In the "The study committee on Post-JMTR" which aims at discussing for the construction of a new materials testing reactor as Post JMTR, it was proposed to hold a workshop to promote the public understanding and to hear the opinions of utilization needs. In addition, it was proposed that the workshop be held regularly as a place for exchanging opinions about ideal way of the new materials testing reactor, and that discussing be held with no limit to Japan. In response to these proposals, the workshop was held to discuss the construction of the new materials testing reactor. This workshop was held with the aim of clarifying the utilization needs of the new materials testing reactor. In the workshop, it was given lecture on safety improvement of light-water reactors, nuclear research and development of new and next-generation reactors, scientific and academic research of basic research on materials, and industrial applications for RI production by stakeholders in industry and academia. In addition, panel discussions were held to freely discuss the utilization needs required for the new materials testing reactor, the ideal situation of irradiation functions in Japan, and the operation and use of facilities. This proceeding is a compilation of these presentations and others.

Refurbishment works of the JMTR was carried out in plans from FY2007 to FY2010 and finished all refurbishment work on schedule in this year. Regarding the management and operation of the JMTR, the periodical inspection of facilities based on the law, maintenance and partial renewal works of facilities were carried out, and the fabrication of the fuel for restart has been carried out. As for the management and operation of irradiation facilities, maintenance and partial renewal works of facilities were also carried out. In the hot laboratory, voluntary periodical inspection, maintenance and post-irradiation examinations of irradiated materials were carried out. As for the radiation control at the JMTR facility, irradiation facility and hot laboratory facility, the limit of the radiation exposure dose defined by the safety regulation works were carried out safely under far below. This report describes the FY2010 activities on above mentions.

JMTR has been stopped since its 165th cycle operation was finished, and the JMTR is advancing its refurbishment works aiming at the restart from FY2011. Regarding the management and operation of the JMTR, the periodical inspection of facilities based on the law, maintenance and partial renewal works of facilities and the transportation of the spent fuels to U.S were carried out, and the fabrication of the fuel for restart has been started. During the FY2006 (April 2006 to March 2007), the Japan Materials Testing Reactor (JMTR) was operated for three operation cycles from 162nd cycle to 165th cycle. Various irradiation tests and post-irradiation examinations (PIEs) were performed for studies on Irradiation Assisted Stress Corrosion Cracking (IASCC) of light-water-reactor internals, development of the fusion blanket, basic materials researches, radioisotope production, and so on. The operation was stopped by 165th cycle according to schedule. And maintenance work and preservation work of the facilities has been started for the refurbishment of the JMTR. Renewal of equipments and aging management of equipments and reactor facilities were carried out according to long-term maintenance plan which was based on periodical evaluation related to maintenance and safety management of reactor facilities.

During the FY2005 (from April 2005 to March 2006), the Japan Materials Testing Reactor (JMTR) was operated in five operation cycles in order to carry out various irradiation tests and post-irradiation examinations (PIEs) for studies on Irradiation Assisted Stress Corrosion Cracking (IASCC) of internal structures of light water reactor, development of the fusion blanket, basic materials researches, radioisotope production, and so on. Operating days of FY2005 was shorter than scheduled because of the commercial power failure in the 160th operation cycle and extension of the annual inspection term caused by incompleteness of inspecting condition.

During the FY2002 (April 2002 to March 2003), the Japan Materials Testing Reactor (JMTR) was operated in three operation cycles for studies on the irradiation-assisted stress corrosion cracking (IASCC) of internal structures of light water reactors, development of the fusion blanket, basic materials research, radioisotope production, and so on. The reactor was twice subjected to unscheduled shutdowns, once due to an error signal of the control-rod drive mechanism and afterwards due to leakage of primary coolant. Recovery and corrective actions were taken properly, such as improvements in related facilities and revision of operation manuals. Besides, the beryllium reflector frames were replaced, which are internal structures of the JMTR. Concerning development on techniques for irradiation utilization, noticeable progress was made in an evaluation method of neutron and $$gamma$$-ray heating rates of materials in JMTR irradiation, in development and installation of a monitoring and control system of specimen temperatures for IASCC irradiation examinations, and in successful performance tests by a post-irradiation crack-growth testing device, which brought a prospect of comparative studies between in-situ and post-irradiation examinations. In studies on the fusion blanket, a basic process was established for production of tritium breeder pebbles, and irradiation techniques were developed for in-pile functional tests of a simulated blanket module. In addition, joint seminars were held with the Korea Atomic Energy Research Institute (KAERI) on techniques for irradiation and post-irradiation examinations. The present report summarizes the JMTR operation and related technical development in the Department of JMTR during the FY2002.

During the FY2001 (April 2001 to March 2002), the JMTR (Japan Materials Testing Reactor) was operated in 5 operation cycles (113 days) for irradiation studies on the IASCC of the LWR materials, development of fusion blanket materials, radioisotope productions, and so on. The total number of capsules and hydraulic rabbits irradiated were 105 and 59, respectively. Technology development programs were conducted in the following fields. As concerning to the IASCC studies, an advanced water control system and saturation temperature capsulesモ were developed and installed in the JMTR, and the performance tests were carried out. Also a crack growth testing device for irradiated specimens was developed and installed in the hot laboratories. An efficient recycle process of $$^{6}$$Li was developed for the production of pebble type tritium breeder material, and the properties of beryllides were examined, both for the development of fusion reactor blanket. This report summarizes these activities performed in the department of JMTR during the FY2001.

During the FY2000 (April 2000 to March 2001), the JMTR (Japan Materials Testing Reactor) was operated in 6 operation cycles (130 days) for irradiation studies on the IASCC of the LWR materials, development of actinide contained uranium-hydride fuels, development of fusion blanket materials, and so on. The total number of capsules and hydraulic rabbits irradiated were 132 and 79, respectively.Technology development programs were conducted in the following fields. As concerning to the utilization of JMTR, a irradiation facility for the IASCC studies, irradiation capsules for RPV surveillance specimen and automatic temperature control system for irradiation capsules were developed.New efficient production process was developed for pebble type tritium breeder material for fusion reactor blanket, and tritium generation/recovery behavior under irradiation was investigated using pebble packed test piece.This report summarizes these activities performed in the department of JMTR during the FY2000.

The “Seminar on the Utilization of Neutron Irradiation" was held on March 9th 2000 in Tokai establishment as a part of activities of the “Program Committee for Neutron Irradiation".
