Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed by the Nuclear Fuel Cycle Engineering Laboratories, based on "Safety Regulations for the Reprocessing Plant of Japan Atomic Energy Agency, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitant due to the radioactivity discharged from the plant to the atmosphere and the sea during April 2020 to March 2021. In this report, some data include the influence of the accidental release from the Fukushima Daiichi Nuclear Power Station of Tokyo Electric Power Co., Inc. (the trade name was changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016) in March 2011. Appendices present comprehensive information, such as monitoring programs, monitoring methods, monitoring results and their trends, meteorological data and discharged radioactive wastes. In addition, the data which were influenced by the accidental release and exceeded the normal range of fluctuation in the monitoring, were evaluated.

Here we report observations of Ryugu's subsurface material by the Near-Infrared Spectrometer (NIRS3) on the Hayabusa2 spacecraft. Reflectance spectra of excavated material exhibit a hydroxyl (OH) absorption feature that is slightly stronger and peak-shifted compared with that observed for the surface, indicating that space weathering and/or radiative heating have caused subtle spectral changes in the uppermost surface. However, the strength and shape of the OH feature still suggests that the subsurface material experienced heating above 300 $$^{circ}$$C, similar to the surface. In contrast, thermophysical modeling indicates that radiative heating does not increase the temperature above 200 $$^{circ}$$C at the estimated excavation depth of 1 m, even if the semimajor axis is reduced to 0.344 au. This supports the hypothesis that primary thermal alteration occurred due to radiogenic and/or impact heating on Ryugu's parent body.

A Study for a fire gas behavior by using a vertical shaft model (Contract research)

Construction of the underground facility is on going at the Horonobe Underground Research Center, a division of the Japan Atomic Energy Agency. The facility is consisted of three shafts and horizontal drifts at the completion of construction and it is excavated in geological environment with methane gas, so it is important to secure the workers and visitors security in case of fire in the underground. However, it is known that the fire gas such as methane shows a complicated behavior by drift effect and so on and very difficult to predict its behavior, even if under enforced ventilation. In order to construct new prediction method of the fire gas behavior, the model scaled experiments were conducted by using the basic model which consists of shafts and drifts. As a results, fundamental data of the fire gas behavior was grasped and complicated behavior of the fire gas such as three-dimensional backflow and main flow inversion phenomena at the underground structure were ascertained. A new fire gas behavior analysis system has been designed and a prototype system has been programmed which is able to simulate the phenomena noted above. Coupling analysis method is adapted to the system, which consists of mainly one-dimensional ventilation network analysis and simplified computational fluid dynamics program named M-CFD. To minimize calculation time, M-CFD was designed as two-dimensional calculation with simulators multi area analysis system. Using the prototype system, several experimented models representing typical behavior of fire gas have been simulated for model scaled experiments. The system qualitatively reappeared the phenomena such as back flow or main flow inversion, and most of calculations completed in expected time. This indicates appropriateness of the prototype system, but some upgrade such as heat conductivity analysis in the wall rock mass transfer calculation, user friendly interface system and others will be required.

The near-Earth asteroid 162173 Ryugu, the target of Hayabusa2 sample return mission, is believed to be a primitive carbonaceous object. The Near Infrared Spectrometer (NIRS3) on Hayabusa2 acquired reflectance spectra of Ryugu's surface to provide direct measurements of the surface composition and geological context for the returned samples. A weak, narrow absorption feature centered at 2.72 micron was detected across the entire observed surface, indicating that hydroxyl (OH)-bearing minerals are ubiquitous there. The intensity of the OH feature and low albedo are similar to thermally- and/or shock-metamorphosed carbonaceous chondrite meteorites. There are few variations in the OH-band position, consistent with Ryugu being a compositionally homogeneous rubble-pile object generated from impact fragments of an undifferentiated aqueously altered parent body.

We have conducted ground-based performance evaluation tests of the Near-Infrared Spectrometer (NIRS3) onboard Hayabusa2 spacecraft and established a method for evaluating its measured reflectance spectra. Reflectance spectra of nine powdered carbonaceous chondrite samples were measured by both NIRS3 and a FT-IR spectrometer. Since raw data obtained by NIRS3 had considerable spectral distortion caused by systematic offsets in sensitivity of individual pixels, we have established two methods for correcting the NIRS3 data by comparing them with the corresponding FT-IR data. In order to characterize the absorption bands in NIRS3 spectra, the depth of each band component D$$lambda$$ is defined for each wavelength $$lambda$$ ($$mu$$m). Reflectance spectra of asteroid Ryugu, the target asteroid of Hayabusa2, to be recorded by the NIRS3 are expected to reveal the characteristics of the surface materials by using the evaluation technique.

