Integrating radiation protection criteria for radioactive waste management into remediation procedures in existing exposure situations after a nuclear accident

Experience after the accident at the Fukushima Daiichi Nuclear Power Station has shown that there is a need to establish radiation protection criteria for radioactive waste management consistent with the criteria adopted for the remediation of existing exposure situations. A stepwise approach to setting such criteria is proposed. Initially, a reference level for annual effective dose from waste management activities in the range 1-10 mSv should be set, with the reference level being less than the reference level for ambient dose. Subsequently, the reference level for annual effective dose from waste management activities should be reduced in one or more steps to achieve a final target value of 1 mSv. The dose criteria at each stage should be determined with relevant stakeholder involvement. Illustrative case studies show how this stepwise approach might be applied in practice.

JAEA is responsible for siting a proper location to establish new disposal facilities with siting criterion and procedure, in consideration of transparency and impartial for the siting process, based on Plan Concerning the Disposal Business Execution. As a part of the study to draw up siting criterion and procedure, Sensitivity analysis of the disposal facilities from the viewpoint of dose evaluation and cost estimation under various siting condition will be carried out. Therefore, Conceptual design of disposal facilities as a reference case is necessary. The basic condition of the design conforms to the property, quantity, radioactivity of waste packages, technical standards and likely siting condition. This report summarizes the results of the reasonable design of our disposal facilities and the layout of the place of activity where the disposal facilities and associated facilities to be installed.

The Low-Level Radioactive Waste Disposal Project Center of Japan Atomic Energy Agency will establish a sitting criterion and procedure in a fair and transparent manner to settle on a near surface disposal facility for low level radioactive wastes generated from research, industrial and medical facilities, based on "Plan Concerning the Disposal Business Execution". Therefore, reasonable conceptual design of the disposal facilities will be planned under premise conditions of sitting condition on natural and social environment, waste form condition including radioactive inventory and waste packages, and technical standards based on "Law for the Regulations of Nuclear Source Material, Nuclear Fuel Material and Reactors" and "Law concerning Prevention of Radiation Hazards due to Radioisotopes, etc." and so on. This report summarizes the results of the investigation on the sitting condition in these premise conditions for conceptual designs of the disposal facilities.
