This report describes the effluent control results of the liquid waste in the fiscal year 2017. In this period, the concentrations and the quantities of the radioactivity in liquid waste discharged from the reprocessing plant, the plutonium fuel fabrication facilities, and the other nuclear fuel material usage facilities were much lower than the limits authorized by the above regulations.

Determination of fusion barrier distributions from quasielastic scattering cross sections towards superheavy nuclei synthesis

Excitation functions of quasielastic scattering cross sections for the $$^{48}$$Ca + $$^{208}$$Pb, $$^{50}$$Ti + $$^{208}$$Pb, and $$^{48}$$Ca + $$^{248}$$Cm reactions were successfully measured by using the gas-filled recoil-ion separator GARIS. Fusion barrier distributions were extracted from these data, and compared with the coupled-channels calculations. It was found that the peak energies of the barrier distributions for the $$^{48}$$Ca + $$^{208}$$Pb and $$^{50}$$Ti + $$^{208}$$Pb systems coincide with those of the 2n evaporation channel cross sections for the systems, while that of the $$^{48}$$Ca + $$^{248}$$Cm is located slightly below the 4n evaporation ones. This results provide us helpful information to predict the optimum beam energy to synthesize superheavy nuclei.

We report valence-band electronic structure evolution of graphene oxide (GO) upon its thermal reduction. The degree of oxygen functionalization was controlled by annealing temperature, and an electronic structure evolution was monitored using real-time ultraviolet photoelectron spectroscopy. We observed a drastic increase in the density of states around the Fermi level upon thermal annealing at $$sim$$ 600$$^{circ}$$C. The result indicates that while there is an apparent bandgap for GO prior to a thermal reduction, the gap closes after an annealing around that temperature. This trend of bandgap closure was correlated with the electrical, chemical, and structural properties to determine a set of GO material properties that is optimal for optoelectronics. The results revealed that annealing at a temperature of 500$$^{circ}$$C leads to the desired properties, demonstrated by a uniform and an order of magnitude enhanced photocurrent map of an individual GO sheet compared to an as-synthesized counterpart.

This article gives reviews on current status of the researches of JAEA in this fiscal year.

The irradiation defects were introduced by Fe$$^{2+}$$ irradiation, fission neutron irradiation and D-T neutron irradiation. After the irradiation, the deuterium ions (D$$_{2}^{+}$$) implantation was performed and the D retention behavior was evaluated by thermal desorption spectroscopy. The experimental results indicated that dense vacancies and voids within the shallow region near the surface were introduced by Fe$$^{2+}$$ irradiation. The trapping state of D by vacancies and void were clearly controlled by the damage concentration and the voids would become the most stable D trapping site. For fission neutron irradiated W, most of the D was adsorbed on the surface and/or trapped by dislocation loops and no vacancies and voids for D trapping due to its lower damage concentration. D trapping by vacancies were found in the bulk of D-T neutron irradiated W, indicating that the neutron energy distribution could make a large impact on irradiation defect formation and the D retention behavior.

Concentrations of $$^{129}$$I and $$^{127}$$I in soil samples within 10km radius from the Tokai Reprocessing Plant measured by Accelerator Mass Spectrometry method

Since the reprocessing contracts with electric power companies were completed in March 2006, the horizontal distribution of $$^{129}$$I in soil within 10 km radius from Tokai Reprocessing Plant (TRP) as well as the vertical distribution at 2 km southwest from TRP were measured using the Accelerator Mass Spectrometry (AMS) method. As a result, the small amounts of $$^{129}$$I were observed due to the atmospheric discharge from TRP. It was good agreement with the predicted concentrations in safety assessment. The validity of the diffusion calculation was confirmed in the 10 km radius. Moreover, the results of vertical distribution of $$^{129}$$I show that the $$^{129}$$I remaining there for several decades that it will be hard to move soil is adsorbed.

We have performed ab initio path integral Monte Carlo simulations for water trimer (H$$_2$$O)$$_3$$ system. The electron correlation effects have been taken into account up to the level of third-order M${o}$ller-Plesset (MP3) perturbation theory. Through comparisons of calculated geometrical properties of water trimer such as O-O distance, O-H-O angle, and torsional angle between O-H and O-O-O plane, the interplays among the nuclear quantum, thermal and electron correlation effects are analyzed quantitatively.

Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed by the Nuclear Fuel Cycle Engineering Laboratories, based on "Safety Regulations for the Reprocessing Plant of Japan Atomic Energy Agency, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitant due to the radioactivity discharged from the plant to the atmosphere and the sea during April 2010 to March 2011. In this report, some data include the influence of the accidental release from the Fukushima Daiichi Nuclear Power Plant on Tokyo Electric Power Co. in 2011 March. Appendices present comprehensive information, such as monitoring program, monitoring methods, monitoring results and their trends, meteorological data and discharged radioactive wastes. In addition, the data exceeded the normal range of fluctuation by the accidental release was evaluated in the appendices.

Development of grout injection model to single fracture in considering inertia term and its application on parallel plate experiments

In this research work, the grout injection model of single fracture, in which non-Newtonian fluid and the inertia term are considered, has been developed. Then, the grout injection experiments of single fracture have been conducted and the numerical simulations have been also carried out. As compared our proposed model with past one, the remarkable difference in grout penetration could not be clearly observed. On the other hand, the difference in pressure at aperture entrance and penetration velocity of the grout could be clearly observed. Our proposed model could show the practical behavior against previous model. Moreover, it can be also confirmed that viscosity of grout material through the material experiments are differed with that through the parallel plate injection experiments.

JAEA has been implementing the FaCT project in cooperation with electric utilities toward the commercialization of fast reactor cycle system before 2050. In this FaCT project, many innovative technologies with technical challenges are actively used in order to provide significant improvements in economic competitiveness, enhancement of safety and reliability, sustainability, and nonproliferation. The work of deciding on the adoption of innovative technologies by the end of JFY2010 is in progress. This paper describes current preliminary assessment results.

As a correspondence to the accident at the Fukushima Daiichi Nuclear Power Plant, the environmental radiation monitoring was performed at the Nuclear Fuel Cycle Engineering Laboratories, JAEA. This report presented the measurement results of ambient radiation dose rate, radioactivity concentration in the air and radioactivity concentration in fallout and meteorological observation result until May 31, 2011. The ambient radiation dose rate increased, with the peak dose rate of several thousand nGy/h at 7 o'clock in March 15, at 5 o'clock in March 16, and at 4 o'clock in March 21. The variation on the radioactivity concentration in the air and in fallout showed the almost same tendency as that of the dose rate. The concentration ratio of I-131/Cs-137 in the air increased to about 100. The dose was estimated resulting from internal exposure due to inhalation.

The graded energy deposition of heavy ion beam irradiation to polymeric materials was utilized to synthesize a novel proton exchange membrane (PEM) with the graded density of sulfonic acid groups toward the thickness direction. Stacked Poly(tetrafluoroethylene-co-hexafluoropropylene) (FEP) films were irradiated by Xe$$^{54+}$$ ion beam with the energy of 6 MeV/u under a vacuum condition. Irradiated films were grafted with styrene monomer and then sulfonated. The membrane electrode assembly (MEA) fabricated by the function graded PEM showed improved fuel cell performance in terms of voltage stability. It was expected that the function-graded PEM could control the graded concentration of sulfonic acid groups in PEM.
