Journal of Radiation Protection and Research, 47(3), p.167 - 179, 2022/09

After the accident at the Fukushima Daiichi Nuclear Power Plant, artificial radionuclides such as radioactive cesium and iodine were released into the environment. It caused great anxiety not only in the vicinity of the Fukushima Daiichi Nuclear Power Plant but also in other regions of the world. Some members of the Japan Health Physics Society (JHPS), a leading academic society in Japan in the field of radiation protection, volunteered to establish a website called "Question and Answer about radiation in Daily Life" shortly after the accident to help reduce the residents anxiety about the health effects of radiation. In August 2011, Committee for "Question and Answer about radiation in Daily Life" was established in JHPS, making the website-related activities a responsibility of JHPS. The Q&A website continued to respond to the questions from the general public with expertise and sincerity until February 2013 when the Committee members decided to end the activities because the number of questions received had gradually decreased with the passage of time. This paper aims to introduce the following: the activities of the Q&A website during the two years (2011-2013), the stance chosen for the activities, the information related to the website activities and the analysis of Twitter data. Building on the experience and the knowledge obtained from the activities, it also discusses issues and experiences that can be utilized in the initial response to emergencies for radiation protection experts as well as other fields.

We identified two energetic electron precipitation (EEP) events during the growth phase of moderate substorms and estimated the mesospheric ionization rate for an EEP event for which the most comprehensive dataset from ground-based and space-born instruments was available. The mesospheric ionization signature reached below 70 km altitude and continued for ~15 min until the substorm onset, as observed by the PANSY radar and imaging riometer at Syowa Station in the Antarctic region. We also used energetic electron flux observed by the Arase and POES 15 satellites as the input for the air-shower simulation code PHITS to quantitatively estimate the mesospheric ionization rate. Combining the cutting-edge observations and simulations, we shed new light on the space weather impact of the EEP events during geomagnetically quiet times, which is important to understand the possible link between the space environment and climate.

Mine drainage is a vital water problem in the mining industry worldwide because of the heavy metal elements and low pH. Rhizofiltration using wetland plants is an appropriate method to remove heavy metals from the water via accumulation in the rhizosphere. ${it Phragmites australis}$ is one of the candidate plants for this method because of metal accumulation, forming iron plaque around the roots. At the study site, which was the mill tailings pond in the Ningyo-toge uranium mine, ${it P. australis}$ has been naturally growing since 1998. The results showed that ${it P. australis}$ accumulated Fe, Mn, and $$^{238}$$U in the nodal roots without/with iron plaque compared with other plant tissues. Among the 837 bacterial colonies isolated from nodal roots, 88.6% showed siderophore production activities. Considering iron plaque formation around ${it P. australis}$ roots, we hypothesized that microbial siderophores might influence iron plaque formation because bacterial siderophores have catechol-like functional groups. The complex of catechol or other phenolics with Fe was precipitated due to the networks between Fe and phenolic derivatives. The experiment using bacterial products of root endophytes, such as ${it Pseudomonas}$ spp. and ${it Rhizobium}$ spp., showed precipitation with Fe ions, and we confirmed that several ${it Ps.}$ spp. and ${it R.}$ spp. produced unidentified phenolic compounds. In conclusion, root-endophytic bacteria such as ${it Pseudomonas}$ spp. and ${it R.}$ spp., isolated from metal-accumulating roots of ${it P. australis}$, might influence iron plaque formation as the metal accumulation site. Iron plaque formation is related to tolerance in ${it P. australis}$, and ${it Ps.}$ spp. and ${it R.}$ spp. might indirectly contribute to tolerance.

Aiming of development of facilities for boron neutron capture therapy (BNCT) that can be installed in hospitals, an accelerator-based BNCT facility is being developed at the Ibaraki Neutron Medical Research Center under a collaboration among the Japan Atomic Energy Agency, the High Energy Accelerator Research Organization, the University of Tsukuba, and other institutions. It consists of a proton accelerator, having a maximum beam power of 80 kW, and a target, moderator, collimator and shield (TMCS) system. For the design concept, to satisfy the BNCT beam conditions and achieve a low activation, the radiation behavior in the TMCS system was simulated by the Monte Carlo method and this system configuration was optimized accordingly. In addition, the radiation estimation of the TMCS system was verified via several experiments and its applicability for BNCT was proved. This report reviews the estimation and validation studies for the development of the accelerator-based BNCT facility.

