Based on the regulations (the safety regulation of Tokai reprocessing plant, the safety regulation of nuclear fuel material usage facilities, the radiation safety rule, the regulation about prevention from radiation hazards due to radioisotopes, which are related with the nuclear regulatory acts, the local agreement concerning with safety and environment conservation around nuclear facilities, the water pollution control law, and bylaw of Ibaraki prefecture), the effluent control of liquid waste discharged from the Nuclear Fuel Cycle Engineering Laboratories of Japan Atomic Energy Agency has been performed. This report describes the effluent control results of the liquid waste in the fiscal year 2015. In this period, the concentrations and the quantities of the radioactivity in liquid waste discharged from the reprocessing plant, the plutonium fuel fabrication facilities, and the other nuclear fuel material usage facilities were much lower than the limits authorized by the above regulations.

In the undergrounding pipe-space, there are many pipes for utility (electronic cable, water, gas, steam, etc.). These pipes are kept to safe by daily inspection. But hot environment of the pipe-space affects badly the device and a laborer's health. The investigation of the heat distribution was carried on, therefore it was found that the radiant heat around the valve was very much. The method of thermal insulation was examined from the view point of the shape, cost, and effect. Then some of valves were covered with flexible thermal insulation, and the temperature of the area around the covered valves was decreased about 10$$^{circ}$$C.

The utilities facilities operated by Construction and Management Department in Tokai works have come of various ages, which is zero to 30 years from those start of the operation.In order to contribute to the safety and stability, it is important to perform the whole management of utility equipment systematically, while performing inspection and maintenance for the utility equipment. This report outlines all of the utility operational management systems. At the end of this report ,the actual activities of the internal communication on the Maintenance Section of our division are also described.
