In the case of a nuclear accident or a radiological emergency, the Japan Atomic Energy Agency (JAEA), as a designated public corporation assigned in the Disaster Countermeasures Basic Act and the Armed Attack Situation Response Law, undertakes technical supports to the national government and local governments. The JAEA is requested to support to evaluate radiation doses to residents in a nuclear emergency, which is specified in the Basic Disaster Management Plan and the Nuclear Emergency Response Manual. For the dose evaluation, however, its strategy, target, method, structure and so on have not been determined either specifically or in detail. This report describes the results of investigation and consideration discussed in the "Working Group for Radiation Dose Evaluation at a Nuclear Emergency" established within the Nuclear Emergency Assistance and Training Center to discuss technical supports for radiation dose evaluation to residents in the case of a nuclear emergency, and aims at contributing to specific and detailed discussion and activities in the future for the national government and local governments, also within the JAEA.

This article presents the features of regional distributions and temporal changes in air dose rate and radionuclide deposition densities in Fukushima on the basis of analyses on large-scale environmental monitoring results using diverse methods. The continuity of decontamination effects is discussed according to repeated monitoring data after the decontamination model project. Further, some examples are shown on the projection of air dose rates together with the ecological half lives for different land uses.

To support recovery and rehabilitation in Fukushima, prediction models have been developed for ambient dose equivalent rate distribution within the 80 km-radius around the Fukushima Daiichi Nuclear Power Plant. The prediction models that are based on bi-exponential functions characterized by ecological half-lives of radioactive caesium for land-use, enable Fukushima residents to obtain distribution maps of ambient dose equivalent rates for the next 30 years after the accident. Model parameters were evaluated using ambient dose equivalent rates through car-borne surveys. The model parameters in deciduous and evergreen forest areas were found to be different from those in other areas. In addition, it was found that distribution maps of ambient dose equivalent rates for the next 30 years after the accident, created by the prediction models would be useful for follow-up of the radiological situation.

The Fukushima Daiichi Nuclear Power Plant accident resulted in a wide range of radioactive contamination. As a result, the public concerns the internal doses for chronic exposure due to intake in daily life. To reduce some concerns, it is important to develop the evaluation method of chronic internal dose. The JAEA developed the DSYS code that calculates internal dose to the public with dose coefficients and treats dose assessment of internal exposure due to acute intake based on the ICRP's Publications (Publ.30, 56, 66, 67, 69, 71, 72). Therefore, it cannot apply to the evaluation of whole-body retention values or committed effective/equivalent dose for chronic exposure. In the present study, the authors considered the evaluation method of chronic internal dose and developed the DSYS-Chronic to evaluate chronic internal dose by incorporating into the DSYS code. This report shows the outline of the DSYS-Chronic code and the example of evaluation results.
