The Nuclear Fuel Cycle Engineering Laboratories conducts environmental radiation monitoring around the reprocessing plant in accordance with the "Safety Regulations for Reprocessing Plant of JAEA, Part IV: Environmental Monitoring". This report summarizes the results of environmental radiation monitoring conducted during the period from April 2022 to March 2023 and the results of dose calculations for the surrounding public due to the release of radioactive materials into the atmosphere and ocean. In the results of the above environmental radiation monitoring, many items were affected by radioactive materials emitted from the accident at the Fukushima Daiichi Nuclear Power Plant of Tokyo Electric Power Company, Incorporated (changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016), which occurred in March 2011. Also included as appendices are an overview of the environmental monitoring plan, an overview of measurement methods, measurement results and their changes over time, meteorological statistics results, radioactive waste release status, and an evaluation of the data which deviated of the normal range.

We report a trial of the valence control for mixed valence iron triangular oxide YbFe$$_{2}$$O$$_{4}$$ in order to develop an effective technique to control the frustration of charges in strongly correlated electron systems. The electro-chemical doping of Li$$^{+}$$ into YbFe$$_{2}$$O$$_{4}$$ was examined on the cell type sample similar to the Li-ion secondary battery cell. Systematic change of the lattice constant, Fe-Fe and Fe-Yb distance were observed with Li doping. Maximum value of the doping was over 300 mAh/g. An EXAFS experiment indicated that Li positioned between Yb octahedron layer (U-layer) and Fe-bipyramidal layer (W-layer). However, detailed change of iron valence state of YbFe$$_{2}$$O$$_{4}$$ was not clearly observed because of the superimpose of the signal from iron metal nano particles in XANES observation. The results indicate that the electrochemical method might be one of the potential technique to control the frustration of charges in YbFe$$_{2}$$O$$_{4}$$.

The development of a side thruster system (vehicle (ASV)) that can maintain the direction of travel on the autonomous surface will be explained. Currently, we are working on a mud radioactivity survey in collaboration with Japan Agency for Marine-Earth Science and Technology, Japan Atomic Energy Agency, and Tokyo University of Marine Science and Technology. Deposited at the mouth of Fukushima Prefecture, Japan, the main purpose is to collect unmanned mud using ASV. The Mad Collection has developed a side thruster system and implemented it in ASV. We have confirmed the operation of the ASV with the joystick by using the thruster system for operating the ASV by one person using the joystick.

In recent years, autonomously navigating unmanned vessels have been actively studied, and many of these vessels are designed to perform unmanned operations such as observation and transportation. On the other hand, this study uses an unmanned ship with a moon pool that collects seabed mud, which is difficult for ordinary ships. Vessels used since the area are highly turbulent due to wind, so it is necessary to maintain a fixed point and orientation when removing mud. The ship is equipped with side thrusters to maintain a fixed point and bow direction. In this study, the control method was devised to maintain fixed point and orientation, and the control method is based on robust sliding mode control. The proposed control method was verified by simulation, and the desired behavior was confirmed.

After the Fukushima-Daiichi Nuclear Power Station (1F) Accident in March 2011, the increase was significantly observed in a part of the result of the environmental radiation monitoring in Ibaraki prefecture. "The review meeting of the environmental effect from 1F accident" was established to discuss technically the fluctuation of monitoring data. The review meeting collected the monitoring data from the four nuclear operators, and discussed a fluctuating trend, $$^{134}$$Cs/$$^{137}$$Cs activity ratio, and so on. In this report, the results of the dose rate and $$^{137}$$Cs in fallout, surface soil, flatfish and seabed sediment are introduced. Also the problem solving in the review meeting is introduced.

We have studied the electronic structure of ferrimagnetic Mn$$_{2}$$VAl single crystals by means of soft X-ray absorption spectroscopy (XAS), X-ray absorption magnetic circular dichroism (XMCD), and resonant soft X-ray inelastic scattering (RIXS). We have successfully observed the XMCD signals for all the constituent elements. The Mn L$$_{2,3}$$ XAS and XMCD spectra are reproduced by spectral simulations based on density-functional theory, indicating the itinerant character of the Mn 3$$d$$ states. On the other hand, the V 3$$d$$ electrons are rather localized since the ionic model can qualitatively explain the V L$$_{2,3}$$ XAS and XMCD spectra. This picture is consistent with local $$dd$$ excitations revealed by the V L$$_{3}$$ RIXS.
