Improvement construction for ground around High Active liquid Waste facility in Tokai Reprocessing Plant

Tokai Reprocessing Plant (TRP), which is shifted to decommissioning stage, stores large amount of high-level radioactive liquid waste (HLLW). Although TRP is implementing vitrification of HLLW to reduce the risks related to HLLW storage, additional 20 years are required to complete vitrification of HLLW. Therefore, TRP is implementing safety countermeasure related to seismic resistance of HLLW storage facility as one of the top priorities. The results of the seismic evaluation indicate that although the facility itself is seismically resistant, there is a risk of insufficient binding force acting between the facility and the surrounding ground. Thus, replacement of the surrounding ground with concrete is performed. Since the countermeasures, to protect existing buries structure and coordinate with the other construction projects around the site, are required, the dedicated team was setup to handle the process and safety management of the concrete replacement construction.

A leak occurred from the sea release pipe buried in the bottom of the sea of the Tokai reprocessing plant. The plumbing of the leak point was cut to investigate the cause of the leak and was collected ashore. Then the investigations such as surface observation and other analyses were performed. As a result of this investigation, the plumbing was scratched at the time of construction from the outside. In the service of approximately 17 years, a damaged part changed with age, and it was estimated that it led to a crack. It was estimated for the leak of the plumbing that hydrogen produced with electrolytic protection caused hydrogen embrittlement cracking and hydrogen induced cracking. This paper reports the details of the investigations.

The Tokai Reprocessing Plant has recovered nuclear materials from spent nuclear fuel. Reprocessing process is consisted of shearing process, a dissolution process and an extraction process etc. Each facilities designed to confine radioactive materials in controlled area to keep negative pressure using ventilation system. This system has been used over 40 years. We analyzed influences to the trouble of aging equipment, and we considered necessary additional check out system to prevent troubles based on the results of analysis. This reports describe the present status of this system.
