Laboratory-2's major analysis items is reviewed by review meeting organized of cognoscente.

JAEA received technical proposals from private enterprise about techniques that can be used for decontamination work, and "Decontamination Technology Demonstrations Projects" was commissioned from the Ministry of the Environment to verifies the decontamination effect, economy feasibility, safety, and other factors. By the "FY 2013 Decontamination Technology Demonstrations Projects" JAEA carried out technical advice of demonstration test and evaluation of 11 technologies (e.g., decontamination of soils and green space and wastes and washing of fly ash).

To discover technologies that can be utilized for decontamination work and verify their effects, economic feasibility, safety, and other factors, the Cabinet Office, Government of Japan launched the FY2012 Decontamination Technology Demonstrations Project to publicly solicit decontamination technologies that would be verified in demonstration tests and adopted 15 candidates. JAEA was commissioned by the Ministry of the Environment, Government of Japan to provide technical assistance related to these demonstrations. JAEA carried out technical advice of demonstration test and evaluation of 15 technologies (e.g., decontamination technology of Burned ash washing and Pond Dredging) to perform decontamination of the environment.

Criticality experiments using uranyl nitrate solution fuel are being conducted at STACY (the Static Experiment Critical Facility) and TRACY (the Transient Experiment Critical Facility) in NUCEF (the Nuclear Fuel Cycle Safety Engineering Research Facility). Chemical analyses of the solution have been carried out to take necessary data for criticality experiments, for treatment and control of the fuel, and for safeguards purpose at the analytical laboratory placed in NUCEF. About 300 samples are analyzed annually that provide various kinds of data, such as uranium concentration, isolation acid concentration, uranium isotopic composition, concentration of fission product (FP) nuclides, tri-butyl phosphoric acid (TBP) concentration, impurities in the solution fuel and so on. This report summarizes the analytical methods and quality management of the analysis for uranyl nitrate solution relating to the criticality experiments.

Analytical results of uranyl nitrate solution are essential data for the operation of the Static Experiment Critical Facility (STACY), the Transient Experiment Critical Facility (TRACY) and the fuel treatment system in the Nuclear Fuel Cycle Safety Engineering Research Facility (NUCEF). Analytical works were carried out for the determination of fuel characteristics before and after criticality experiments, fuel preparation and nuclear material accountancy in FY. 2001. Moreover,as to preparation of critical experiments at STACY, plutonium preliminary tests were carried out to confirm the treatment condition (characteristics of the dissolution of the mixed oxide (MOX) powder and the extraction & separation for uranium / plutonium) of plutonium nitrate solution. Analytical works were carried out on the preliminary tests. A total number of analytical samples in FY. 2001 were 322 samples.This report summarizes the data on analytical works in FY.2001.

In accordance with handling and dissolution of mixed oxide(MOX) powder in the fuel treatment system of NUCEF ,the preliminary tests for dissolution of the MOX powder in nitric acid solution have started since the end of 2000 ,after the MOX powder transfer to the NUCEF. The analytical works were carried out for the preliminary tests. A total number of analytical samples in FY. 2000 were 483 samples . This report summarizes the data on analytical works in FY.2000.
