Detailed $$gamma$$-ray spectroscopy of the exotic neon isotope $$^{28}$$Ne has been performed using the one-neutron removal reaction from $$^{29}$$Ne. Based on an analysis of parallel momentum distributions, a level scheme with spin-parity assignments has been constructed for $$^{28}$$Ne and the negative-parity states are identified for the first time. The measured partial cross sections and momentum distributions reveal a significant intruder p-wave strength providing evidence of the breakdown of the N = 20 and N = 28 shell gaps. Only a weak, possible f-wave strength was observed to bound final states. Large-scale shell-model calculations with different effective interactions do not reproduce the large p-wave and small f-wave strength observed experimentally, indicating an ongoing challenge for a complete theoretical description of the transition into the island of inversion along the Ne isotopic chain.

To elucidate chemical forms of Cs and I in microparticles produced via the Fukushima Daiichi Nuclear Power Plant accident and released into the atmosphere, we analyzed Cs and I in condensed vaporized particles (CVP) produced by melting experiments using nuclear fuel components containing CsI with concrete. CVPs consisted of many round particles containing Cs and I of diameters less than several tens of micrometers. Two kinds of particles were present: one containing large amounts of Cs and I, suggesting the presence of CsI, and the other containing small amounts of Cs and I with large Si contents. Most of CsI from both particles were dissolved in water. On the contrary, some fractions of Cs remained from the latter particles. These results suggest that Cs was incorporated in CVPs along with Si to form water low-soluble CVPs

A set of technology, including acid dissolving, has to be established for the analysis of content of elements/nuclides in the fuel debris samples. In this project, a blind test was performed for the purpose of clarifying the current level of analytical accuracy and establishing the alternative methods in case that the insoluble residue remains. Overall composition of the simulated fuel debris (homogenized powder having a specific composition) were quantitatively determined in the four analytical institutions in Japan by using their own dissolving and analytical techniques. The merit and drawback for each technique were then evaluated, based on which a tentative flow of the analyses of fuel debris was constructed.

We report a trial of the valence control for mixed valence iron triangular oxide YbFe$$_{2}$$O$$_{4}$$ in order to develop an effective technique to control the frustration of charges in strongly correlated electron systems. The electro-chemical doping of Li$$^{+}$$ into YbFe$$_{2}$$O$$_{4}$$ was examined on the cell type sample similar to the Li-ion secondary battery cell. Systematic change of the lattice constant, Fe-Fe and Fe-Yb distance were observed with Li doping. Maximum value of the doping was over 300 mAh/g. An EXAFS experiment indicated that Li positioned between Yb octahedron layer (U-layer) and Fe-bipyramidal layer (W-layer). However, detailed change of iron valence state of YbFe$$_{2}$$O$$_{4}$$ was not clearly observed because of the superimpose of the signal from iron metal nano particles in XANES observation. The results indicate that the electrochemical method might be one of the potential technique to control the frustration of charges in YbFe$$_{2}$$O$$_{4}$$.

Environmental radiation monitoring around the Tokai Reprocessing Plant has been performed by the Nuclear Fuel Cycle Engineering Laboratories, based on "Safety Regulations for the Reprocessing Plant of Japan Atomic Energy Agency, Chapter IV - Environmental Monitoring". This annual report presents the results of the environmental monitoring and the dose estimation to the hypothetical inhabitant due to the radioactivity discharged from the plant to the atmosphere and the sea during April 2020 to March 2021. In this report, some data include the influence of the accidental release from the Fukushima Daiichi Nuclear Power Station of Tokyo Electric Power Co., Inc. (the trade name was changed to Tokyo Electric Power Company Holdings, Inc. on April 1, 2016) in March 2011. Appendices present comprehensive information, such as monitoring programs, monitoring methods, monitoring results and their trends, meteorological data and discharged radioactive wastes. In addition, the data which were influenced by the accidental release and exceeded the normal range of fluctuation in the monitoring, were evaluated.

We investigated the free corrosion potential at an interface between an Al electrode and an aqueous NaCl solution under acidic conditions via density functional theory combined with the effective screening medium and reference interaction site model (ESM-RISM). The electrode potentials for the anodic and cathodic corrosion reactions were obtained from the grand potential profile as a function of the electron chemical potential at the interface. Thereafter, we determined the free corrosion potential using the Tafel extrapolation method. The results of the free corrosion potential were consistent with previous experimental data. By controlling the pH, we determined the pH dependence of the free corrosion potential, and the results agreed well with the experimental results. Our results indicated that the ESM-RISM method duly described the environmental effect of an acidic solution and precisely determined the free corrosion potential.

