Because of the decommission of the Japan Materials Testing Reactor (JMTR), the domestic neutron irradiation facility, which had played a central role in the development of innovative nuclear reactors and the development of technologies to further improve the safety, reliability, and efficiency of light water reactors, was lost. Therefore, it has become difficult to pass on the operation techniques of the irradiation test reactors and irradiation technologies, and to train human resources. In order to cope with these issues, we conducted a study on the implementation of irradiation tests using overseas reactors as neutron irradiation sites as an alternative method. Based on the "Arrangement between the National Centre for Nuclear Research and the Japan Atomic Energy Agency for Cooperation in Research and Development on Testing Reactor," the feasibility of conducting an irradiation test at the MARIA reactor (30 MW) owned by the National Centre for Nuclear Research (NCBJ) using the temperature control system, which is one of the JMTR irradiation technologies, was examined. As a result, it was found that the irradiation test was possible by modifying the ready-made capsule manufactured in accordance with the design and manufacturing standards of the JMTR. After the modification, a penetration test, an insulation continuity test, and an operation test in the range of room temperature to 300$$^{circ}$$C, which is the operating temperature of the capsule, were conducted and favorable results were obtained. We have completed the preparations prior to transport to the MARIA reactor.

A collapse event of a cooling tower for secondary cooling system in the Japan Materials Testing Reactor (JMTR) was caused by the strong winds of Typhoon No.15 on September 9, 2019. As measures against the event, the working group for the renewal of the UCL (Utility Cooling Loop) cooling tower was established in the department of JMTR, and the integrity of the UCL cooling tower, which is the same type of wooden cooling tower as the secondary cooling tower in the JMTR, was investigated. As a result of this investigation, we have decided to replace the existing UCL cooling tower with a new cooling system. After investigations, in order to reduce the risk of collapse due to wood decay, the new cooling system was installed as a component of the air system to be managed as a performance maintenance facility after decommissioning. This report describes the design of and the evaluation results of the facility.

Voltage drop analysis and leakage suppression design for mineral-insulated cables

The influence of materials of mineral-insulated (MI) cables on their electrical characteristics upon exposure to high-temperature conditions was examined via a transmission test, in the objective of achieving the stability of the potential distribution along the cable length. Occurrence of a voltage drop along the cable was confirmed for aluminum oxide (Al$$_{2}$$O$$_{3}$$) and magnesium oxide (MgO), as insulating materials of the MI cable. A finite-element method (FEM)-based analysis was performed to evaluate the leakage in the potentials, which was found at the terminal end. Voltage drop yields by the transmission test and the analysis were in good agreement for the MI cable of Al$$_{2}$$O$$_{3}$$ and MgO materials, which suggests the reproducibility of the magnitude relationship of the experimental results via the FEM analysis. To suppress the voltage drop, the same FEM analysis was conducted, the diameter of the core wires ($$d$$) and the distance between them ($$l$$) were varied. Considering the variation of $$d$$, the potential distribution in the MI cable produced a minimum voltage drop corresponding to a ratio $$d/D$$ of 0.35, obtained by dividing $$d$$ with that of the insulating material ($$D$$). In case of varying $$l$$, a minimum voltage drop was l/$$D$$ of 0.5.

Soundness survey of cooling tower of Utility Cooling Loop (UCL Cooling Tower) in JMTR

A collapse event of the cooling tower of secondary cooling system in the JMTR (Japan Materials Testing Reactor) was caused by the strong wind of Typhoon No.15 on September 9, 2019. The cause of the collapse of the cooling tower was investigated and analyzed. As the result, it was identified that four causes occurred in combination. Thus, the soundness of the cooling tower of Utility Cooling Loop (UCL cooling tower), which is a wooden cooling tower installed at the same period as the cooling tower of secondary cooling system, was investigated. The items of soundness survey are to grasp the operation conditions of the UCL cooling tower, to confirm the degradation of structural materials, the inspection items and inspection status of the UCL cooling tower, and to investigate the past meteorological data. As the results of soundness survey of the UCL cooling tower, the improvement of inspection items of the UCL cooling tower was carried out and the replacement and repair of the structural materials of the UCL cooling tower were planned for safe maintenance and management of this facility. And the renewal plan of new cooling tower was created to replace the existing UCL cooling tower. This report is summarized the soundness survey of the UCL cooling tower.