NIRS3: The Near Infrared Spectrometer is installed on the Hayabusa2 spacecraft to observe the target C-type asteroid 162173 Ryugu at near infrared wavelengths of 1.8 to 3.2 micrometer. It aims to obtain reflectance spectra in order to detect absorption bands of hydrated and hydroxide minerals in the 3 micrometer-band. We adopted a linear-image sensor with indium arsenide (InAs) photo diodes and a cooling system with a passive radiator to achieve an optics temperature of 188 K, which enables to retaining sufficient sensitivity and noise level in the 3 micrometer wavelength region. We conducted ground performance tests for the NIRS3 flight model (FM) to confirm its baseline specifications. The results imply that the properties such as the signal-to-noise ratio (SNR) conform to scientific requirements to determine the degree of aqueous alteration, such as CM or CI chondrite, and the stage of thermal metamorphism on the asteroid surface.

Based on the regulations (the safety regulation of Tokai reprocessing plant, the safety regulation of nuclear fuel material usage facilities, the radiation safety rule, the regulation about prevention from radiation hazards due to radioisotopes, which are related with the nuclear regulatory acts, the local agreement concerning with safety and environment conservation around nuclear facilities, the water pollution control law, and bylaw of Ibaraki prefecture), the effluent control of liquid waste discharged from the Nuclear Fuel Cycle Engineering Laboratories of Japan Atomic Energy Agency has been performed. This report describes the effluent control results of the liquid waste in the fiscal year 2014. In this period, the concentrations and the quantities of the radioactivity in liquid waste discharged from the reprocessing plant, the plutonium fuel fabrication facilities, and the other nuclear fuel material usage facilities were much lower than the limits authorized by the above regulations.

Temporal variations of radionuclides in seabed sediments off Ibaraki coast

The radiological impact of the radionuclides released from the Fukushima Daiichi Nuclear Power Station to the sea offshore of Ibaraki has been studied in this research. Fifty-one seabed sediments were collected in 2012, 2013 and 2014, respectively. Then, all samples were measured for the activities of $$^{134}$$Cs and $$^{137}$$Cs and some samples were analyzed for the activities of $$^{90}$$Sr. The results indicated that the activities of $$^{134}$$Cs and $$^{137}$$Cs were elevated by the accident and showed a decreasing tendency between 2012 and 2014. The tendency of activity in Kuji Riverestuary area was different from Ibaraki coast area. The difference could be caused by geological feature and grain size of seabed sediment etc. On the other hand, $$^{90}$$Sr activities were ND-0.26 Bq/kg dry. It was no correlation between $$^{90}$$Sr and $$^{137}$$Cs activity. The $$^{90}$$Sr activity released by the accident was small influence on seabed sediment collected around sea offshore of Ibaraki.

Various kinds of radionuclides were released into the atmosphere and the sea from the Fukushima Daiichi Nuclear Power Plant on Tokyo Electric Power Co. (TEPCO) by the accident and then reached around our laboratories. Therefore the accident influence on our environment was investigated to measure the concentrations of cesium-134 ($$^{134}$$Cs), cesium-137 $$^{137}$$Cs, strontium-90 ($$^{90}$$Sr) and plutonium isotopes in seabed sediments. The values for $$^{137}$$Cs ranged from 6.1 to 300 Bq/kg (dry wt) and the ratio of $$^{134}$$Cs /$$^{137}$$Cs ranged from 0.48 to 0.77. The highest point of $$^{137}$$Cs concentration was observed at the northernmost station near Kitaibaraki City and the concentration was similar to report by MEXT.

Based on the regulations (the safety regulation of Tokai reprocessing plant, the safety regulation of nuclear fuel material usage facilities, the radiation safety rule, the regulation about prevention from radiation hazards due to radioisotopes, which are related with the nuclear regulatory acts, and the local agreement concerning with safety and environment conservation around nuclear facilities, the water pollution control law, and bylaw of Ibaraki prefecture), this report describes the effluent control results of liquid waste discharged from the JAEA's Nuclear Fuel Cycle Engineering Laboratories in the fiscal year 2012, from 1st April 2012 to 31st March 2013. In this period, the concentrations and the quantities of the radioactivity in liquid waste discharged from the reprocessing plant, the plutonium fuel fabrication facilities, and the other facilities were much lower than the authorized limits of the above regulations.
