Spin-state transition, also known as spin crossover, plays a key role in diverse systems. In theory, the boundary range between the low- and high-spin states is expected to enrich the transition and give rise to unusual physical states. However, no compound that realizes a nearly degenerate critical range as the ground state without requiring special external conditions has yet been experimentally identified. This study reports that the Sc substitution in LaCoO3 destabilizes its nonmagnetic low-spin state and generates an anomalous paramagnetic state accompanied by the enhancement of transport gap and magneto-lattice-expansion as well as the contraction of Co-O distance with the increase of electron site transfer. These phenomena are not well described by the mixture of conventional low- and high-spin states, but by their quantum superposition occurring on the verge of a spin-state transition.

Times Cited Count:32 Percentile:96.87(Materials Science, Multidisciplinary)Ultra-high temperature ring tensile tests were carried out to investigate the tensile behavior of oxide dispersion strengthened (ODS) steel claddings and wrapper materials under severe accident conditions; temperatures ranged from room temperature to 1400C which is near the melting point of core materials. The experimental results showed that tensile strength of 9Cr-ODS steel claddings was highest in the core materials at the ultra-high temperatures between 900 and 1200C, but that there was significant degradation in tensile strength of 9Cr-ODS steel claddings above 1200C. This degradation was attributed to grain boundary sliding deformation with / transformation, which was associated with reduced ductility. On the other hand, tensile strength of recrystallized 12Cr-ODS and FeCrAl-ODS steel claddings retained its high value above 1200 C unlike the other tested materials. Present study includes the result of "R&D of ODS ferritic steel fuel cladding for maintaining fuel integrity at the high temperature accident condition" entrusted to Hokkaido University by the Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT).

The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) of the Japan Atomic Energy Agency has started its human capacity building activities, domestically and internationally, for the government officials and employees of companies of emerging nuclear power countries mainly in Asia. In this paper, I will describe the activities of ISCN on capacity building for these countries and also I will briefly describe, focusing on nuclear security, the activities of IAEA, Sandia National Laboratory of United States and the development of human capacity building support activities of neighboring countries of China and Korea. By doing this, I will describe the relationship and cooperation of ISCN with these organizations and talk about my personal views of the future development with these organizations and ISCN.

The acetylation effects of lysine residues on Ku protein were examined herein applying several computer simulation techniques. Acetylation of the lysine residues did not reduce the affinity between Ku and its substrate, DNA, in spite of the fact that the substitution of lysine with glutamine (KQ mutant) reduced the affinity of Ku for DNA, or the substitution of lysine with arginine (KR mutant) did not reduce it, as previously reported in experimental studies. These results suggest that the effects of in vivo acetylation may be overestimated when the KQ mutant is employed in mimicry of the acetylated protein.

The frequency of single strand breaks (SSBs) occurring on both strands of the pBR322 plasmid DNA region flanked by a pair of primers used for polymerase chain reaction (PCR) amplifications was determined after irradiation with Cs -rays. We refined that real time PCR is suitable for the detection and quantitative analysis of SSBs caused by -ray irradiation. The utility of this approach was also supported by the comparison of the practical experimental data with the Monte Carlo simulation. The potential application of this PCR method for the detection of genomic DNA damage was also confirmed.

In order to clarify the transport process of suspended radiocesium from the coast to the offshore area, which is one of the processes that change the concentration of radiocesium in sediments off Fukushima, a time-series sediment trap was deployed from October 2017 to June 2018 at a station located in southeast of the Fukushima Daiichi Nuclear Power Plant. Sinking particles of 39 periods were collected by this experiment. Cs was detected from sinking particles throughout the observation period, and the concentration showed clear seasonal variation. The maximum Cs concentration was an order of magnitude higher than that in the surface sediment (0-1 cm layer) at the station. On the other hand, the observed annual sinking flux of Cs was less than 1% of the Cs inventory in the seabed column. From these results, it can be concluded that the transport of Cs-bound particles from the coastal area has a relatively small effect of changing the abundance of radiocesium in sediments.
