This annual report documents the progress of research and development (R&D) in the 1st fiscal year of the Japan Atomic Energy Agency 4th Medium- and Long-term Plan (fiscal years 2022-2028) to provide the scientific base for assessing geosphere stability for long-term isolation of high-level radioactive waste. The plan framework is structured into the following categories: (1) Development and systematization of investigation techniques, (2) Development of models for long-term estimation and effective assessment, (3) Development of dating techniques. The current status of R&D activities with previous scientific and technological progress is summarized.

During shut down of the HTTR (High Temperature engineering Test Reactor) RS-14 cycle, an increasing trend of filter differential pressure for the helium gas circulator was observed. In order to investigate this phenomenon, the blower of the primary helium purification system was disassembled and inspected. As a result, it is clear that the silicon oil mist entered into the primary coolant due to the deterioration of the charcoal filter performance. The replacement and further investigation of the filter are planning to prevent the reoccurrence of the same phenomenon in the future.

In vitro analysis of double-stranded DNA break (DSB) and colony formation assay were performed using K1-NIS cells. [At]NaAt induced higher numbers of DSBs and had a reduced colony formation than [I]NaI. In K1-NIS mice, dose-dependent therapeutic effects were observed in both [At]NaAt and [I]NaI. The superior therapeutic effect of [At]NaAt suggests the promising clinical applicability of targeted alpha therapy using [At]NaAt in patients with differentiated thyroid cancer refractory to standard [I]NaI treatment.

Various radioactive wastes have been generated from Chemical Processing Facility for basic research on advanced reactor fuel reprocessing, radioactive waste disposal, and nuclear fuel cycle technology. Many types of reagents have been used for the experiments, and some troublesome materials were produced in the course of experiments. The radioactive liquid wastes were treated for stable and safe storage using decomposition, solvent extraction, precipitation, and solidification methods. In this study, current status of harmless treatment for the radioactive liquid wastes would be reported.

Neutron resonance absorption imaging was adapted to observe the Eu band adsorbed in the CMPO/SiO-P column for minor actinide recovery by extraction chromatography. Several wet columns were prepared by either light water or heavy water and compared with the dry column to evaluate the neutron transmission. The neutron transmission spectra showed that 45% was transmitted through the dry column while 20% and 40% were transmitted through the wet columns of light water and heavy water, respectively. The results indicated that heavy water is more applicable than light water to observe the Eu adsorption band in the CMPO/SiO-P column.

The spent PUREX solvent containing U and Pu is generated from the reprocessing process of spent nuclear fuel. The nuclear material removal is important for the safe storage or disposal of the spent solvent. Our previous study revealed that the adsorbent with the iminodiacetic acid (IDA) functional group is one of the most promising materials for designing the nuclear material recovery process. Accordingly, an IDA-type adsorbent was synthesized by using graft polymerization technology or a chemical reaction to improve the adsorption rate and capacity. The synthesized IDA-type adsorbent was characterized by micro particle-induced X-ray emission (PIXE) and extended X-ray absorption fine structure (EXAFS) analyses. The micro-PIXE analysis revealed that Zr was adsorbed on the whole synthesized adsorbents and quantified the microamount of adsorbed Zr. Moreover, EXAFS suggested that Zr in the aqueous solution and solvent can be trapped by the IDA group with different mechanisms.

The S/N ratio measured by MPGA system was larger than that by normal prompt ray activation analysis (PGAA) at JRR3. For some elements, the S/N ratio was improved more than ten times. Several elements that are not detected by PGAA were detected by MPGA. In the present experiment, concentrations of major elements and trace elements with high neutron capture cross section in geochemical and cosmochemical samples were determined accurately by the MPGA system. It is expected that it will determine a lot of trace elements after appropriate adjustments and modifications.

Evaluations of neutron nuclear data for medium-heavy nuclides were performed for JENDL-3.3. The present work was undertaken to remove the drawbacks of the previous library JENDL-3.2. Recent measurements and nuclear model calculations were taken into account to improve the accuracy of the evaluated data. The data on natural elements were not produced in order to solve a problem of the inconsistency between elemental and isotopic data except for carbon and vanadium in JENDL-3.3.

The major problems of the JENDL-3.2 data were solved by the new library: overestimation of criticality values for thermal fission reactors was improved by the modifications of fission cross sections and fission neutron spectra for U; incorrect energy distributions of secondary neutrons from important heavy nuclides were replaced with statistical model calculations; the inconsistency between elemental and isotopic evaluations was removed for medium-heavy nuclides. Moreover, covariance data were provided for 20 nuclides. The reliability of JENDL-3.3 was investigated by the benchmark analyses on reactor and shielding performances. The results of the analyses indicate that JENDL-3.3 predicts various reactor and shielding characteristics better than JENDL-3.2.