A practical training course using the JMTR and other research infrastructures was held from July 31st to August 7th in 2018 for Asian young researchers and engineers. This course was adopted as Japan-Asia Youth Exchange Program in Science (SAKURA Exchange Program in Science) which is the project of the Japan Science and Technology Agency, and this course aims to enlarge the number of high-level nuclear researchers/engineers in Asian countries which are planning to introduce a nuclear power plant, and to promote the use of facilities in future. In this year, 11 young researchers and engineers joined the course from 6 countries. This course consists of lectures, which are related to irradiation test research, safety management of nuclear reactors, nuclear characteristics of the nuclear reactors, etc., practical training such as practice of research reactor operation using simulator and technical tour of nuclear facilities on nuclear energy. The content of this course in FY 2018 is reported in this paper.

From the viewpoints of utilization improvement of the Japan Materials Testing Reactor (JMTR), the experimental devices have been established for the out-pile tests in the irradiation technology development building. The devices for the irradiation capsule assembly, material tests and inspections were established at first and experimental data were accumulated before the neutron irradiation tests. On the other hand, after the Great East Japan Earthquake, the repairs and earthquake-resistant measures of the existing devices were carried out. New devices and equipments were also established for the R&D program for power plant safety enhancement of the Agency for Natural Resources and Energy, Ministry of Economy, Trade and Industry (METI) and $$^{99}$$Mo/$$^{99m}$$Tc production development under the Tsukuba International Strategic Zone. This report describes the outline and basic operation manuals of the devices established from 2011 to 2016 and the management points for the safety works in the irradiation technology development building.

In response to the lesson of the accident at the Fukushima Dai-ichi Nuclear Power Plant, we started a development of a radiation-resistant in-water wireless transmission system. In this study, capability of light emitting diodes (LED) and photo diodes (PD) as light emitting and receiving devices was researched. Results of irradiation tests of LEDs and PDs up to 1 MGy indicated a main cause of the degradation of the optical performances of the diodes was not the radiation damage at the semiconductor parts but the coloring of the resin parts. Assuming that the use of the candidate LED and PD, the PD's output current generated by the emission light of the LED at five meters away in water was estimated to be detectable intensity even considering the effects of the absorption of the light by water and the increased dark current by 1 MGy irradiation. Therefore, a radiation resistant in-water transmission system can be constructed using LEDs and PDs in principle.

In response to the lesson of the accident at the Fukushima Dai-ichi Nuclear Power Plant, we started a development of a radiation resistant monitoring camera system. In this study, improvement of radiation resistance of the imaging sensor was addressed as the main target. Three different types of CMOS image sensors with field plate structure and three transistors (3TPD), photogate structure and three (3TPG) or four transistors (4TPG) were designed and fabricated. The sensors were irradiated up to 70 kGy at the $$^{60}$$Co $$gamma$$-ray irradiation facility at Takasaki Advanced Radiation Research Institute in Japan Atomic Energy Agency. After irradiation, the dark current of the 4TPG rapidly increased and excessed that of the 3T types at least by 50 kGy. The large increase of the dark current of the 4TPG resulted in almost no sensitivity at least by 50 kGy. On the other hand, the sensitivities of the 3T types remained usable values and 3TPG had larger sensitivity than 3TPD after 50 kGy. As the results, the 3TPG sensor was revealed to be the most advantageous one in terms of dark current and sensitivity among the fabricated three sensors.

$$gamma$$ irradiation effects on LEDs which were fabricated by different two fabricators and had relatively large amount of light were evaluated toward the development of a radiation-resistant in-water wireless transmission system using visible light. The current-voltage characteristics and total luminous flux of the LEDs were measured before and after the irradiation. After the irradiation, the total luminous flux decreased and the resin lenses turned oxblood. Meanwhile, the current-voltage characteristics hardly changed. These results indicated that the decreases of the total luminous flux of the LEDs were mainly caused by not the degradation of the semiconductor parts but the coloring of the resin parts by the irradiation. On the other hand, the decrease rates of the total lumious fluxes with $$gamma$$ absorbed dose of the LEDs fabricated one fabricator were smaller than the others. Therefore, they are possible candidates for the light emitting devices of the developing in-water transmission system.

Investigation of a relation between output power and brightness of Cherenkov light of a specific fuel element at KUR by a CCD camera was performed due to a development of a real-time in-core measurement technique using Cherenkov light. The results indicate that the inhomogeneous distribution of output power and the shadow of the control-rod guide tubes and the other irradiation equipment have significant effects on the brightness of the Cherenkov light. These effects could be suppressed by using a number of cameras located at various positions.

Development of the reactor measurement system was started to obtain real-time in-core nuclear and thermal information, where the quantity measurement of brightness of Cherenkov light was applied. The system would be applied as monitoring system in severe accidents and for advanced operation management technology in existing LWRs. In this report, the calculation and the observation results were summarized about the quantity of the Cherenkov light caused by the $$gamma$$ and $$beta$$ ray emitted from the fuels in the core of Kyoto University Research Reactor.