Observation of dihydrogen bonds in high-pressure phases of ammonia borane by X-ray and neutron diffraction measurements

X-ray and neutron diffraction analyses of ammonia borane were conducted at ambient and high pressures. The H-H distance in dihydrogen bonds was shorter than twice the van der Waals radius (2.4 ${AA}$). The half of the dihydrogen bonds were broken on phase transition from AP to the first high pressure phase (HP1) at approximately 1.2 GPa as revealed by an increase in the H-H distances. On further pressure increase, all of the H-H distances became shorter than 2.4 ${AA}$ again, implying the pressure-induced reformation of the dihydrogen bonds. Furthermore, the HP1 transformed to the second one with the structure of $$P2_1$$ (Z = 2) at about 11 GPa. In this phase transition, the inclination of the molecule axis became larger and the number of types of dihydrogen bonds increased from 6 to 11. Just before the third transition at 18.9 GPa, the shortest dihydrogen bond decreased to 1.65 ${AA}$. The present study experimentally first confirmed the breakage and reformation of the dihydrogen bonds by the structural change under pressure.

The spallation and fragmentation reactions of $$^{136}$$Xe induced by proton, deuteron and carbon at 168 MeV/nucleon were studied at RIKEN Radioactive Isotope Beam Factory via the inverse kinematics technique. The cross sections of the lighter products are larger in the carbon-induced reactions due to the higher total kinetic energy of carbon. The energy dependence was investigated by comparing the newly obtained data with previous results obtained at higher reaction energies. The experimental data were compared with the results of SPACS, EPAX, PHITS and DEURACS calculations. These data serve as benchmarks for the model calculations.

A new high pressure cells for neutron diffraction experiments using nano-polycrystalline anvil is presented. The cell design, off-line pressure generation tests and a gas-loading procedure for this cell are described. The performance is illustrated by powder neutron diffraction patterns of ice VII to $$sim$$ 82 GPa. We also demonstrate the feasibility of single crystal neutron diffraction experiments of Fe$$_{3}$$O$$_{4}$$ at ambient conditions using this cell and discuss the current limitation and future developments.

Searching for effective pathways for the production of proton- and neutron-rich isotopes through an optimal combination of reaction mechanism and energy is one of the main driving forces behind experimental and theoretical nuclear reaction studies as well as for practical applications in nuclear transmutation of radioactive waste. We report on a study on incomplete fusion induced by deuteron, which contains one proton and one neutron with a weak binding energy and is easily broken up. This reaction study was achieved by measuring directly the cross sections for both proton and deuteron for $$^{107}$$Pd at 50 MeV/u via inverse kinematics technique. The results provide direct experimental evidence for the onset of a cross-section enhancement at high energy, indicating the potential of incomplete fusion induced by loosely-bound nuclei for creating proton-rich isotopes and nuclear transmutation of radioactive waste.

Pressure-induced stacking disorder in boehmite

The structure of an aluminum layered hydroxide, boehmite ($$gamma$$-AlOOH), as a function of pressure was studied by using ${it in situ}$ synchrotron X-ray and neutron diffraction. Peak broadening and subsequent splitting, which are only found for hkl (h $$neq$$ 0) peaks in the X-ray diffraction patterns above 25 GPa, are explained by stacking disorder accompanied with a continuously increasing displacement of the AlO$$_{6}$$ octahedral layer along a-axis. This finding could be the first experimental result for the pressure-induced stacking disorder driven by the continuous layer displacement. The magnitude of the layer displacement was estimated from the X-ray scattering profile calculation based on the stacking disordered structure model. Hydrogen bond geometries of boehmite, obtained by structure refinements on the observed neutron diffraction patterns for deuterated sample up to 10 GPa, show linearly approaching O-D covalent and D$$cdots$$O hydrogen bond distances and they could merge below 26 GPa. The pressure-induced stacking disorder would make the electrostatic potential of hydrogen bonds asymmetric, yielding less chance for the proton-tunnelling.

Role of multichance fission in the description of fission-fragment mass distributions at high energies

Fission-fragment mass distributions were measured for $$^{237-240}$$U, $$^{239-242}$$Np and $$^{241-244}$$Pu populated in the excitation-energy range from 10 to 60 MeV by multi-nucleon transfer channels in the reaction $$^{18}$$O + $$^{238}$$U at the JAEA tandem facility. Among them, the data for $$^{240}$$U and $$^{240,241,242}$$Np were observed for the first time. It was found that the mass distributions for all the studied nuclides maintain a double-humped shape up to the highest measured energy in contrast to expectations of predominantly symmetric fission due to the washing out of nuclear shell effects. From a comparison with the dynamical calculation based on the fluctuation-dissipation model, this behavior of the mass distributions was unambiguously attributed to the effect of multi-chance fission.
