In the 2016 fiscal year, communication cases on general waste disposal facility construction plans in recent years were surveyed. Results suggested as follows: (1) Existing long-term relationships or agreements in local area promote local accepting. (2) An operator needs to consider alternative plans and explain reasons for the decision making to local stakeholders. (3) Even after first announcement of a new plan, an operator needs to review the plan depending on local concerns. (4) Announcement of a new plan will activate communications on local development including the site redevelopment.

JAEA Ningyo-toge Environmental Engineering Center and Fukushima Environmental Safety Center have same challenges in risk communication. As reference, similar domestic cases were investigated by our two Centers, and requirements for building long-term relationship were clarified. As follows; (1) Develop new relationship with various stakeholders in the region. (2) Make better use of existing resources (personnel, land and facilities, etc.). (3) Make a concerted effort to create new values with local stakeholders. (4) Make an opportunity which local stakeholders confirm safety and build confidence to the project. These efforts will enhance the opportunities for operators and residents to learn about environment management and environmental protection.

From 1955 to 2001, Japan Atomic Energy Agency (JAEA) carried out research and development projects related to uranium exploration, mining refining, conversion and enrichment at/around Ningyo-toge in Japan. Subsequently, JAEA has been conducting projects related to decommissioning of nuclear fuel cycle facilities and remediation of closed mine sites. JAEA had opportunities of communication with local stakeholders through the projects. Consensus building with local stakeholders and maintain it for over decades are important challenges for JAEA Ningyo-toge Environmental Engineering Center. For this aim, similar domestic case were investigated and compared, and evaluated about required measures for long term relationship with local stakeholder.

We had been conducting a research on risk perception and confidence-building among stakeholders regarding environmental remediation of Uranium mine site and disposal of industrial waste from FY 2007. FY 2011, we study how the Great East Japan Earthquake and Fukushima nuclear accident affects public risk perception. Therefore, a questionnaire survey on public risk perception of environmental remediation of Uranium mine site and disposal of the industrial waste in Okayama prefecture had been carried out. Another questionnaire survey on public risk perception of the disposal of disaster waste for residents in Okayama prefecture has been carried out. Following are some of the results: (1) For risk perception regarding environmental remediation of Uranium mine site, "knowledge of radiation" and "Concern about radioactive material" and "Information literacy" did not change significantly. Conversely trust in "Public administration" and "facility owner" and "Science and technology" was decreased significantly. (2) For risk perception regarding disaster waste, many people recognize the need for wide area disposal of disaster waste. Conversely, many residents are concerned about radioactive materials.

Japan Atomic Energy Agency, Okayama University, Tottori University of Environmental Studies and Research Institute of Solid Waste Management Engineering had been conducting a research on risk perception and confidence-building among stakeholders regarding environmental remediation of Uranium mine site and disposal of industrial waste. Cognitive structure of public on safety for wide area disposal of disaster waste which had been generated from Iwate and Miyagi prefectures after the Great East Japan Earthquake would be important from a view of our research. Therefore, a questionnaire survey on public risk perception of the disposal of disaster waste for residents in Okayama prefecture has been carried out. The results are; (1) 93% of respondents support the local government cooperation for the disposal, (2) 87% of respondents support the acceptance and the disposal in their home town, and (3) 70% of respondents were concerned about radioactive contamination caused by the disposal.

In this study, to discuss the appropriate Risk Communication (RC) method on the uranium mining sites reclamation, comparative investigation of RC cases which concern the siting of solid waste management facilities and nuclear facilities, and questionnaire survey on the risk perception of landfill were conducted. As a result of comparative investigation, information disclosure and supplement are important factor to obtain public trust on the siting plan and developer. As assumption of the public participation, it is necessary the safety assurance of the siting plan and regional development plan cover a long period. As a result of questionnaire survey, it was shown that the almost people worried about health and the environmental impact of radioactive waste; moreover, there are a lot of ratios of the peoples who felt a dangerous and scary sensuously.

In Ningyo-toge Environmental Engineering Center, Japan Atomic Energy Agency, to understand the consciousness of residents of related matters of the radiation and the waste disposal, it investigates about the resident in Okayama prefecture in cooperation with Okayama University, as part of informational sharing activity for the reclamation project. The research that information sending to others is continuously done based on the cooperation of Okayama University students and the local high school students, and it reports on the situation.

Modeling of resident consciousness of safety of industrial waste landfill site

This study aimed to: (1) extract the influence factors of the public perception of security to the industrial waste landfill site, (2) examines the structural equation model with latent variables, (3) compare the characteristic of 2 area based on the sense of ownership for landfill site problem. A series of structural equation modeling (SEM) resulted in the following findings. Risk perception for landfill site and trust in the disposal services were directly predicted by negative image for landfill site. In the area where the sense of ownership is strong, trust in the disposal services has a strong influence for public perception of security. On the other hand, in the area where the sense of ownership is week, risk perception has a strong influence relatively.

To obtain public understanding on the uranium mining sites reclamation at Ningyo-toge Environmental Engineering Center, it is necessary to conduct appropriate Risk Communication (RC). In this study, to discuss the appropriate Risk communication method on the uranium mining sites reclamation, we conduct questionnaire survey and SEM analysis. The results of the pass analysis are as follows: (1) In the group which has high-sense of ownership, risk acceptance has a strong impact on sense of security for uranium mining sites reclamation, (2) In the group which shows low-sense of ownership, hatred for radioactive ray has a strong impact relatively.

Factor affecting of safety estimate of industrial waste landfill site

The present study aims to understand the factor that influences citizens' senses of security to construct the risk communications technique in the industrial waste landfill site based on the consideration of the regional society. It was quantitatively shown that the group with high sense of participant was judged from the reliability to the entrepreneur, and judged oppositely by the group with low sense of participant based on the image of the adverse effect of the repository site in addition to the reliability to the entrepreneur when the citizens evaluated the safety of the site.
