The number of research reactors in the world is decreasing because of their aging. However, the planning to introduce the nuclear power plants is increasing in Asian countries. In these Asian countries, the key issue is the human resource development for operation and management of nuclear power plants after constructed them, and also the necessity of research reactor, which is used for lifetime extension of LWRs, progress of the science and technology, expansion of industry use, human resources training and so on, is increasing. From above backgrounds, the Neutron Irradiation and Testing Reactor Center began to discuss basic concept of a multipurpose low-power research reactor for education and training, etc. This design study is expected to contribute not only to design tool improvement and human resources development in the Neutron Irradiation and Testing Reactor Center but also to maintain and upgrade the technology on research reactors in nuclear power-related companies. This report treats the activities of the working group from July 2010 to June 2011 on the multipurpose low-power research reactor in the Neutron Irradiation and Testing Reactor Center and nuclear power-related companies.

Tokai reprocessing plant (TRP) has been processing over 1,123 tons of spent fuels from the beginning of its active operation in Sept. 1977. For 30 years operation of TRP, many technological problems have been overcome to obtain the stable and reliable operation. The process for establishments of maintenance technology in TRP was evaluated through the analysis of significant plant equipment failures reported to the authorities concerned. Through these troubles and its solution, following knowledge could be obtained.

Times Cited Count:4 Percentile:29.49(Nuclear Science & Technology)The application of safeguards to the Tokai Reprocessing Plant(TRP), the world's first reprocessing plant with a sole objective of commercial use, was made on try and error basis because it was the first experience for both the plant and the inspection sides. Through thirty years' faithful cooperation to the IAEA-initiated safeguards program, TRP contributed also to the developments of the international credibility upon the concept of safeguards system of Reprocessing plant in non-nuclear weapon countries. TRP also has been processing over 1,123 ton of spent fuels from the beginning of its active operation in Sept.'77. For 30 years operation of TRP, many technological problems have been overcome to obtain the stable and reliable operation. The process for establishments of maintenance technology in TRP was evaluated through the analysis of significant plant equipment failures reported to the Government and so on. Discussion in this paper is also emphasized that the safeguards system and the maintenance technologies developed by TRP have been applied to the first Rokkasho commercial reprocessing plant (RRP). Furthermore, this operation knowledge base can contribute to the design and construction of the next generation reprocessing plant.

This paper describes the role of Tokai Reprocessing Plant (TRP) for the safeguards (SG) technology development by Japan and IAEA and its application to the first large commercial plant in Japan. Through several negotiations between Japan and USA, TRP accepted the full scope application of IAEA's SG, the development of U-Pu mixed conversion process, and the experimental work of IAEA for development of SG activities. Results under the TASTEX, which was research and development program by an agreement made during Japan and USA negotiation on reprocessing, were reflected to the INFCE, which was organized by the change in US atomic energy policy. Most of the current SG technologies being applied by IAEA were developed at this time. Both effectiveness and reliability of such technologies have been validated extensively through the 30 years operation of TRP.

Problems were picked up by investigating how to strengthen JNC's competitive position of the fuel cycle technologies (reprocessing and MOX fabrication) in world markets. Market needs in mainly Asian countries were also investigated about plutonium utilization in light water reactors (LWRs). Legal regulations were surveyed on import, export and transport of nuclear fuels. Foreign enterprises involved in fuel reprocessing and MOX fabrication businesses were surveyed on their activities and company histories. Fundamental conditions required to a company which is going to commence and run a fuel reprocessing and MOX fuel fabrication were discussed. Technical problems were picked up concerning strengthening JNC's competitive position of reprocessing technologies by making an image of 400tons / year model plant. Cost reduction and improvement of safety are two basic indexes for pick up technical problems other indexes are simplification of process, cutting down of radioactive waste generation and so on. Accumulated amount and generation rate of spent fuels discharged from LWRs in some Asian countries were analyzed from the date of electric power consumption and share of nuclear power plant generation. Latent reprocessing demand which is caused by the pressure of big accumulations of spent fuel storage were also estimated. Then timing of commencing fuel reprocessing and MOX fuel utilizing were forecasted for Korea, Taiwan and China based on the above results.

This paper is compiled as a record of oral presentation by O.YAMAMURA at RECOD' 91 in April 15. 1991 in Sendai Japan with more than 600 attendance. Since the start of construction of the Tokai Reprocessing Plant (TRP) in 1971, large efforts were taken by the Power Reactor and Nuclear Fuel Development Corporation (PNC) and various organizations to root the LWR fuel reprocessing technology in Japan. These efforts produced many achievements around the TRP, and now the future plan for the TRP is being studied.