This study was aimed at analysing performance of models for radiocesium migration mainly in evergreen coniferous forest in Fukushima, by inter-comparison between models of several research teams. The exercise included two scenarios of countermeasures against the contamination, namely removal of soil surface litter and forest renewal, and a specific konara oak forest scenario in addition to the evergreen forest scenario. All the models reproduced trend of time evolution of radiocesium inventories and concentrations in each of the components in forest such as leaf and organic soil layer. However, the variations between models enlarged in long-term predictions over 50 years after the fallout, meaning continuous field monitoring and model verification/validation is necessary.

An iodine-sulfur process offers the potential for mass producing hydrogen with high-efficiency, and it uses high-temperature heat sources, including HTGR, solar heat, and waste heat of industries. R&D tasks are essential to confirm the integrity of the components that are made of industrial materials and the stability of hydrogen production in harsh working conditions. A test facility for producing hydrogen was constructed from corrosion-resistant components made of industrial materials. For stable hydrogen production, technical issues for instrumental improvements (i.e., stable pumping of the HIx solution, improving the quality control of glass-lined steel, prevention of I$$_{2}$$ precipitation using a water removal technique in a Bunsen reactor) were solved. The entire process was successfully operated for 150 h at the rate of 30 L/h. The integrity of components and the operational stability of the hydrogen production facility in harsh working conditions were demonstrated.

The IS process is one of the promising candidates of heat application of the high-temperature gas-cooled reactors. JAEA fabricated main chemical reactors made of industrial structural materials and confirmed their integrity in practical corrosive environments in the IS process. Based on the results of these confirmation tests, JAEA have constructed a 100 NL/h-H$$_{2}$$-scale test facility made of industrial structural materials. In this report, we succeeded in extending the hydrogen production time from 8 hours to 31 hours by developing a stable hydrogen iodide solution transfer technology in a continuous hydrogen production test. In addition, using the fracture test data of the ceramic specimen, an equation for estimating the strength of the ceramic component was developed.

The development of safe, rapid and highly sensitive analytical methods for radioactive samples, especially actinide (An) ions, represents an important challenge. Here we propose a methodology for selecting appropriate emissive probes for An ions with very low consumption and emission of radioactivity by capillary electrophoresis-laser-induced fluorescence detection (CE-LIF), using a small chemical library of probes with eight different chelating moieties. It was found that the emissive probe, which possesses the tetradentate chelating moiety, was suitable for detecting uranyl ions. The detection limit for the uranyl-probe complex using CE-LIF combined with dynamic ternary complexation and on-capillary concentration techniques was determined to be 0.7 ppt. This method was successfully applied to real radioactive liquid samples collected from nuclear facilities.

Japan Atomic Energy Agency (JAEA) has been conducting R&D on the thermochemical iodine-sulfur (IS) process for nuclear-powered hydrogen production. The IS process is one of the promising candidates of heat application of the HTGR. JAEA achieved continuous hydrogen production for one week with a hydrogen production rate of 30 NL/h by using a test apparatus made of glass and fluororesin material. Subsequently, JAEA fabricated main chemical reactors made of industrial materials and confirmed their integrity in corrosive environments in the IS process. Based on the results, JAEA has constructed a 100 NL/h-H$$_{2}$$-scale test facility made of industrial materials; one of the important materials is the glass-lined steel for corrosion resistant components such as vessels, pipes and protective sheaths of sensors. This report will present technical matters to improve reliability of the glass-lined protective sheaths of thermocouple. In addition, results of quality confirmation will be presented, which are stress analyses for the glass layer by FEM, tests for heat cycle, bending load and corrosion.
