In order to resume the System Startup Test (SST) of Monju, replacement fuel have to be loaded in exchange for some of initial fuel now loaded in the core to compensate core reactivity lost by decay of Pu-241 in them. The replacement fuel were being stored either in sodium in an ex-vessel storage tank or in air in a storage rack for about 10 years since their fabrication. The initial fuel were irradiated during the SST which was suspended in the end of 1995 and then stayed being loaded in the sodium-circulated core. As this long-term storage and loading may deteriorate mechanical integrity of the assemblies, a study has been made thoroughly on its thermal-hydraulic, structural and material effects on them that might be caused by irradiation in the core, sodium and mechanical environment. The study has shown that the mechanical integrity of them is well maintained even with this long-term storage and loading.

Japan Nuclear Cycle Development institute (JNC) has conducted the collaboration concerning vibro-packed fuels with Paul Scherrer Institut (PSI) in Switzerland and Nuclear Research & consultancy Group (NRG) in the Netherlands. The project "Research and Development of Advanced Sphere-pac fuel" is called FUJI (FUel irradiations for JNC and PSI) Project. In this project, three types of fuels that are sphere-pac fuels, vipac fuels, and pelletized fuels will be irradiated in the High Flux Reactor (HFR) to compare the fuel performance. Based on the drawing which has been agreed among three parties, fabrication of the pin components and welding of the upper and lower connection endplugs were performed in accordance with ISO-9001 in JNC. This report describes data of fabricated pin components, results of welding qualification tests, and quality assurance of the welded components. The fabrication of pin components was successfully completed and they were delivered to PSI in October 2002.

Some falsification has been detected in the results of quality control data relating to the diameter of samples of pellets produced in the BNFL's MOX Demonstration Facility (MDF) on September 1999. This document is the outlines of inspection procedure for the MONJU fuel pellet in plutonium fuel center of JNC.
